d. Test Driver’s License. Issued by MARCORSYSCOM to qualified and
experienced vehicle operators for the purpose of vehicle development, test, evaluation, and
official demonstration of new equipment.
2-2. TEST VEHICLES. MARCORSYSCOM will ensure that the minimum requirements
for licensing Test Vehicle Operators are met.
a. Responsibility. MARCORSYSCOM is responsible for all testing required for
newly fielded Marine Corps wheeled tactical vehicles.
b. Licensing Office. MARCORSYSCOM is designated as a licensing office with
the Identifier Code listed in Appendix C. As such, MARCORSYSCOM is required to maintain
those administrative files and records listed in paragraph 1-5. The Issuing Official and
Qualifying Official for all Marine Corps Test Operator Licenses (wheeled vehicles only) will be
assigned by MARCORSYSCOM.
2-3. LIMITATIONS. Licenses and permits are limited to the maximum capacity of the
family of vehicles described.
2-4. OFFICER LICENSING. Per Marine Corps Manual and MCO 11240.66 authorization
to operate government vehicles shall be stringently controlled by all Commanders. Officers will
not be licensed to operate tactical motor vehicles. However, under combat conditions, an Officer
may operate a tactical vehicle (e.g. a Chaplain may be required to operate a HMMWV while the
driver is released to fire a weapon).
2-5 PREREQUISITES. Prerequisites are listed by type of vehicle in Table 2-1.
