WEDNESDAY 7 JULY, 2004 I. QUESTIONS (i) Shri Rarnkrishna Dhavalikar, the Minister for PWD made correction to Starred Question No. 24 and asked for postponement of Starred Question Nos. 1,21 for reply on 28/7/2004. (ii) 34 Starred Questions and 14 Unstarred Questions laid on theTable of the House. Hon. Speaker gave a ruling disylowing the notice of adjournment motion tabled by SIShri Joaquim Alemao, Karl Vaz, Harish Zantye, Dayanand Narvekar, Luizinho Faleiro, hgnelo Fernandes, Pratapsingh R. Rane and Smt Victoria Fernandes fbr suspension of Question Hour and the other Business of the House tb discuss the acts of Criminal trespass, rioting, destruction of private Aroperty, assault, arson and vandalism by I the BJP Government represented by the Cabinet Ministers, Member of Legislatiwe Assembly etc. committed I at Mapusa. , I RYLING I have received a notice dated dth ~ ul~, 2004 of Adjournment Motion for suspending Question-Hour bd the other Business of the House to discuss the acts of Criminal trespass, rioting, destruction of private property, assault, arson and van alismby the BJP Government represented 4 by the Cabinet Ministers, Member of Legislative Assembly etc. committed at Mapusa. I At the out set I would like td inform the Members that if they are interested in discussing the matter they may raise the same through Calling Attention Motion. It 1s unfomnate that I have received 3 Adjournment Motions within 7/working days. As regards to this notice of the motion, I feel the notice is not in the concise form of Motion and therefore, it is not in compliance with the Rules.
I had already ruled in my earlier rulings that such motions shall not anticipate a matter, which has been previously fixed for consideration as envisaged under Rule 70 (6) of the Rules of Procedure. As per Bulletin issued by this Secretariat the Demands on Home is listed for 15th July, 2004 for discussion and voting during which this issue can be discussed threadbare by the Members. The relevant Bulletin has already been circulated to the members. I have also cited in my earlier Rulings about the Ruling givenby the then Speaker Shri. Shivraj Patil in 1996-97 wherein: "~djo-ent motions are not normally allowed during the budget discussion orduring thk discussion on the Motion of Thanks on President's Address as members sufficient opportunity to focus the attention of the House to any that discu~sion'~ I I therefore disallow 4e notice of Adjournment Motion for suspending the Question hour an other business of the House. 4 Owing to pandemoniu& in the House, the Speaker adjourned the House at 2:42 p.m. The House reassembled 3:35 p.m. Owing to such pandemonium replies to Starred ~uestibns for the day were deemed as laid on the Table and replies to Uns-d Questions were laid on the Table.
