4.6 Files/Records created <strong>in</strong> central data process<strong>in</strong>g facilities to create, use,<br />

and ma<strong>in</strong>ta<strong>in</strong> master files<br />

4.6.1 Electronic files or <strong>records</strong> created solely to test system performance, as well<br />

as hardcopy pr<strong>in</strong>touts and related documentation for the <strong>electronic</strong><br />

files/<strong>records</strong>.<br />

4.6.2 Electronic files or <strong>records</strong> used to create or update a master file, <strong>in</strong>clud<strong>in</strong>g, but<br />

not limited to, work files and <strong>in</strong>termediate <strong>in</strong>put/output <strong>records</strong>.<br />

4.6.3 Electronic files and hard-copy pr<strong>in</strong>touts created to monitor system usage,<br />

<strong>in</strong>clud<strong>in</strong>g, but not limited to, log-<strong>in</strong> files, password files, audit trail files<br />

[EXCLUDING audit trail files that are necessary to demonstrate who created<br />

the record, when it was created, that it has not been altered s<strong>in</strong>ce creation,<br />

and audit trail files that capture <strong>in</strong>formation regard<strong>in</strong>g the identity of users who<br />

authorized transfer or destruction, the date a record was<br />

destroyed/transferred, and the authority <strong>in</strong> terms of which the record was destroyed/transferred],<br />

system usage files, and cost-back files used to access<br />

charges for system use.<br />

4.7 Input/Source Records<br />

4.7.1 Non-<strong>electronic</strong> documents or forms designed solely to create, update, or<br />

modify the <strong>records</strong> <strong>in</strong> an <strong>electronic</strong> medium and not required for audit or legal<br />

purposes (such as need for signatures) and not previously scheduled for<br />

permanent retention <strong>in</strong> a disposal authority issued by the <strong>National</strong> Archives<br />

and Records Service of South Africa.<br />

4.7.2 Electronic <strong>records</strong>, except as <strong>in</strong>dicated <strong>in</strong> 4.7.3 below, entered <strong>in</strong>to the system<br />

dur<strong>in</strong>g an update process and not required for audit or legal purposes.<br />

4.7.3 Electronic <strong>records</strong> received from another department and used as<br />

<strong>in</strong>put/source <strong>records</strong> by the receiv<strong>in</strong>g department, EXCLUDING <strong>records</strong><br />

produced by another department under terms of an <strong>in</strong>terdepartmental<br />

agreement, or <strong>records</strong> created by another department <strong>in</strong> response to the<br />

specific <strong>in</strong>formation needs of the receiv<strong>in</strong>g department.<br />

4.7.4 Computer files or <strong>records</strong> conta<strong>in</strong><strong>in</strong>g uncalibrated and unvalidated digital or<br />

analogue data collected dur<strong>in</strong>g observation or measurement activities or<br />

research and development programmes and used as <strong>in</strong>put for a digital master<br />

file or data base once it has been calibrated and validated.
