human adversities and pa<strong>in</strong> and bloody details and <strong>the</strong>n what is it” (from <strong>the</strong> compla<strong>in</strong>t filed<br />

with <strong>the</strong> College).<br />

In consider<strong>in</strong>g this compla<strong>in</strong>t <strong>the</strong> op<strong>in</strong>ion of a media expert was asked. Also, for <strong>the</strong> first time<br />

a compla<strong>in</strong>t was considered on spot, i.e. three College members traveled from Moscow to<br />

Kazan and <strong>the</strong> o<strong>the</strong>r four who rema<strong>in</strong>ed <strong>in</strong> Moscow kept <strong>in</strong> touch with <strong>the</strong>m via Skype from<br />

<strong>the</strong> House of <strong>Journalist</strong>s where <strong>the</strong> College meets.<br />

The management of <strong>the</strong> broadcaster “Efir” refused to participate <strong>in</strong> <strong>the</strong> meet<strong>in</strong>g.<br />

In its decision on that compliant, <strong>the</strong> Civic College noted a number of ethical violations<br />

and found many violations of <strong>the</strong> pr<strong>in</strong>ciple of confidentiality of privacy <strong>in</strong> <strong>the</strong> subjects of<br />

“Perehvat” of 2 June 2011. These <strong>in</strong>cluded film<strong>in</strong>g and broadcast<strong>in</strong>g pictures of specific people<br />

without <strong>the</strong>ir agreement or with <strong>the</strong>ir agreement expressed while <strong>the</strong>y were drunk. The<br />

College considered that such an attitude to <strong>the</strong> rights, dignity, reputation and fate of a certa<strong>in</strong><br />

person cannot be reasoned only through <strong>the</strong> <strong>in</strong>terest (curiosity) of <strong>the</strong> ord<strong>in</strong>ary viewer. Also,<br />

<strong>the</strong> College found <strong>in</strong>admissible for such subjects to denote <strong>in</strong>difference to <strong>the</strong> damages that<br />

could be caused to specific persons and <strong>the</strong> society as a whole through a non-professional<br />

conduct to <strong>the</strong> person <strong>in</strong> such a situation of pa<strong>in</strong> or shock. The self-regulation body drew<br />

attention to <strong>the</strong> fact that people who are <strong>in</strong> a state of pa<strong>in</strong> or adversity many times need not<br />

only attention and care but also protection aga<strong>in</strong>st abuses to which <strong>the</strong>y may be exposed as<br />

a result of a journalist’s exaggerated attention.<br />

In September 2011 it became known that <strong>the</strong> broadcaster “Efir” of Kazan had issued a<br />

document entitled “Set of Ethical Standards for ‘Perehvat’”. On <strong>the</strong> one hand, this can be<br />

considered <strong>the</strong> result of <strong>the</strong> decision of <strong>the</strong> Civic College for Compla<strong>in</strong>ts aga<strong>in</strong>st <strong>the</strong> Press. On<br />

<strong>the</strong> o<strong>the</strong>r hand, this document <strong>in</strong>cludes noth<strong>in</strong>g but technological rules for produc<strong>in</strong>g <strong>the</strong><br />

materials.<br />

Note: The participants <strong>in</strong> <strong>the</strong> regional meet<strong>in</strong>g of <strong>the</strong> representatives of self-regulation<br />

structures held <strong>in</strong> Chiş<strong>in</strong>ău (23-24 November 2011) reviewed <strong>the</strong> document issued<br />

by <strong>the</strong> broadcaster “Efir” of Kazan and suggested amend<strong>in</strong>g some of <strong>the</strong> provisions<br />

and add<strong>in</strong>g new ones.<br />
