was inaugurated by

the important role of women 

in society as well as in 

inspiring girls and young 

women to work in various 

fields which have profound 

individual and community 

benefits. He assured that the 

Lakshadweep Resource 

Centre for Women will 

be established under 

the Lakshadweep State 

Empowerment Mission for 

all round empowerment of 

women. The Women Help 

Desk will be introduced in all 

Island Police Stations by 

posting of a Woman 

Constable to hear the 

grievances of the women. 

More importance shall be 

given on distance education 

with the help of open school 

at Lakshadweep for the 

women to continue their 

education, he said.

World Consumer Day a 

seminar was organized at 

Rangmanch on 15 th March, 

2012. The seminar was

Consumer Protection Act 

takes place. He also 

explained the duties and 

rights of the Consumers. In

Boat Sheds Collapsed due to Fire 

Agatti: An incident of fire 

was unfortunately occurred 

here on 17 th March, 2012 

resulting collapse of two 

boat keeping sheds locally 

called "Pandiyala" situated 

at the Chandikoya Aar 

Beach (Mammiyapalli 

Beach) at North Western 

part of the Island. The two 

boat sheds are owned 

by Shri. Abdulsamad, 

Chemmathoda and 

Shri. Barkathulla Khan, 

Kuriyapappada respectively. 

The shed belongs 

to Shri. Abdulsamad, 

Chemmathoda was 

completely burnt to ashes 

including one small dingy 

boat in size of 12 feet, 3 Nos. 

of gill nets, one water 

spraying motor, 5 Nos. Ice 

boxes, one barrel of HSD 

oil, 4 Nos. of bicycles, one 

electrical drill, one plainer 

machine, one electrical 

cutter, one live bait tank 

and many miscellaneous 

wooden items which 

caused a loss of property 

approximately about 8 Lakhs

for the purpose of providing 

opportunities to the rural 

youth for their skill up gradation 

leading to self-employment. 

In order to streamine 

the functioning of RSETI and 

to enroll rural, BPL, and other 

youths for the need based 

training programmes, proper 

marketing of the institute, 

courses offered and other 

vital importance of the 

programme is inevitable. 

Brief Synopsis on RSETI 

Rural Self-Employment 

Training Institute 

(RESTI) is promoted for the 

purpose of providing opportunities 

to the rural youth 

for the skill up gradation leading 

to self-employment. The 

RESTI is bank led i.e. managed 

and run by the 

publiciprivate sector banks 

with active support of 

the State and Central 

Govenments. The Core Offering 

of RESTI includes its 

free, unique and intensive 

short-term residential training 

designed for rural youth. 

The training programmes are 

different from other vocational

Census commenced at 

Agatti on 27 th February-

entrusted the team 

consisting of 6 members 

from I.T.I Palakkad and they 

are assisted by 6 local 

enumerators who were 

given training on the using 

of electronic handheld 

device called Tablet PC or 

TAB computer exclusively 

for the use of this survey of 

this particular census.

to render whole-hearted cooperation 

for the successful 

completion of the same. The 

Information and Public 

Relations unit organised 

awareness campaign on the 

census through road 

announcement prior to the

Government has decided to 

conduct a Socio-Economic 

and Caste Survey of the 

national population in the 

year 2011. The Socio- 

Economic and Caste 

programme are decided 

after the aptitude test of the 

candidate.

least two years after the end 

of the training programme to 

ensure sustainability of the

on different areas in a year. 

All the programmes are of 

short duration ranging preferably 

from 1 to 6 weeks.

are broadly in the following

fisheries etc.

Census are being carried 

out by the respective 

State, Union Territory’s 

Governments with the 

financial and technical 

support of the Government 

of India. The Rural and the 

Urban Socio-Economic and 

Caste Census is following 

the common enumeration 

approach and is being taken 

up across the entire 

State, Union Territory’s 

concurrently, with only the 

questionnaire in the rural 

and urban being different. It 

is being done using 

electronic handheld device 

and each enumerator is 

accompanied by data entry 

operator. The census at 

Agatti is nearing completion,

by the local RSETI as per 

the local resource situation 

and potential demand 

for the products and 

services. Soft skill training 

shall be an integral 

part in all the training 

programmes.

Commissionnerate of Chief Commissioner of 

Persons with disabilities invite/seek the attention of all to 

impress upon the need for discouraging and banning the 

use of the expression “handicapped” at least in the context 

of official correspondence, official reports, Government 

Institutions, Organizations etc. It goes without saying that 

the expression “handicapped” violates and undermines the 

dignity of Persons with disabilities which is so manifestly 

against the spirit of Constitution of India, the persons with 

disabilities (Equal Opportunities, Protection of Rights and 

full Participation) Act, 1995, and the United Nations 

Convention on the Rights of Persons with disabilities to 

which India is a state Party. 

More over the Commissionnerate of Chief 

Commissioner of Persons with disabilities stated that the 

use of such other expressions as “differently abled” should 

also be discouraged as such an expression harps more 

on the differentiality dimension at a time when we need to 

promote equality dimension. In addition to, no two living 

entities under the sun are uniformly abled of uniformly 

disabled in all respects. In that sense, each one of us, 

regadless of our ability or disability, happens to be unique 

and different. Therefore it is erroneous to single out and 

describe only Persons with disabilities as “differently 

abled”. 

The Commissioner has desired that it would be appropriate 

to describe such persons as “Persons with disabilities” 

or for that matter as “Persons with blindness" 

Persons with speech and hearing impairment”, “Persons 

with locomotor disabilities”, etc. where such description is 

both necessary and relevant. The Commissioner further 

desired to ban the expression “differently abled”, 

Handicapped etc.

Crane/forklift and other accessories required for loading/unloading 

will be arranged by the Contractor as per availability 

for the bonafide use of the work at Mainland/Islands.

Terms and Conditions :- 

1. The Contractor has to arrange for handling the vehicles 

at wharf area and loading them into the Vessel/at Berth/ 

anchorage from Beypore Port and unloading them at various 

Islands. No payment will be made by the department 

towards the crane charges, Barge, boat hire charges, overtime 

and other Port charges or any other incidental charges 

connected with the loading/unloading operation and transportation. 

Loading into the vessel and unloading at Islands 

is the tenderer’s responsibility and hence time taken for 

loading/unloading is to the Contractor’s account. 

2. The Contractor shall ensure that the work should be 

executed without hindrance to other Contractors working 

at the sites as directed by the Officer-In-charge or his 

representative at site. 

3. The Contractor shall be responsible for all structural 

damages to property if any and for injury caused by 

accident to the workmen or to other things if any and shall 

hold the department blameless in any respect there of. He 

shall also be responsible for any injuries or damages caused 

to the workers by inclemency of weather as be reasonably 

foreseen and shall realize all damages caused by the same 

to complete the whole work at his own cost. 

4. The items of work covered under this contract shall be 

carried out as per specification given in the 

schedule and as per the instruction of Officer-In-charge or 

his authorized representative. 

5. The Contractor will be solely responsible for the vehicles 

and its appliances till they are safely handed over at Police 

Station yard in the respective Islands. 

6. The vehicles will be made available at Beypore Port. 

The Contractor should ascertain the availability before 

arranging the vessel. Hence any claim against non supply 

of the vehicles in time will not be admitted. 

7. The Contractor has to intimate the undersigned in writting 

regarding the ETD and ETA of the vessel to the island of 

Lakshadweep as per programme. After the receipt of the 

same the department will intimate the concerned Officer 

in-charge at the respective islands regarding the arrival of 

the vessel. 

8. The Contractor shall follow the rules and regulations of 

Lakshadweep Administration and other statutory bodies, 

no claim of the contractor on this account shall be entertained. 

9. The Contractor shall arrange suitable capacity Mechanized 

vessel at his own cost for transportation of Vehicles 

from Beypore Port to respective islands. 

10. Caution deposit of Rs. 50000/- (Rupees fifty thousand) 

only has to be remitted in the name of Superintendent of 

Police, Kavaratti by means of Demand Draft drawable at 

Syndicate Bank, Kavaratti by the successful bidder for 

issuing formal work order in this regard. The caution 

deposit shall be retained till fulfilment of the contract. The 

caution deposit remitted by the Contractor will not bear any 

interest and it will be released only after successful completion 

of the contract work. 

11. The wharf-age charges, freight, bunkering and other 

Port charges for the vehicles transported shall be paid by 

the Contractor and are not reimbursable by the department. 

12. Payment will be made only after satisfactory completion 

of the work and handing over the vehicles to the 

concerned Police Stations in the respective islands within 

20 days from the date of receipt of formal work order. 

Otherwise the work order will be treated as cancelled and 

the caution deposit so remitted will be forfeited. 

13. The work should be completed within 20 days. 

14. The vehicles will be made available at Beypore Port. 

However, due to some reasons if the same is not made 

available in time the Contractor will not have any right for 

claiming compensation what so ever it may be. The 

Contractor may contract the undersigned for the availability 

of vehicles. On confirmation, he has to arrange transportation 

from Beypore Port to respective islands immediately 

at his quoted rates without any extra expenses 

whatsoever. 

15. Recovery will be made in full form the bill for the losses/ 

damages of vehicles while loading/unloading, transporting 

to the islands at the issue rate of vehicles plus 10% 

departmental charges unless due to natural calamities which 

are beyond the Contractor’s control. This should be established 

by the Contractor on production of authenticated 

records obtained from the competent authorities. The 

decision of the Officer in-charge in this regard shall be 

binding to the Contractor. 

16. The Contractor shall insure the departmental vehicles 

with an approved insurance company, before sailing the 

vessel from Beypore at his own cost against loss or 

damage, in the name of Superintendent of Police, Kavaratti. 

Amount of insurance premium will be reimbursed on 

production of valid documentary evidence.

The Director, Lakshadweep Information Technology Services Society, U.T. of 

Lakshadweep invites e-tenders from registered and authorised distributors/firms/agencies 

for procurement, supply and installation of 99 Desktop computers with 3 years 

onsite warranty to IT Training Centres at various Islands as follows. The detailed specification 

of Desktop Computer is enclosed in the Annexure-I. The terms and conditions 

are as per the Annexure-II. The tender document can be downloaded from the website, 

www.tenderwizard.com/UTL. The bidders shall submit their bids online in electronic 

format only through www.tenderwizard.com/UTL. before 3.00 pm on 07.04.2012 and 

the same will be opened online at 3.30 pm on 07.04.2012 in the presence of quotationers/ 

tenderers.

Annexure-II 

Terms & Conditions 

1. The tender must be accompanied by Earnest Money Deposit (EMD) of 

Rs. 1,00,000/- (Rupees one lakh only) to be deposited in the account of Lakshadweep 

Information Technology Services Society (LITSS), U.T. of Lakshadweep, Kavaratti at State 

Bank of India, Kavaratti A/C No. 30143597373 (IFSC Code : SBIN0005080, MICR Code : 

682002101). All pages of the tender including EMD in the form of NEFT challan are to be 

uploaded in PDF format. 

2. The computers should have 3 years onsite warranty. 

3. The successful tenderer should produce a bank guarantee of 10% of quoted amount for 

3 years, which will be released after expiry of warranty period. 

4. The payment will be released on completion of installation and testing. 

5. The successful tenderer should be able to supply and install the items within 30 days 

from the receipt of work order. 

6. The successful tenderer have to supply and install the items as per the details given in 

the tender notice. 

7. The Director, LITSS, U.T. of Lakshadweep reserves the right either to reject or cancel 

the tender during the validity period for the same and award suitable penalty as deemed 

fit due to any kind of breach of contract. 

8. Damages if any during the supply shall be the responsibility of the supplier. 

9. Transportation of items if any shall be borne by the supplier and no extra payment will be 

made. 

10. Representation of any kind of enhancement of rates accepted will not be considered. 

11. The tender evaluation committee reserves the right to reject any or all the tender in 

whole or part without assigning any reason thereof. 

12. EMD will be released only after the completion of installation and testing of all items in 

the stipulated period.
