Regulation and national plans<br />

The National Commission for <strong>Water</strong> (Conagua) is responsible for developing and enforcing a series of<br />

five year water plans. The current plan (PROMMA) runs from 2001-2006 and aims to provide potable<br />

water to 89% of the population with 65% of household wastewater being treated. The Commission for<br />

<strong>Water</strong> and Drainage for Metropolitan Areas is responsible for water and sewerage management in<br />

urban areas. The major laws are the General Law on Environmental Protection (1988 and revised in<br />

1996), and the National <strong>Water</strong> Law (1992 and supplemented by the 1994 Regulations for the National<br />

<strong>Water</strong> Law). The Ministry for Social Development has imposed taxes for effluent discharges. The<br />

National <strong>Water</strong> Law also introduced the concept of tradable water rights.<br />

25% of the country’s surface has adequate water supplies, which enjoy 82% of the rainfall. Most of<br />

the population lives in the arid areas. According to the Environment Minister in 2001, Mexico has 60%<br />

less water per capita than 50 years ago, 73% of its supply is contaminated and 93% of its rivers are<br />

polluted.<br />

<strong>Water</strong> provision and public health<br />

In Mexico City, water connections were 92% (64% indoors) and access to sanitation was 90% with<br />

68% having access to flush lavatories. By 1995, water and sewerage connections were 98% and 94%<br />

respectively.<br />
