Commission was created <strong>in</strong> 2001, practically <strong>in</strong> <strong>the</strong> days when <strong>the</strong> journalist Gheorghi<br />
Gongadze disappeared. The journalist movement was very strong and sound at that time<br />
and <strong>the</strong> idea of creat<strong>in</strong>g this commission appeared on that wave of journalist <strong>in</strong>itiatives.<br />
S<strong>in</strong>ce <strong>the</strong>n, we have considered a number of compla<strong>in</strong>ts from <strong>the</strong> population aga<strong>in</strong>st<br />
<strong>the</strong> journalists work. To note that most of <strong>the</strong>m have been grounded. I have found cases<br />
where <strong>the</strong> journalists erred <strong>in</strong>deed, ei<strong>the</strong>r deliberately or not. The Commission makes<br />
decisions also based on <strong>the</strong> reasons <strong>the</strong> journalists had.<br />

— The journalists are an “ambitious category” and it is hard for <strong>the</strong>m to admit <strong>the</strong>ir<br />
mistakes. But <strong>the</strong>re are journalists who accept <strong>the</strong> Commission’s decisions, o<strong>the</strong>rs go<br />
<strong>in</strong>to polemics. We, however, do not aim at debat<strong>in</strong>g with <strong>the</strong> editors and media outlets.<br />
We issue our decision and make it public – that is all. Anyway, <strong>in</strong> Ukra<strong>in</strong>e <strong>the</strong> level of<br />
accountability of journalists has grown and is very high now. There may be objections<br />
<strong>in</strong> our country regard<strong>in</strong>g <strong>the</strong> effectiveness of publish<strong>in</strong>g or <strong>the</strong> lack of impact. Whe<strong>the</strong>r<br />
a newspaper or a program can or cannot change someth<strong>in</strong>g or at least <strong>in</strong>fluence <strong>the</strong><br />
course of th<strong>in</strong>gs – we have a big question mark here. Also, <strong>the</strong> way <strong>the</strong> authorities<br />
react to criticism <strong>in</strong> <strong>the</strong> media is aga<strong>in</strong> a disputable matter; however <strong>the</strong> level of social<br />
accountability has <strong>in</strong>creased and I th<strong>in</strong>k most of <strong>the</strong> journalists understand this.<br />
Our Commission pays <strong>in</strong>creased attention to “prevention” measures because we do not<br />
want to work <strong>in</strong> emergency situations, like <strong>the</strong> firemen, that is, from one compla<strong>in</strong>t<br />
to ano<strong>the</strong>r. We work a lot with <strong>the</strong> students and future journalists and we also teach<br />
journalist ethics and conduct tra<strong>in</strong><strong>in</strong>gs for students. The Commission developed a<br />
manual of journalist ethics that has been approved by <strong>the</strong> M<strong>in</strong>istry of Education of<br />
Ukra<strong>in</strong>e. This year we f<strong>in</strong>ished develop<strong>in</strong>g ano<strong>the</strong>r book that <strong>in</strong>cludes journalist ethics<br />
issues and various case studies that journalists can read and f<strong>in</strong>d solutions about how<br />
<strong>the</strong>y should behave <strong>in</strong> one situation or ano<strong>the</strong>r.<br />
