It shows a type of supervision where the offender manager creates links with both internal probation and external agencies to support the work with the offender. This means that information can be gathered to support effective work. And it goes some way towards creating a wider, more sustainable set of relationships to support the offender. However, in this model, the links with other agencies run primarily through the offender manager, to the offender. The offender manager brings in other agencies as and when they consider that they are needed, but the offender is not supported and encouraged to become responsible for the maintenance and development of these links. 44

This shows a way of working where the offender is placed at the centre of a web of relationships with other agencies that can support a variety of needs (criminogenic needs, as well as other needs that are important to the offender). This may be achieved with the support of a community agency that can develop a positive and supportive relationship with the offender during his/her period of supervision and beyond. The crucial difference with the multi-agency model is that the offender manager takes a step back from the day-to-day coordination of multi-agency work with the offender. Instead, the OM initially assesses the offender, identifies need and finds an agency that can support him/her in meeting these needs, while also fulfilling the other requirements of their supervision. The aim of this way of working is to support the offender to create relationships - which are eventually independent of probation support - with agencies and individuals that can support them in exiting and desisting from serious group offending in the longer term. It recognises that, for many such offenders, their offending peers have been a main source of financial, practical and emotional support. It aims to help the offender to create an alternative social network that can reduce the need for involvement in offending. This type of social support is vital in order to increase the likelihood that they will create more positive ways of living, for themselves and the surrounding community. 45
