— How important is <strong>the</strong> work of <strong>the</strong> media self-regulation bodies <strong>in</strong> <strong>the</strong><br />
post-Soviet states, where press freedom is a relatively new concept<br />
— I th<strong>in</strong>k <strong>the</strong> presence and operation of such bodies is very important for<br />
any k<strong>in</strong>d of media that work <strong>in</strong> all k<strong>in</strong>ds of societies. Especially for <strong>the</strong> media<br />
work<strong>in</strong>g <strong>in</strong> transition societies, like ours. The self-regulation mechanisms help<br />
<strong>the</strong> media solve <strong>the</strong>ir problems avoid<strong>in</strong>g certa<strong>in</strong> forms of control from <strong>the</strong><br />
state. That is why this is probably one of <strong>the</strong> ma<strong>in</strong> conditions for develop<strong>in</strong>g<br />
freedom of expression. So, journalists take prevention measures so that<br />
<strong>the</strong> state is not able to do anyth<strong>in</strong>g else besides guarantee<strong>in</strong>g this freedom<br />
through legislative means. The idea for creat<strong>in</strong>g a self-regulation mechanism<br />
must arise <strong>in</strong>side <strong>the</strong> journalistic community. Any o<strong>the</strong>r artificially created<br />
self-regulation structures ei<strong>the</strong>r do not work or are under <strong>the</strong> control of<br />
<strong>the</strong> state structures. Therefore, <strong>the</strong> <strong>in</strong>ternal desire of <strong>the</strong> journalistic community must<br />
be developed and we must take prevention measures among <strong>the</strong> journalists, media<br />
managers and employers so that <strong>the</strong>y understand how important and convenient for<br />
<strong>the</strong>m is to have a self-regulation mechanism.<br />
— To what extent do <strong>the</strong> actions of <strong>the</strong> self-regulation structure encourage media consumers<br />
to require media outlets to observe <strong>the</strong> ethical standards<br />
— In pr<strong>in</strong>ciple, we do not have much to praise with. The Council of Observers for<br />
<strong>Journalist</strong> Ethics of Armenia was created <strong>in</strong> 2007 and has <strong>the</strong> mission to consider <strong>the</strong><br />
compla<strong>in</strong>ts filed <strong>in</strong> relation to <strong>the</strong> <strong>in</strong>formation that appears <strong>in</strong> <strong>the</strong> media. There have<br />
been few such compla<strong>in</strong>ts. I th<strong>in</strong>k we should work more to <strong>in</strong>form <strong>the</strong> consumer that<br />
<strong>the</strong>re is such a self-regulation body <strong>in</strong> place and what it does. We have to go step by<br />
step <strong>in</strong> this approach because as <strong>the</strong>re is lack of trust on behalf of <strong>the</strong> population <strong>in</strong> <strong>the</strong><br />
state bodies, <strong>the</strong> same th<strong>in</strong>g happens <strong>in</strong> relation to <strong>the</strong> media. People’s attitude is such:<br />
