— How important is <strong>the</strong> work of <strong>the</strong> media self-regulation bodies <strong>in</strong> <strong>the</strong><br />

ex-Soviet states, where press freedom is a relatively new concept<br />

— I have probably been lucky <strong>in</strong> my life and <strong>in</strong> different periods have been<br />

on both sides – on <strong>the</strong> side of <strong>the</strong> authorities and on <strong>the</strong> side of <strong>the</strong> press. In<br />

1990–1994, dur<strong>in</strong>g <strong>the</strong> first democratic elections <strong>in</strong> Ukra<strong>in</strong>e, I was elected<br />

Member of <strong>the</strong> Parliament. I had <strong>the</strong> historic mission of participat<strong>in</strong>g <strong>in</strong><br />

pass<strong>in</strong>g documents that streng<strong>the</strong>ned <strong>the</strong> Ukra<strong>in</strong>ian state, such as <strong>the</strong> Act<br />

on Independence or <strong>the</strong> Declaration of Sovereignty. Also, I prepared <strong>the</strong> first<br />

media laws for <strong>the</strong> democratic press of Ukra<strong>in</strong>e. So, I was on <strong>the</strong> o<strong>the</strong>r side<br />

of <strong>the</strong> barrier. I later returned to journalism and I led a news agency. And<br />

already as a journalist and a media leader I could appreciate <strong>the</strong> efficient<br />

laws and correctness of <strong>the</strong> legal regulations.<br />

I th<strong>in</strong>k <strong>the</strong> presence of media self-regulation bodies is very important <strong>in</strong> our societies. To<br />

a certa<strong>in</strong> extent, this makes legislators absta<strong>in</strong> from attempt<strong>in</strong>g to regulate each step of<br />

<strong>the</strong> journalist and each movement <strong>in</strong> <strong>the</strong> journalistic environment. If we have our own<br />

professional self-regulation bodies it means that <strong>the</strong> journalistic profession voluntarily<br />

approves and respects certa<strong>in</strong> professional rules. Thus, self-regulation is very necessary<br />

even from <strong>the</strong> po<strong>in</strong>t of view of fight<strong>in</strong>g censorship or <strong>the</strong> provisions strictly outl<strong>in</strong>ed by<br />

<strong>the</strong> authorities regard<strong>in</strong>g <strong>the</strong> editor’s conduct.<br />

— Has <strong>the</strong> fact that such a self-regulation mechanism appeared and operates <strong>in</strong> Ukra<strong>in</strong>e<br />

made media consumers more active <strong>in</strong> demand<strong>in</strong>g quality and accountability from <strong>the</strong><br />

journalists<br />

— The establishment of <strong>the</strong> Commission for <strong>Journalist</strong>ic Ethics <strong>in</strong> Ukra<strong>in</strong>e was <strong>the</strong> result<br />

of a normal process <strong>in</strong>side <strong>the</strong> profession, without <strong>the</strong> <strong>in</strong>fluence of outside factors. The<br />
