ENHANCEMENT OF QUALITY ASSURANCE SYSTEMS IN HIGHER EDUCATION IN APEC MEMBER ECONOMIES<br />

Collaborative. Each of these models has a slight variation <strong>in</strong> emphasis and the HEIs choose<br />

the model that is most appropriate to their context and needs.<br />

Many agencies assist HEIs by organis<strong>in</strong>g tra<strong>in</strong><strong>in</strong>g programs to guide the preparation of a<br />

good self-assessment report. These cover orientation to the process, rais<strong>in</strong>g issues, clarify<strong>in</strong>g<br />

doubts and shar<strong>in</strong>g experiences. The official statements about the various aspects of QA, and<br />

standards are also discussed thoroughly <strong>in</strong> these workshops. Tra<strong>in</strong><strong>in</strong>g activities for HEIs<br />

<strong>in</strong>clude workshops, study visits, <strong>in</strong>vitation to <strong>in</strong>ternational experts to work with groups of<br />

<strong>in</strong>stitutions and consultancies.<br />

The QA agencies follow a multi-pronged approach to dissem<strong>in</strong>at<strong>in</strong>g the QA policies and<br />

practices. They publish manuals, guidel<strong>in</strong>es and booklets on QA procedures. Many of them<br />

run tra<strong>in</strong><strong>in</strong>g programs, organise fora for discussions, offer consultancy services, and arrange<br />

for brief<strong>in</strong>g/ explanatory/ orientation programs. A lot of <strong>in</strong>teraction with the HEIs is observed.<br />

In addition to publish<strong>in</strong>g material on QA processes as hard copies many of them make all the<br />

<strong>in</strong>formation available through the web sites.<br />

In only a few systems does preparation of the self-assessment reports end up as an activity of<br />

the adm<strong>in</strong>istrative staff. In most systems, the <strong>in</strong>volvement of teach<strong>in</strong>g staff is observed. In fact<br />

<strong>in</strong>volvement of a cross-section of the campus community such as staff, management,<br />

students and external community groups is encouraged by the QA agencies.<br />

4.2 Inputs Considered other than the Self-assessment Report<br />

Mostly the self-assessment report is the major <strong>in</strong>put, but many QA agencies also consider<br />

government reports and reports of professional organisations. GDETA of Vietnam and MoE of<br />

S<strong>in</strong>gapore <strong>in</strong>dicate that they do consider the media reports. BDNAC, CNAP, HKCAA, BAN-PT<br />

and AACCUP consider <strong>in</strong>formation received from the public. HEEC of MoE of Ch<strong>in</strong>a, HKCAA,<br />

BAN-PT, MQA, AACCUP, NAA, ONESQA, SPRING S<strong>in</strong>gapore, and HEEACT consider<br />

survey results.<br />
