the <strong>Lakshadweep</strong> State<br />

Empowerment Mission for<br />

Desk will be introduced in all<br />

Island Police Stations by<br />

posting of a Woman<br />

Constable to hear the<br />

grievances of the women.<br />

More importance shall be<br />

given on distance education<br />

with the help of open school<br />

at <strong>Lakshadweep</strong> for the<br />

women to continue their<br />

education, he said.<br />

World Consumer Day Celebrated<br />

Minicoy: In connection with<br />

World Consumer Day a<br />

seminar was organized at<br />

Rangmanch on 15 th <strong>March</strong>,<br />

<strong>2012</strong>. The seminar was<br />

inaugurated by Shri. Anoop<br />

Thakur, Deputy Collector. In<br />

his inaugural address, Shri.<br />

Thakur explained how the<br />

Consumer Protection Act<br />

takes place. He also<br />

explained the duties and<br />

rights of the Consumers. In<br />

public aware about the<br />

boat keeping sheds locally<br />

called "Pandiyala" situated<br />

at the Chandikoya Aar<br />

Beach (Mammiyapalli<br />

Beach) at North Western<br />

part of the Island. The two<br />

boat sheds are owned<br />

by Shri. Abdulsamad,<br />

Chemmathoda and<br />

Shri. Barkathulla Khan,<br />

Kuriyapappada respectively.<br />

The shed belongs<br />

to Shri. Abdulsamad,<br />

Chemmathoda was<br />

completely burnt to ashes<br />

including one small dingy<br />

boat in size of 12 feet, 3 Nos.<br />

of gill nets, one water<br />

spraying motor, 5 Nos. Ice<br />

boxes, one barrel of HSD<br />

oil, 4 Nos. of bicycles, one<br />

electrical drill, one plainer<br />

machine, one electrical<br />

cutter, one live bait tank<br />

and many miscellaneous<br />

wooden items which<br />

caused a loss of property<br />

(RSETI) at Kavaratti<br />

for the purpose of providing<br />

opportunities to the rural<br />

youth for their skill up gradation<br />

leading to self-employment.<br />

In order to streamine<br />

the functioning of RSETI and<br />

to enroll rural, BPL, and other<br />

youths for the need based<br />

training programmes, proper<br />

marketing of the institute,<br />

courses offered and other<br />

vital importance of the<br />

programme is inevitable.<br />

Brief Synopsis on RSETI<br />

Rural Self-Employment<br />

Training Institute<br />

(RESTI) is promoted for the<br />

purpose of providing opportunities<br />

to the rural youth<br />

for the skill up gradation leading<br />

to self-employment. The<br />

RESTI is bank led i.e. managed<br />

and run by the<br />

publiciprivate sector banks<br />

with active support of<br />

the State and Central<br />

Govenments. The Core Offering<br />

of RESTI includes its<br />

free, unique and intensive<br />

short-term residential training<br />

designed for rural youth.<br />

The training programmes are<br />

different from other vocational<br />

Persons with disabilities invite/seek the attention of all to<br />

impress upon the need for discouraging and banning the<br />

use of the expression “handicapped” at least in the context<br />

of official correspondence, official reports, Government<br />

Institutions, Organizations etc. It goes without saying that<br />

the expression “handicapped” violates and undermines the<br />

dignity of Persons with disabilities which is so manifestly<br />

against the spirit of Constitution of India, the persons with<br />

disabilities (Equal Opportunities, Protection of Rights and<br />

full Participation) Act, 1995, and the United Nations<br />

Convention on the Rights of Persons with disabilities to<br />

which India is a state Party.<br />

More over the Commissionnerate of Chief<br />

Commissioner of Persons with disabilities stated that the<br />

use of such other expressions as “differently abled” should<br />

also be discouraged as such an expression harps more<br />

on the differentiality dimension at a time when we need to<br />

promote equality dimension. In addition to, no two living<br />

entities under the sun are uniformly abled of uniformly<br />

disabled in all respects. In that sense, each one of us,<br />

regadless of our ability or disability, happens to be unique<br />

and different. Therefore it is erroneous to single out and<br />

describe only Persons with disabilities as “differently<br />

abled”.<br />

The Commissioner has desired that it would be appropriate<br />

to describe such persons as “Persons with disabilities”<br />

or for that matter as “Persons with blindness"<br />

Persons with speech and hearing impairment”, “Persons<br />

both necessary and relevant. The Commissioner further<br />

Islands. No payment will be made by the department<br />

towards the crane charges, Barge, boat hire charges, overtime<br />

and other Port charges or any other incidental charges<br />

connected with the loading/unloading operation and transportation.<br />

Loading into the vessel and unloading at Islands<br />

is the tenderer’s responsibility and hence time taken for<br />

loading/unloading is to the Contractor’s account.<br />

2. The Contractor shall ensure that the work should be<br />

executed without hindrance to other Contractors working<br />

at the sites as directed by the Officer-In-charge or his<br />

representative at site.<br />

3. The Contractor shall be responsible for all structural<br />

damages to property if any and for injury caused by<br />

accident to the workmen or to other things if any and shall<br />

hold the department blameless in any respect there of. He<br />

shall also be responsible for any injuries or damages caused<br />

to the workers by inclemency of weather as be reasonably<br />

foreseen and shall realize all damages caused by the same<br />

to complete the whole work at his own cost.<br />

4. The items of work covered under this contract shall be<br />

carried out as per specification given in the<br />

schedule and as per the instruction of Officer-In-charge or<br />

his authorized representative.<br />

5. The Contractor will be solely responsible for the vehicles<br />

and its appliances till they are safely handed over at Police<br />

Station yard in the respective Islands.<br />

6. The vehicles will be made available at Beypore Port.<br />

The Contractor should ascertain the availability before<br />

arranging the vessel. Hence any claim against non supply<br />

of the vehicles in time will not be admitted.<br />

7. The Contractor has to intimate the undersigned in writting<br />

regarding the ETD and ETA of the vessel to the island of<br />

<strong>Lakshadweep</strong> as per programme. After the receipt of the<br />

same the department will intimate the concerned Officer<br />

in-charge at the respective islands regarding the arrival of<br />

the vessel.<br />

8. The Contractor shall follow the rules and regulations of<br />

<strong>Lakshadweep</strong> Administration and other statutory bodies,<br />

no claim of the contractor on this account shall be entertained.<br />

9. The Contractor shall arrange suitable capacity Mechanized<br />

vessel at his own cost for transportation of Vehicles<br />

from Beypore Port to respective islands.<br />

10. Caution deposit of Rs. 50000/- (Rupees fifty thousand)<br />

only has to be remitted in the name of Superintendent of<br />

Police, Kavaratti by means of Demand Draft drawable at<br />

Syndicate Bank, Kavaratti by the successful bidder for<br />

issuing formal work order in this regard. The caution<br />

deposit shall be retained till fulfilment of the contract. The<br />

caution deposit remitted by the Contractor will not bear any<br />

interest and it will be released only after successful completion<br />

of the contract work.<br />

11. The wharf-age charges, freight, bunkering and other<br />

Port charges for the vehicles transported shall be paid by<br />

the Contractor and are not reimbursable by the department.<br />

12. Payment will be made only after satisfactory completion<br />

of the work and handing over the vehicles to the<br />

concerned Police Stations in the respective islands within<br />

20 days from the date of receipt of formal work order.<br />

Otherwise the work order will be treated as cancelled and<br />

the caution deposit so remitted will be forfeited.<br />

13. The work should be completed within 20 days.<br />

14. The vehicles will be made available at Beypore Port.<br />

However, due to some reasons if the same is not made<br />

available in time the Contractor will not have any right for<br />

claiming compensation what so ever it may be. The<br />

Contractor may contract the undersigned for the availability<br />

of vehicles. On confirmation, he has to arrange transportation<br />

from Beypore Port to respective islands immediately<br />

at his quoted rates without any extra expenses<br />

whatsoever.<br />

15. Recovery will be made in full form the bill for the losses/<br />

damages of vehicles while loading/unloading, transporting<br />

to the islands at the issue rate of vehicles plus 10%<br />

departmental charges unless due to natural calamities which<br />

are beyond the Contractor’s control. This should be established<br />

by the Contractor on production of authenticated<br />

records obtained from the competent authorities. The<br />

decision of the Officer in-charge in this regard shall be<br />

binding to the Contractor.<br />

16. The Contractor shall insure the departmental vehicles<br />

with an approved insurance company, before sailing the<br />

vessel from Beypore at his own cost against loss or<br />

damage, in the name of Superintendent of Police, Kavaratti.<br />

Amount of insurance premium will be reimbursed on<br />

production of valid documentary evidence.<br />

Bank of India, Kavaratti A/C No. 30143597373 (IFSC Code : SBIN0005080, MICR Code :<br />

682002101). All pages of the tender including EMD in the form of NEFT challan are to be<br />

uploaded in PDF format.<br />

2. The computers should have 3 years onsite warranty.<br />

3. The successful tenderer should produce a bank guarantee of 10% of quoted amount for<br />

3 years, which will be released after expiry of warranty period.<br />

4. The payment will be released on completion of installation and testing.<br />

5. The successful tenderer should be able to supply and install the items within 30 days<br />

from the receipt of work order.<br />

6. The successful tenderer have to supply and install the items as per the details given in<br />

the tender notice.<br />

7. The Director, LITSS, U.T. of <strong>Lakshadweep</strong> reserves the right either to reject or cancel<br />

the tender during the validity period for the same and award suitable penalty as deemed<br />

fit due to any kind of breach of contract.<br />

8. Damages if any during the supply shall be the responsibility of the supplier.<br />

9. Transportation of items if any shall be borne by the supplier and no extra payment will be<br />

made.<br />

10. Representation of any kind of enhancement of rates accepted will not be considered.<br />

11. The tender evaluation committee reserves the right to reject any or all the tender in<br />

whole or part without assigning any reason thereof.<br />

12. EMD will be released only after the completion of installation and testing of all items in<br />
