Gawler River Floodplain Management Authority <strong>Annual</strong> <strong>Report</strong> <strong>2004</strong> - <strong>2005</strong><br />
<br />
The <strong>of</strong>ten-posed question "What came first, the chicken or the egg" has a strange but threatening<br />
resemblance to the question "What comes first, the mitigation dam or the flood". Now almost<br />
thirteen years into an average ten-year flood cycle the proposed works to alleviate flood damage in<br />
the Gawler River area are still on the horizon but not at the time <strong>of</strong> writing guaranteed.<br />
Planning for the three phase program is well advanced; procurement <strong>of</strong> the property (and home)<br />
most affected by the mitigation dam construction has been negotiated; various departments <strong>of</strong><br />
government have been consulted; the six Local <strong>Gov</strong>ernment Councils in the Gawler Catchment<br />
Area have reiterated that the work is essential; and the State <strong>Gov</strong>ernment has agreed the required<br />
work is <strong>of</strong> high priority.<br />
However, resolution on payment remains the prime issue, which continues to occupy attention at<br />
an increasing number <strong>of</strong> meetings. It is not unrealistic to pose which comes first “the dam or the<br />
flood".<br />

The Gawler River Floodplain Management Authority (GRFMA) was formed as a Regional<br />
Subsidiary under Section 43 and Schedule 2 <strong>of</strong> the Local <strong>Gov</strong>ernment Act 1999, by a Charter<br />
published in The South Australian <strong>Gov</strong>ernment Gazette on 22 nd August 2002. The Constituent<br />
Councils are the Adelaide Hills Council, The Barossa Council, The Town <strong>of</strong> Gawler, Light Regional<br />
Council, District Council <strong>of</strong> Mallala and the <strong>City</strong> <strong>of</strong> <strong>Playford</strong>.<br />
The Charter provides that a representative <strong>of</strong> the Northern Adelaide and Barossa Catchment<br />
Water Management Board (NABCWMB) is the Chairperson <strong>of</strong> the Board <strong>of</strong> Management <strong>of</strong> the<br />
GRFMA. The Charter sets down the powers, functions, safeguards, accountabilities and an<br />
operational framework and the Business Plan sets down the operational plan and financial plan to<br />
achieve agreed objectives.<br />
The GRFMA has been established for the following purposes:<br />
1. To co-ordinate the construction, operation and maintenance <strong>of</strong> flood mitigation infrastructure<br />
in the Gawler River area (the Floodplain);<br />
2. To raise finance for the purpose <strong>of</strong> developing, managing and operating and maintaining<br />
flood mitigation works within the Floodplain;<br />
3. To provide a forum for the discussion and consideration <strong>of</strong> topics relating to the Constituent<br />
Council’s obligations and responsibilities in relation to management <strong>of</strong> flood mitigation within<br />
the Floodplain;<br />
4. To enter into agreements with Constituent Councils for the purpose <strong>of</strong> managing and<br />
developing the Floodplain.<br />

Mr Fred Pedler, Principal <strong>of</strong> Fred Pedler & Associates, has been engaged to provide Executive<br />
Officer services under a services agreement until 31 st December 2006. Mr Pedler has experience<br />
in the administration <strong>of</strong> Councils and regional subsidiaries under the Local <strong>Gov</strong>ernment Act.<br />

Notification Strategy <strong>of</strong> 2003.<br />
Key Issues Before the Board<br />

Following the Stage 2 designs for the proposed flood control dam, and the Dam Safety Review and<br />
Stage 1 designs for the flood control modifications to the South Para Reservoir, amended cost<br />
estimates for the Scheme were received based on the detailed assessments so far.<br />

The Stage 2 studies have found that the previous estimates were based on limited studies first<br />
undertaken in 1994. While the new estimates contain significant contingencies it was noted that
Gawler River Floodplain Management Authority <strong>Annual</strong> <strong>Report</strong> <strong>2004</strong> - <strong>2005</strong><br />
they are still subject to review as part <strong>of</strong> the final Stage 3 Detailed Design and that the Lower<br />
Gawler River Works estimates are based on the proposal <strong>of</strong> ID&A Pty Ltd dated 2001.<br />
The detailed design <strong>of</strong> the Scheme is proceeding within the budget estimates for the design and<br />
with grant funding in place. It is the estimated construction costs that have increased which have<br />
placed the project at risk.<br />
At a cost <strong>of</strong> $17.612 million is the Scheme still cost effective<br />
Following advice <strong>of</strong> the higher estimated costs Australian Water Environments in association with<br />
Scholefield Robinson Horticultural Services prepared a Cost Benefit Analysis that included a full<br />
inundation and damages assessment <strong>of</strong> all flood prone land. They reported:<br />

over a two-year period and w ould resultin an annualaverage m aintenance cost <strong>of</strong> $10,000.The NetPresent<br />

the flood mitigation schem e.<br />

The results clearly dem onstrate thatthe schem e is econom ically viable with the low range estimate (Alternative<br />
1)having a benefitcostratio <strong>of</strong>1.4.Conversely ifthe schem e were notto proceed there is the potentialto incura<br />
presentvalue loss <strong>of</strong>up to $31.9 million.<br />
Is there any other Option to manage the risks from flooding other than to build the Scheme<br />
The Board adopted an Options Paper that discusses the risks and options that now face the<br />
Councils and summarises that there is no other option to mitigate the risks facing the community<br />
from future flooding from the Gawler River than to build the Flood Mitigation Scheme. The Paper<br />
also found that there are no other sources <strong>of</strong> local grants that could assist the Councils to raise the<br />
one third share <strong>of</strong> the Scheme and proposed that the Constituent Councils increase their<br />
commitment to the Scheme from $3.01 million to $5.873 million (including a contribution <strong>of</strong><br />
$406,350 from the NABCWMB).<br />
What are the Loan Funding Options<br />
The Board prepared a Discussion Paper – ‘Loan Fund Options to Fund the Local Contribution’ that<br />
was forwarded to the Constituent Councils to be considered in conjunction with the GRFMA<br />
Options Paper – Review <strong>of</strong> GRFMA Business Plan 2002 – 2006 to fund the Scheme. The Paper<br />
explores the option <strong>of</strong> borrowing the Local Contribution on behalf <strong>of</strong> Councils and provides a range<br />
<strong>of</strong> data for loans with a term from 5 to 100 years.
Gawler River Floodplain Management Authority <strong>Annual</strong> <strong>Report</strong> <strong>2004</strong> - <strong>2005</strong><br />
Recommitment from the Constituent Councils<br />
The current Business Plan 2002 – 2006 (adopted on 3 rd April 2003 and amended on 19 th February<br />
<strong>2004</strong>) provides that the Local Contribution to fund the Scheme is by the Constituent Councils and<br />
the NABCWMB to an agreed 4-year plan. That Plan contains the following note:<br />
Itshould be noted thatthe three upstream Councils,nam ely Adelaide Hills Council,The Barossa Counciland the<br />
Light Regional Council have joined the Schem e follow ing negotiation and w hile they have agreed to their<br />
percentage share,theirdollarcontribution is limited to the projectbeing costed at$9.03 million with respective<br />
maximum cash contributions <strong>of</strong>$45,150,$225,750,$225,750 respectively.<br />
The process to change that financial arrangement is by way <strong>of</strong> amending the Plan.<br />
A Draft Business Plan 2002 – 2007 to accompany a Draft Budget <strong>2005</strong> – 2006 was provided for<br />
Consultation to the Constituent Councils. The Drafts consolidated information provided to Councils<br />
in the Options Paper and the Loan Options Discussion Paper.<br />
In February <strong>2005</strong> the Local <strong>Gov</strong>ernment Association Mutual Liability Scheme joined with the Board<br />
to encourage Councils to recommit to fund the Gawler River works, as it considers that the<br />
construction <strong>of</strong> the Scheme is the most cost effective way to manage the possible risk <strong>of</strong> claims for<br />
damages against Councils arising from flooding <strong>of</strong> the Gawler River. Part <strong>of</strong> their support to<br />
Councils was the provision <strong>of</strong> legal advice particularly on the question <strong>of</strong> legal liability <strong>of</strong> the<br />
upstream Councils, as both Light Regional Council and The Barossa Council had taken Queen’s<br />
Counsel advice on this question. The following is the response from The Barossa Council:<br />
‘ the letter <strong>of</strong> 11 M arch <strong>2005</strong> from the Schem e reflects… legal obligations to participate in,and fund,the<br />
mitigation schem e”. Itwas in this context that the opinion <strong>of</strong> David G reenw ellw as sought. However,the<br />
opinion reflects in sum m ary,thatwhilst upstream C ouncils m ay be atrisk w here they have undertaken w orks<br />
thatincrease the w ater flow into tributaries <strong>of</strong> the Gawler River or have failed to actin light<strong>of</strong> know n flood<br />
risks, “a Plaintiffwillhave great difficulty in substantiating claim s against any <strong>of</strong> the participant Councils<br />
bec<strong>au</strong>se <strong>of</strong>the nature <strong>of</strong>the river …”. C onsequently,the basis upon which upstream Councils should participate<br />
and contribute to the resolution <strong>of</strong> the m atter is suggested to be on a “m oral” and “w hole <strong>of</strong> catchm ent”<br />
approach.<br />
This is nota dissimilarconclusion to the advice we have received from Counseland which,when formulated in<br />
writing, will be provided to you. If anything, our advice is stronger in that it em phasises that functional<br />
responsibilities <strong>of</strong>the Councilextend only within its ow n boundaries and in the absence <strong>of</strong>any works undertaken<br />
within ourarea which positively contribute to dow nstream flooding,there are no liability issues thatwillaffect<br />
us. In this regard Ican confirm thatwe have notundertaken any works which would affectus in this regard in<br />
terms <strong>of</strong>liability.<br />
As you willappreciate,this was notthe tenororthe content<strong>of</strong>advice thathas been provided to the Councilin<br />
the past suggesting at least a com m on law liability for failing to exercise a “duty” to participate in flood<br />
m anagem entand suggesting thatthe Councilis com pelled to participate or cooperate w ith flood m anagem ent<br />
strategies. This is reflected in the extracts from the Crow n Law advice quoted in David Greenw ell’s opinion.<br />
Itwas as a directresult<strong>of</strong>representations <strong>of</strong>this nature,in particular from the Catchm entWater M anagem ent<br />
Board,thatthe Councilbecam e a constituentcouncil<strong>of</strong> the A uthority. Indeed,itis fairto say thatthe total<br />
involvem ent and participation <strong>of</strong> this C ouncilin the A uthority has been predicated on the basis <strong>of</strong> a risk <strong>of</strong><br />
liability forfailing to participate and contribute.<br />
The advice thatw e have now received suggests that,at best,there is no responsibility or risk <strong>of</strong>liability for<br />
failing to participate and,atworst,only a moraland collaborative responsibility to do so.’<br />
The Light regional Council has expressed similar views. Both the Light Regional Council and The<br />
Barossa Council have advised that while they continue to support the construction <strong>of</strong> the Scheme,<br />
however they will not increase their initial commitment <strong>of</strong> $225,750. The other four Councils have<br />
agreed to increase their contributions, however some have required that all Councils contribute to<br />
the increased costs.<br />
In April <strong>2005</strong>, the Local <strong>Gov</strong>ernment Association was asked to become involved in the discussions<br />
between the six Constituent Councils and the Board to secure an agreement to fund the local<br />
contribution <strong>of</strong> the cost <strong>of</strong> the Gawler River Flood Mitigation Scheme. This decision was taken as<br />
the responses from Councils at that time indicated that, while all Councils continue to support the<br />
construction <strong>of</strong> the Scheme, the group <strong>of</strong> Councils were unable, with the contribution from the
Gawler River Floodplain Management Authority <strong>Annual</strong> <strong>Report</strong> <strong>2004</strong> - <strong>2005</strong><br />
Northern Adelaide Barossa Catchment Water Management Board (NABCWMB), to come to an<br />
agreement to share the local contribution funding for the project to proceed.<br />
Notice from Light Regional Council<br />
In late June The Light Regional Council served notice under the provisions <strong>of</strong> the Charter that<br />
unless it’s <strong>of</strong>fer <strong>of</strong> $225,750 is accepted by the Board and all Councils, it will make application to<br />
the Minister to withdraw from the Authority on 30 th June 2006.<br />

<strong>Gov</strong>ernment Funding Shares<br />
The current agreed funding for the scheme is one third Commonwealth, State and Local<br />
Contributions.<br />
The State <strong>Gov</strong>ernment has advised that ‘it would need to be satisfied that the Constituent Councils<br />
will collectively increase their contribution to $5.9 million to meet one third <strong>of</strong> the cost.’<br />
The Member for Wakefield, Mr David Fawcett MHR, has lobbied the Federal Minister for Local<br />
<strong>Gov</strong>ernment Territories and Roads, The Hon Jim Lloyd, MHR, for a review <strong>of</strong> the shares <strong>of</strong> the<br />
funding arrangement for the Scheme and facilitated a submission by the Board under the ‘Special<br />
Circumstances’ provisions <strong>of</strong> the Regional Flood Mitigation Scheme. In June the Minister advised<br />
that:<br />
‘Itis clear thatthe Schem e requires a m ajor financialcom m itmentfrom the group <strong>of</strong> councils involved and I<br />
appreciate som e councils'concerns abouttheircapacity to fund theirshare <strong>of</strong> these w orks.However,I should<br />
em phasise that the initial assessm ent and recom m endation <strong>of</strong> projects, and the determination <strong>of</strong> the level <strong>of</strong><br />
funding,is the responsibility <strong>of</strong>the state governm ent.’<br />
While discussions with the Federal Minister’s <strong>of</strong>fice and State <strong>of</strong>ficers suggest the possibility <strong>of</strong><br />
renegotiating the shares <strong>of</strong> contribution to the Scheme the inability to reach a local agreement<br />
remains a major obstacle to effectively progressing these discussions.<br />
Change <strong>of</strong> Ministerial Responsibility<br />
In June the Gawler River Flood Mitigation Scheme was brought under the portfolio <strong>of</strong> Hon Patrick<br />
Conlon MP, one <strong>of</strong> the most senior members <strong>of</strong> the South Australian <strong>Gov</strong>ernment and who is<br />
responsible for the key portfolios <strong>of</strong> Energy, Infrastructure and Transport. The scheme is scheduled<br />
in the Strategic Infrastructure Plan for South Australia as ‘underway’ to be delivered by 2010.<br />
<br />
A Technical Assessment Panel has been appointed to support the decision-making processes <strong>of</strong><br />
the Board with the following delegated powers:<br />
The power to approve the wording and accuracy <strong>of</strong> technical drawings in contract<br />
documents, performance specifications, land acquisition documentation, documents <strong>of</strong> a<br />
technical nature; directly related to the achievement <strong>of</strong> the Business Plan.<br />
To make a record <strong>of</strong> all actions taken and to submit that report to the next Board Meeting.
Gawler River Floodplain Management Authority <strong>Annual</strong> <strong>Report</strong> <strong>2004</strong> - <strong>2005</strong><br />
The <strong>au</strong>thority to conduct supervision <strong>of</strong> the detailed design brief <strong>of</strong> the North Para River<br />
Flood Control Dam being undertaken by URS Australia Pty Ltd and the detailed design brief<br />
for the Lower Gawler River Works being undertaken by Australian Water Environments.<br />
Supervision can include the conduct <strong>of</strong> progress meetings, receiving progress reports,<br />
requesting explanations, requesting additional information and reviewing draft papers.<br />
The <strong>au</strong>thority to approve sub-stages <strong>of</strong> work identified in the respective design brief but does<br />
not extend to approving stages <strong>of</strong> work where the brief calls for approval by the Board <strong>of</strong> that<br />
stage<br />
The <strong>au</strong>thority to approve with conditions variations to contracts that have already been let by<br />
the GRFMA but does not extend to the variation <strong>of</strong> a contract that would have the affect <strong>of</strong><br />
undertaking work that is not part <strong>of</strong> a brief that has been approved by the Board.<br />

The NABCWMB has developed and coordinated the implementation phase <strong>of</strong> the Gawler River<br />
Flood Mitigation Scheme. The Scheme includes a mixture <strong>of</strong> flood warning; physical works and<br />
planning measures that collectively will reduce flood risk and flood damages. Many <strong>of</strong> the nonstructural<br />
measures have already been implemented and so the main items remaining are the<br />
large capital works (Scheme) necessary to mitigate floodwaters in the Gawler River system.<br />
The Scheme has three parts:<br />
Building a Flood Control Dam on the North Para River near Gawler.<br />
Enhancing the flood attenuation capabilities <strong>of</strong> the South Para Reservoir<br />
Undertaking sensitive, capacity improvement measures for the lower reaches <strong>of</strong> the<br />
Gawler River.<br />
Dam Design<br />
URS Australia Pty Ltd <strong>of</strong> Kent Town was engaged in July 2003 to design the Flood Control Dam in<br />
a three-phase process that is in its final stage.<br />
The key design and hydr<strong>au</strong>lic features <strong>of</strong> the flood control dam include:<br />

A Roller Compacted Concrete (RCC) main dam section that will be 25 meters above the river<br />
bed and have a crest 220 meters wide with a level <strong>of</strong> RL82.5 m, a low level outlet 2.1 metres<br />
diameter at RL 57.5 m to maintain environmental flows and two high level outlets, 1.8 metres<br />
in diameter at RL 70.00 m to mitigate flows, that will retain the water up to the 1 in 100 year<br />
flood event without water passing over the crest <strong>of</strong> the dam.<br />
A RCC secondary spillway, 220 metres wide with a crest level <strong>of</strong> RL84.0 m, will be<br />
constructed on the left abutment adjoining the dam structure.
Gawler River Floodplain Management Authority <strong>Annual</strong> <strong>Report</strong> <strong>2004</strong> - <strong>2005</strong><br />
<br />
The main dam will act as the primary spillway for events greater than the 1 in 100 year flood<br />
up to about the 1 in 1,000 year flood event that will generate an upstream water level <strong>of</strong><br />
RL84.0 m and a depth <strong>of</strong> flow <strong>of</strong> 1.5 m over the main dam.<br />
For greater than 1 in 1,000 year flood events water will begin to flow over the secondary<br />
spillway. The 1 in 10,000 year flood event will generate an upstream reservoir level <strong>of</strong> just<br />
above RL85.0 m and flows will be passed over the main spillway and the secondary spillway,<br />
confined by RCC “end blocks” and walls that will be constructed to RL85.0 m. The depth <strong>of</strong><br />
flow over the main spillway will be 2.5 m and the depth <strong>of</strong> flow over the secondary spillway<br />
will be 1.0 m.<br />
A ‘Right to Flood’ easement will be sought from landowners above the dam for all land below the<br />
84.0 m level which is all land that will be inundated by a 1 in 1,000 year flood event.<br />
The Stage 3 draft dam design and tender documentation and plans have been completed and are<br />
currently being independently reviewed prior to their consideration for adoption.<br />
South Para Reservoir<br />
<strong>SA</strong> Water Corporation, the operators <strong>of</strong> the South Para Reservoir, engaged GHD Pty Ltd who have<br />
completed a Stage 2 Safety Review and Conceptual Design <strong>of</strong> Flood Mitigation and Remedial<br />
Works for the South Para Reservoir. The proposed mitigation works that include modifications to<br />
the dam wall and spillway would be undertaken at a cost to the Scheme.<br />
Lower Gawler River<br />
Australian Water Environments, Engineers <strong>of</strong> Norwood, was awarded the Lower Gawler River<br />
assessment and detailed design project. The GRFMA wrote to all property owners in the study<br />
area advising them <strong>of</strong> the study, the powers <strong>of</strong> the consultant to enter their property and a survey<br />
about the levees, vegetation and obstructions in the river valley to guide the work <strong>of</strong> the consultant.<br />
The brief includes a review <strong>of</strong> the Lower Gawler River hydrology, including the preparation <strong>of</strong> post<br />
mitigation works flood inundation plans for a 100 ARI event. An ecological assessment for the<br />
removal <strong>of</strong> exotic weeds and trees to improve the flow <strong>of</strong> floodwaters in the river valley and <strong>of</strong> a<br />
possible impact on the Buckland Park wetland.<br />
The Panel, through the support <strong>of</strong> Transport <strong>SA</strong> Drainage Branch, have reviewed the spillway<br />
configuration <strong>of</strong> the South Para Reservoir that has enhanced the mitigation performance <strong>of</strong> the<br />
dam that will deliver significant down stream benefit.<br />
Based on this improved model work has commenced on the first stage <strong>of</strong> the three dimensional<br />
modelling <strong>of</strong> the Lower Gawler River that will provide essential data to design the extent and<br />
location <strong>of</strong> capital works on the floodplain.<br />
Approvals<br />
Approvals for the Scheme have yet to been obtained for development approval under the<br />
provisions for Crown Development (Public Infrastructure), Section 49 <strong>of</strong> the Development Act and<br />
for the removal <strong>of</strong> native vegetation from the Native Vegetation Council under the provisions <strong>of</strong> the<br />
Native Vegetation Act 1991<br />
Northeast Road Connector<br />
The Department <strong>of</strong> Transport and Urban Planning has been advised that detailed design for a<br />
Roller Compacted Concrete (RCC) dam at Site 1 near Gawler is now proceeding and that the<br />
proposed ‘dam wall and in line saddle spillway’ will not be suitable to be combined with a bridge<br />
structure which was an option being considered as part <strong>of</strong> a Northeast Gawler Bypass Study.<br />

We have <strong>au</strong>dited the attached special purpose financial report on pages 1 to 8 comprising the<br />
Operating Statement, Statement <strong>of</strong> Financial Position, Statement <strong>of</strong> Changes in Equity,<br />
Statement <strong>of</strong> Cash flows, Notes to the Financial Statements and Statement by the Executive<br />
Officer for the year ended 30 th June <strong>2005</strong>. Gawler River Floodplain Management Authority’s<br />
Board is responsible for the preparation and presentation <strong>of</strong> the financial report and the<br />
information contained therein, and has determined that the accounting policies used are<br />
consistent with the financial reporting requirements <strong>of</strong> their constitution and are appropriate to<br />
meet the needs <strong>of</strong> the members. We have conducted an independent <strong>au</strong>dit <strong>of</strong> the financial<br />
statements in order to express an opinion on them. No opinion is expressed as to whether the<br />
accounting policies used are appropriate to the needs <strong>of</strong> the members.<br />
The financial report has been prepared for distribution to members for the purpose <strong>of</strong> fulfilling the<br />
Authority’s financial reporting requirements. As such, we disclaim any assumption <strong>of</strong> responsibility<br />
for reliance on this report or on the financial report to which it relates to any person other than the<br />
members, or for any purpose other than that which it was prepared. The <strong>au</strong>dit has been<br />
conducted in accordance with the Australian Auditing Standards to provide reasonable assurance<br />
as to whether the financial statements are free <strong>of</strong> material misstatement. The procedures included<br />
an examination, on a test basis, <strong>of</strong> evidence supporting the amounts and other disclosures in the<br />
financial statements, and evaluation <strong>of</strong> accounting policies and significant account estimates.<br />
These procedures have been undertaken to form an opinion as to whether in all material<br />
respects, the financial statements are presented fairly in accordance with the accounting policies<br />
described in Note 1 <strong>of</strong> the financial statements. (These policies do not require the application <strong>of</strong><br />
all Accounting Standards and other mandatory pr<strong>of</strong>essional reporting requirements in Australia).<br />
The <strong>au</strong>dit opinion expressed in this report has been formed on the basis above.<br />
<br />
In our opinion, the financial statements <strong>of</strong> the Gawler River Floodplain Management Authority are<br />
properly drawn up in accordance with the accounting policies described in Note 1 to the financial<br />
statements, and fairly present the financial position <strong>of</strong> the Gawler River Floodplain Management<br />
Authority as at 30 th June <strong>2005</strong> and the results <strong>of</strong> its operations and cash flows for the year then<br />
ended.<br />

Schedule <strong>of</strong> Constituent Council's Interests in Net Assets<br />
<br />
"The ‘Schedule <strong>of</strong> Constituent Councils’ Interests in Net Assets’ will reflect the proportionate contribution<br />
each Constituent Council has made to the growth <strong>of</strong> the net assets <strong>of</strong> the Authority having regard to the<br />
proportionate contribution to subscriptions. The Schedule when updated by the Board at the end <strong>of</strong> each<br />
financial year will reflect the proportionate contribution <strong>of</strong> each Constituent Council since the<br />
commencement <strong>of</strong> the Authority and once accepted by each Constituent Council will be evidence <strong>of</strong> the<br />
agreed proportion <strong>of</strong> a Constituent Council’s interests in the net assets as at 30 June in that year."<br />
For the purposes <strong>of</strong> this Cl<strong>au</strong>se only Subscriptions for Scheme costs have been included in subscriptions<br />
to the growth <strong>of</strong> assets<br />
This Schedule has been prepared on the basis that the Authority was 'wound up' on 30th June <strong>2005</strong>. At<br />
that date the designs, assessments and cost <strong>of</strong> land have been capitalised at a cost <strong>of</strong> $728,142. Grants<br />
and contributions from the Commonwealth <strong>Gov</strong>ernment, State <strong>Gov</strong>ernment and the NABCWMB have<br />
contributed to these costs and have not been deducted. However at 30th June <strong>2005</strong> the Authority was<br />
holding an amount <strong>of</strong> State <strong>Gov</strong>ernment Grant paid in advance <strong>of</strong> $59,727. This calculation has been<br />
prepared on the basis that this amount would have to be repaid.<br />
