Figure 11 presents a generic design overview for forest governance monitoring. The
overview distinguishes between a number of building blocks that need to be
addressed in the process of preparing for design, actual design, and sustaining the
designed forest governance monitoring.
1. Creating a forest governance reference framework – establishing shared
understanding of what is involved in forest governance and its monitoring. As a
starting point for such a reference framework figure 1 from the previous chapter can
be used. It is composed of three “pillars” (i.e. in a way the structural elements for
Forest Governance to function) and “principles” (the quality of how well Forest
