Environmental Assessment<br />
2002 Review and Update<br />
1.3 Objectives and Scope of Study<br />
The objectives of the present environmental assessment were the following:<br />
- Updating the environmental inventories in the asset, taking into consideration all<br />
developments and activities that have taken place since the last environmental<br />
assessment conducted in November 1999.<br />
- Reviewing the environmental requirements in the asset, taking into consideration<br />
any recent changes in the legislative and corporate regulations and specifications<br />
- Auditing the environmental performance for the current year.<br />
- Updating the environmental baseline data, wherever required.<br />
- Reviewing the significant aspects and reassessing the environmental impacts, in<br />
view of the above.<br />
- Revising the environmental mitigation and monitoring plan, wherever required.<br />
The social and health impact assessment components were not included in the present<br />
study. The quantitative risk analysis was also not included in the present study.<br />
1.4 Method of Study<br />
The present study was carried out in three stages. In the first stage, the previous EIA<br />
reports (Reference 1) and other available environmental documents were reviewed.<br />
Based on this review, detailed and structured checklists were prepared for asset data<br />
verification and environmental performance audit. Subsequently, a site visit was<br />
undertaken to check the ground realities and to collect all necessary information.<br />
During the site visit, the key operating personnel in the asset including the Area<br />
Coordinator and the Area HSE Advisor were interviewed, and detailed environmental<br />
audit of the various facilities in the asset was conducted. In the third stage, all the data<br />
collected were analysed and the significant environmental hazards (aspects) were<br />
identified. Then the environmental effects (impacts) were reassessed using <strong>PDO</strong>’s<br />
“Hazards and Effects Manageme nt Procedure (HEMP)” as described in the <strong>PDO</strong>'s<br />
document GU-195 "Environmental Assessment Guideline" (Reference 2). Following<br />
the reassessment, the environmental mitigation and the monitoring plans were revised<br />
as appropriate.<br />
