6. The responsibilities of <strong>governmental</strong> <strong>bodies</strong> regard<strong>in</strong>g the management<br />

of <strong>electronic</strong> <strong>records</strong><br />

The heads of <strong>governmental</strong> <strong>bodies</strong> have to shape the <strong>electronic</strong> culture with<strong>in</strong> their<br />

organisations. They can play a role <strong>in</strong> def<strong>in</strong><strong>in</strong>g its explicit rules and implicit etiquette,<br />

and they should be perceived as promoters of the sound management of <strong>electronic</strong><br />

<strong>records</strong>. This goal can be reached by ensur<strong>in</strong>g that the <strong>in</strong>stitution’s <strong>electronic</strong><br />

<strong>records</strong> policy is understood throughout the organisation. Governmental <strong>bodies</strong><br />

should:<br />

6.1 Establish <strong>records</strong> management policies and procedures<br />

An organisation keeps <strong>in</strong>formation resources to support its operations, as well as to<br />

fulfil legal and other obligations.<br />

All <strong>in</strong>formation resources, whether they are <strong>in</strong> paper-based, <strong>electronic</strong> or other<br />

format, should be managed by the organisation <strong>in</strong> terms of the broad policy<br />

guidel<strong>in</strong>es conta<strong>in</strong>ed <strong>in</strong> the <strong>National</strong> Archives and Records Service Act of South<br />

Africa, 1996 as amended. It is essential for each organisation to establish its own<br />

<strong>records</strong> management policy to l<strong>in</strong>k its own unique processes and procedures to the<br />

requirements of the <strong>National</strong> Archives and Records Service of South Africa Act. The<br />

policy should not only be <strong>in</strong> l<strong>in</strong>e with the Act, but should also l<strong>in</strong>k up with the<br />

organisation's overall mandate and mission objectives. It should specifically address<br />

the management of <strong>electronic</strong> <strong>records</strong> and should take <strong>in</strong>to account the unique<br />

characteristics of the specific <strong>electronic</strong> applications that are <strong>in</strong> use by the specific<br />

office.<br />

6.2 Assign responsibility for <strong>electronic</strong> <strong>records</strong> management<br />

Organisational units (or specific staff members) should be identified for <strong>in</strong>volvement<br />

<strong>in</strong> the management of <strong>electronic</strong> <strong>records</strong>. These units should, together with the<br />

responsible Information Technology staff, accept responsibility for the <strong>in</strong>tellectual<br />

control and physical management of all <strong>electronic</strong> <strong>records</strong>.<br />

People create and use <strong>records</strong>. They are a key factor <strong>in</strong> successful recordkeep<strong>in</strong>g<br />

and <strong>records</strong> management. The organisation needs to ensure that the staff of the<br />

organisation are properly skilled to capture and manage <strong>records</strong>.<br />

Specific leadership responsibility and accountability for <strong>records</strong> management should<br />

be assigned to the <strong>records</strong> manager. The <strong>records</strong> manager should also be<br />

responsible for the management of <strong>records</strong> generated and stored <strong>in</strong> <strong>electronic</strong><br />

systems. The <strong>records</strong> manager must thus have a basic understand<strong>in</strong>g of the<br />

concepts of database management, file/document track<strong>in</strong>g, imag<strong>in</strong>g and scann<strong>in</strong>g,<br />
