2.5 A draft First Pass TRA is prepared by the PSTA at the earliest opportunity<br />
following the ORC to identify the potential technical risks <strong>and</strong> issues <strong>and</strong> to allow the<br />
project to develop appropriate treatment strategies for each identified risk 2 <strong>and</strong><br />
resolution strategies for any significant issues that have been identified. The risks<br />
<strong>and</strong> issues will be presented to the Capability Development Stakeholder Group<br />
(CDSG) for consideration <strong>and</strong> agreement of the treatment <strong>and</strong> resolution strategies<br />
prior to First Pass consideration. The First Pass TRA is approved by the LCOD prior<br />
to consideration of the project by the Capability Development Board (CDB).<br />
2.6 <strong>Technical</strong> <strong>Risk</strong> Certification. The CDS is required by Government to provide<br />
an independent assessment of the level of technical risk presented by a project at<br />
each Government consideration — primarily First <strong>and</strong> Second Pass Project Approval,<br />
but also when a submission is made to Government seeking an amended Project<br />
Approval, eg a Real Cost Increase for a change in scope. The <strong>Technical</strong> <strong>Risk</strong><br />
Certification (TRC) is the CDS’s statement on technical risk <strong>and</strong> issues <strong>and</strong> uses the<br />
TRA as guiding input. Following the CDB, the CDS will review the TRA <strong>and</strong> develop<br />
a draft TRC to inform <strong>Defence</strong> Capability Committee (DCC) consideration. Following<br />
DCC approval, the CDS will refine <strong>and</strong> approve the TRC for inclusion in the<br />
MINSUB/CABSUB as appropriate.<br />

2.7 Figure 1 summarises the technical risk activities supporting First Pass<br />
consideration <strong>and</strong> Project Approval. Figure 1 also shows how the technical risk<br />
