ENHANCEMENT OF QUALITY ASSURANCE SYSTEMS IN HIGHER EDUCATION IN APEC MEMBER ECONOMIES<br />
7. <strong>Quality</strong> Enhancement<br />
<strong>Quality</strong> assurance is a resource <strong>in</strong>tensive exercise for the HEIs as well as the QA systems<br />
and to benefit optimally from such an exercise it is essential that the HEIs are helped further<br />
to build on the QA outcome and enhance the quality of their provisions. Many QA systems of<br />
the APEC region consider the participatory QA process itself as the quality enhancement<br />
activity. Over and above help<strong>in</strong>g the HEIs to benefit from the QA exercise per se, a suite of<br />
<strong>in</strong>itiatives are also be<strong>in</strong>g attempted by the QA systems. Some have <strong>in</strong>centives and fund<strong>in</strong>g<br />
schemes to support quality enhancement <strong>in</strong>itiatives.<br />
Some QA systems steer the post-QA process follow-up strategies towards quality<br />
enhancement. They facilitate cont<strong>in</strong>uous <strong>in</strong>teraction with the HEIs through sem<strong>in</strong>ars and<br />
various academic fora. NZQA conducts annual road-shows to provide <strong>in</strong>formation to HEIs on<br />
quality enhancement and it holds monthly forums with HEIs for representatives of different<br />
sectors.<br />
Support<strong>in</strong>g projects to enhance certa<strong>in</strong> aspects of quality education, runn<strong>in</strong>g select projects<br />
and do<strong>in</strong>g research on areas that need attention to enhance quality, <strong>in</strong>volv<strong>in</strong>g a cross-section<br />
of <strong>in</strong>stitutional members <strong>in</strong> consultations and discussions on quality enhancement, and<br />
support<strong>in</strong>g network<strong>in</strong>g among HEIs are a few <strong>in</strong>itiatives found among quality assurance<br />
agencies that contribute to QE of HEIs. The Academic <strong>Quality</strong> Improvement Program (AQIP)<br />
of the North Central Association of Colleges and Schools (USA) is one such effort. Under this<br />
program, <strong>in</strong>stead of the rout<strong>in</strong>e self-assessment, HEIs that have to undergo re-accreditation<br />
can opt for participation <strong>in</strong> this project.<br />
Most QA systems support the QE efforts by recognis<strong>in</strong>g practices that have demonstrated<br />
value addition to the <strong>in</strong>stitutional activities and by provid<strong>in</strong>g a platform to HEIs to share those<br />
practices and experiences. AUQA has an onl<strong>in</strong>e database of good practices known as AUQA<br />
Good Practice Database which is a searchable collection of Good Practices found <strong>in</strong> the<br />
Australian and New Zealand HE sectors that are potentially transferable with<strong>in</strong>, and of benefit<br />
to, other <strong>in</strong>stitutions with<strong>in</strong> the sector. These are the practices that have been verified through<br />
audit by either AUQA or the NZUAAU. This database serves as a reference source for HEIs<br />
<strong>in</strong> their QE efforts. ITP-Q compiles the best practices of the polytechnics and <strong>in</strong>stitutes of<br />
technology.<br />
The publication program of quality assurance agencies can have a significant impact through<br />
publication of guidel<strong>in</strong>es, handbooks and resource materials for the use of HEIs. Tra<strong>in</strong><strong>in</strong>g<br />
programs for quality managers or steer<strong>in</strong>g committee coord<strong>in</strong>ators and reviewers and<br />
<strong>in</strong>volv<strong>in</strong>g them <strong>in</strong> quality assurance exercises develops an academic community that is<br />
sensitised to quality-related issues and which <strong>in</strong> turn contribute to QE of their own HEIs.<br />
The web sites of the QA bodies, meet<strong>in</strong>gs and conferences, publication programs and onl<strong>in</strong>e<br />
discussion strategies help <strong>in</strong> <strong>in</strong>formation dissem<strong>in</strong>ation regard<strong>in</strong>g quality enhancement<br />
activities.<br />
