o construct<strong>in</strong>g and <strong>manag<strong>in</strong>g</strong> audit trails;<br />

o <strong>manag<strong>in</strong>g</strong> record version control;<br />

o <strong>manag<strong>in</strong>g</strong> the <strong>in</strong>tegrity and reliability of <strong>records</strong> once they have been declared<br />

as such; and<br />

o <strong>manag<strong>in</strong>g</strong> <strong>records</strong> <strong>in</strong> all formats <strong>in</strong> an <strong>in</strong>tegrated manner.<br />

Integrated Document Management Systems consist amongst others of <strong>electronic</strong><br />

document management systems that support the immediate operational<br />

requirements of an office by help<strong>in</strong>g <strong>governmental</strong> <strong>bodies</strong> to exploit their <strong>in</strong>formation<br />

resources more effectively, and <strong>electronic</strong> <strong>records</strong> management systems that<br />

support the medium to long term <strong>in</strong>formation requirements of an office by captur<strong>in</strong>g<br />

<strong>electronic</strong> <strong>records</strong> and <strong>manag<strong>in</strong>g</strong> them accord<strong>in</strong>g to <strong>records</strong> management pr<strong>in</strong>ciples.<br />

The <strong>records</strong> management functionality covers the follow<strong>in</strong>g:<br />

4.1.1 Classification Systems<br />

To support the cont<strong>in</strong>u<strong>in</strong>g conduct of bus<strong>in</strong>ess and provide accountability,<br />

<strong>governmental</strong> <strong>bodies</strong> should create and ma<strong>in</strong>ta<strong>in</strong> authentic, reliable and usable<br />

<strong>records</strong> and protect their <strong>in</strong>tegrity by captur<strong>in</strong>g them <strong>in</strong>to recordkeep<strong>in</strong>g systems that<br />

rout<strong>in</strong>ely capture all <strong>records</strong>, organise the <strong>records</strong> <strong>in</strong> a way that reflects the functions<br />

of the office, protect the <strong>records</strong> from alteration and/or unauthorised disposal, and<br />

provide ready access to the <strong>in</strong>formation conta<strong>in</strong>ed <strong>in</strong> the <strong>records</strong>.<br />

Records can only be <strong>in</strong>terpreted if the underly<strong>in</strong>g relationships between the <strong>records</strong><br />

is understood. To provide the underly<strong>in</strong>g relationships it is crucial that the <strong>records</strong><br />

captured <strong>in</strong>to the recordkeep<strong>in</strong>g system should be classified <strong>in</strong>telligently by<br />

organis<strong>in</strong>g them <strong>in</strong>to categories/subjects through which users can navigate to f<strong>in</strong>d<br />

<strong>in</strong>dividual documents. Classification refers to the process whereby <strong>electronic</strong><br />

documents stored <strong>in</strong> the <strong>electronic</strong> repository are assigned subjects <strong>in</strong> the<br />

classification system that match the document's subject. If this is done consistently<br />

for all <strong>electronic</strong> documents, the disposal and retention decisions will be properly<br />

applied to the right documents, and they will be archived/destroyed at the right times.<br />

The staff will also spend less time look<strong>in</strong>g for <strong>in</strong>formation and more time actively<br />

act<strong>in</strong>g on the <strong>in</strong>formation.<br />

The functional subject file plan prescribed by the <strong>National</strong> Archives and Records<br />

Service organises documents <strong>in</strong>to categories that reflect the functions/bus<strong>in</strong>ess<br />

of an office. Disposal <strong>in</strong>structions with retention periods are then determ<strong>in</strong>ed for<br />

each unique subject. The classification system with the disposal <strong>in</strong>structions and the<br />

retention periods attached is called a disposal schedule/disposal authority.<br />
