requirements regard<strong>in</strong>g the medium <strong>in</strong> which these <strong>records</strong> must be preserved to<br />
ensure accessibility <strong>in</strong> future, can be set at an early stage. Electronic storage media<br />
is an <strong>in</strong>herently unstable storage medium. The life expectancy of the <strong>in</strong>formation<br />
stored on these media is <strong>in</strong>fluenced by various environmental factors, <strong>in</strong>clud<strong>in</strong>g<br />
temperature, humidity, oxidation, dust and magnetic fields, and they are extremely<br />
sensitive to physical damage through careless storage, handl<strong>in</strong>g and use.<br />
Nevertheless, magnetic tape or cassette, CD-WORM (preferably executable CD-<br />
WORM) and DVD-WORM can be used for the storage of <strong>electronic</strong> <strong>records</strong>.<br />
The <strong>National</strong> Archives and Records Service does however recommend that<br />
<strong>governmental</strong> <strong>bodies</strong> take note that each type of storage medium has its own<br />
storage and handl<strong>in</strong>g requirements which must be adhered to strictly because<br />
improper treatment of <strong>electronic</strong> storage media causes physical and chemical<br />
damage to the media themselves. The result is that the data stored on these media<br />
cannot be accessed.<br />
4.1.3.1.1 Magnetic storage media<br />
The anticipated life expectancy of a magnetic tape is 12-20 years, if stored<br />
under optimal conditions and if subject to regular ma<strong>in</strong>tenance. This means<br />
that simply to preserve the <strong>electronic</strong> signals on the tape, it is necessary for<br />
annual precision rew<strong>in</strong>d<strong>in</strong>g, physical <strong>in</strong>spection and clean<strong>in</strong>g to prevent<br />
deterioration through chemical reaction. Furthermore, the data has to be<br />
transferred to new tapes periodically to ensure that the data on the tapes<br />
rema<strong>in</strong>s readable. (See Annexure F for detail on the handl<strong>in</strong>g and care of<br />
magnetic media.)<br />
4.1.3.1.2 Optical storage media<br />
CD-WORM and DVD-WORM seem to offer greater stability for archival<br />
storage of <strong>electronic</strong> <strong>records</strong>. Accelerated-age<strong>in</strong>g tests done <strong>in</strong> terms of the<br />
American Standard for Life Expectancy of Information Stored <strong>in</strong> Recordable<br />
Compact Disks Systems (ANSI/PIMA IT9.27) <strong>in</strong>dicates that the life<br />
expectancy of these media is 100 years and more if stored under prescribed<br />
conditions and handled with care. S<strong>in</strong>ce the real goal of archival preservation<br />
is to access to the disks’ content, not merely the preservation of the physical<br />
objects themselves, it is imperative that optical storage media should be taken<br />
care of properly (See Annexure G for detail on the handl<strong>in</strong>g and care of<br />
optical media.)<br />
S<strong>in</strong>ce accessibility of <strong>records</strong> is not only concerned with the storage media on which<br />
the <strong>records</strong> are captured, but also with the processes and procedures to preserve a<br />
<strong>records</strong> bit stream, to <strong>in</strong>terpret that bit stream and to preserve the <strong>records</strong>’ context,<br />
content, structure, appearance and behaviour, it is imperative that long term<br />
preservation strategies should be established as soon as possible as part of the long<br />
term ma<strong>in</strong>tenance of <strong>records</strong>.<br />
