Moving on to secondary education is an important<br />
step for your son or daughter. This booklet has<br />
been produced to give you general information<br />
about secondary schools in Peterborough and<br />
how to apply for school places. The booklet<br />
is intended mainly for parents of children who<br />
are about to transfer from primary to secondary<br />
schools, but parts of it will be useful for parents<br />
with older children who are moving into the area.<br />
More detailed information is available from<br />
individual schools. They produce their own<br />
booklets and provide opportunities for parents<br />
to visit and find out more about the facilities and<br />
services available.<br />

Getting help - the council’s School Place Adviser<br />
The School Place Adviser provides a free and impartial service to families who may find it difficult to<br />
navigate the admissions process. The School Place Adviser can support you with information about all of<br />
our secondary schools and the application process; can help with form filling and your online application<br />
and arrange for translation and interpretation services if needed.<br />
The School Place Adviser cannot offer or guarantee places at any particular school or influence the<br />
secondary allocation process, nor will they make decisions on your behalf.<br />

When can my child start secondary school?<br />
If your child was born between 1 September 2000 and 31 August 2001 we are able to offer a place at the<br />
beginning of the autumn term (September 2012) following receipt and processing of your application.<br />
Your child will be admitted into Year 7 at secondary school.<br />
Which schools can I apply to?<br />
We co-ordinate admissions with other local authorities which means that you can apply to any school in<br />
England.<br />
Peterborough residents<br />
All parents and carers of children who live in Peterborough must complete the Peterborough secondary<br />
application form (either online or on the paper copy found in this booklet). The schools you choose can<br />

Non-Peterborough residents<br />
If you do not live in Peterborough, you must contact your own local authority to request an application<br />
form. Contact phone numbers for our neighbouring authorities can be found at the beginning of this<br />
booklet. You must list the schools you wish to apply to on your own local authority’s form and they will let<br />
us know if you have requested a place at any schools in Peterborough.<br />
Your own local authority will process your application and will let you know at which school your child has<br />
been offered a place on 1 March 2012 regardless of where the school is located.<br />
Types of schools<br />
There are four different types of maintained (or state) secondary schools in Peterborough.<br />
Community schools<br />
These schools follow Peterborough City Council's oversubscription criteria.<br />
For the purposes of this particular year’s booklet, these schools are:<br />
Stimpson Community School.<br />
Hampton <strong>College</strong> and Ken<br />
Voluntary aided (VA) schools<br />
These schools are Church of England or Roman Catholic. The oversubscription criteria for these schools<br />
are set by the governing body of each individual school.<br />
In addition, voluntary aided schools may request that parents/carers complete a supplementary<br />
information form (SIF) to enable the governing body of the school to assess your application correctly.<br />
For the purposes of this year’s particular booklet these schools are: The King’s (The Cathedral) School*<br />
and St John Fisher Catholic High School.<br />
*The King’s (The Cathedral) School is also an Academy.<br />
Foundation schools<br />
The governing bodies of these schools set and publish their own oversubscription criteria.<br />
In addition, foundation schools may request that parents/carers complete a supplementary information<br />
form (SIF) to enable the governing body of the school to assess your application correctly. For the<br />
purposes of this year’s particular booklet these schools are: Jack Hunt School and Stanground <strong>College</strong>.<br />
Academies<br />
The governing bodies of these schools set and publish their own oversubscription criteria.<br />
In addition, academies may request that parents/carers complete a supplementary information form (SIF)<br />
to enable the governing body of the school to assess your application correctly. For the purposes of this<br />
year’s particular booklet these schools are: <strong>Arthur</strong> <strong>Mellows</strong> <strong>Village</strong> <strong>College</strong>, Nene Park Academy,<br />
Ormiston Bushfield Academy, The King’s (The Cathedral) School, Thomas Deacon Academy and The<br />
Voyager Academy.<br />
General information for each school<br />
Details of the websites for all of our secondary schools are provided later in this booklet. General<br />
information relating to attainment, OfSTED inspections, uniforms, etc. can be found on the schools<br />
individual websites. The latest information relating to whether certain schools have changed or will be<br />
changing their status to academies can also be found there.<br />
Making your application<br />
Peterborough residents<br />
If you live in Peterborough, you must do one of the following:<br />

if you do not have access to the internet or are unable to visit your local library or a school where<br />
you are able to get internet access, you can fill in the secondary application form which is<br />
available to download from: www.peterborough.gov.uk. You can also collect a form from any<br />
primary school or request one from the <strong>Admission</strong>s Team telephone: (01733) 747474.<br />

Once you have filled in the form, please return it to the <strong>Admission</strong>s Team at Bayard Place. If you have<br />
applied online please do not complete a paper application form.<br />

Completing the application form<br />

Please see previous pages for details of how to apply online. The information below is relevant to both<br />
online and paper applications.<br />
Your child’s details<br />
Enter your child’s details ensuring that address, postcode and date of birth are correct so that we can<br />
assess your application accurately. It is essential that this information is correct. We regularly check<br />
addresses and if they are not correct, we may have to withdraw our offer of a school place. The address<br />
you give us should be your child’s current permanent address at the time of application. ‘At the time of<br />
application’ means the closing date for applications. It is also essential that you give us the name of your<br />
child’s current primary school as this can assist us in any checks we need to make.<br />
The address you give us should be the address your child lives at from Monday to Friday.<br />
If your child lives at a different address from Monday to Friday, please provide and attach a copy of<br />
the Parental Responsibility Order or Residence Order for the person your child lives with and attach it<br />
to the application form.<br />
If there are reasons why your child is not living at your address, for example, if you and the other<br />
parent/carer do not live together, you and the other parent or carer must declare this individually in a<br />
letter and attach a copy to the application form.<br />
If your child regularly lives at more than one address Monday to Friday, the address you give should<br />
be the address where your child spends the majority of their time. You and the other parent or carer<br />
must declare this individually in a letter and attach a copy to the application form.<br />
Where a child spends equal amounts of school nights with both parents the address used will be the<br />
one most advantageous to the application. You should provide documentary proof of this situation<br />
and attach a copy to the application form. We may ask for further evidence of this at a later stage.<br />
If your child is living with another family or you are looking after someone else’s child the law states<br />
that you must tell your local Children’s Services department. When we consider your application we<br />
may carry out checks when your address and that of your child are not the same.<br />
Statement of Special Educational Needs and Children in Care 1<br />
Please indicate on the form if your child has a statement of special educational needs or is in care.<br />
Please name the local authority maintaining the statement or that has parental responsibility.<br />
Your details<br />
It is important that this information is correct as we use this to contact you about the admissions process.<br />
We also need to know your relationship with the child and whether you have parental responsibility as<br />
defined by the Children Act 1989. 2<br />
Your preferences<br />
Rank the schools you would like your child to attend in order of preference by writing the name of the<br />
school in the boxes with the school you want first in the 1 st preference section; 2 nd in the 2 nd<br />
preference box etc.<br />
We strongly recommend you use all of your options and list three different schools and that one of<br />
these schools should be your catchment area school. There is no advantage in listing only one<br />
school.<br />
Please note, however, that you may well be allocated any one of your preferences and you<br />
need to be sure that you are willing and able to get your child to that school.<br />

If you choose to list just one school and your application is unsuccessful, you will have no say in the<br />
school you are allocated. You could be allocated a school some distance from your home if nearer<br />
schools have received more applications than there are places.<br />
There is no advantage gained by including the same school more than once as we can only process<br />
one application per child per school.<br />
Your reasons for applying for each of your three schools<br />
We need you to give us this information so that the local authority or school governors can correctly apply<br />
their oversubscription criteria. If you do not provide us with the correct information in this section it could<br />
mean that we cannot consider you under a particular criterion, e.g. if your child has a sibling connection<br />
with the school.<br />
Siblings<br />
Many schools give priority to brothers and sisters. It is important to show on the form if there will be a<br />
brother or sister at the school when your child will join the school.<br />
By sibling we mean a brother or a sister, half brother or sister, adopted brother or sister, step brother or<br />
sister, or the child of the parent/carer’s partner and in every case the child should be living in the same<br />
family unit at the same address.<br />
Every effort will be made to ensure that twins and those from multiple births can attend the same secondary<br />
school.<br />
Verified medical needs<br />
Only a few of our schools give priority if there are verified medical needs why your child should attend the<br />
school. You should read each school’s oversubscription criteria carefully. Requirements under this rule<br />
are very strict and very few children are admitted under this rule. Please remember that in order to be<br />
considered under this type of rule you must attach supporting evidence from a professional dealing with<br />
your child’s case.<br />
Providing us with additional information<br />
Write in the boxes any additional information which you feel will support your preference and always<br />
supply the relevant documentary evidence. It is important you do this especially if there is a reason<br />
which could affect the allocation.<br />
If you are submitting additional information or evidence to support an online application please remember<br />
to include your child’s name and date of birth. This will ensure that we can match your additional<br />
information to your application.<br />

In this section you are confirming that all the information you have provided on the form is correct as at<br />
the time of application and you have not deliberately given any false information. ‘At the time of<br />
application’ means the closing date for applications.<br />
Peterborough City Council, as a responsible admissionsauthority, reserves the right to verify any address<br />
given as the child’s permanent address, in order to ensure that it is allocating places appropriately and<br />
fairly.<br />
Where a suspected fraudulent application is identified during the allocation process (before allocation<br />
day), if relevant evidence is not provided and the application is deemed to be fraudulent, the family<br />
concerned would be offered the opportunity to provide their correct address, but advised that the<br />
application would be treated as late. We may also undertake sample spot checks. Failure to provide any<br />
document reasonably required by Peterborough City Council to verify residence after the allocation day<br />
will result in the place being withdrawn. We will then offer a place at the nearest school to the home<br />
address with an available place. This may be some distance away.<br />
False information<br />
If you deliberately give false information, the School <strong>Admission</strong>s Code allows for the offer of a school<br />
place to be withdrawn. Peterborough City Council takes this matter very seriously and WILL withdraw the<br />
offer of a place if it is proved to be a fraudulent application.<br />

Supplementary Information Forms (SIF)<br />
Some schools require additional information from parents and will require a Supplementary Information<br />
Form (SIF) as well as the application form to be completed. Forms are obtainable from the school<br />
and/or the local authority and should be returned to the school concerned.<br />
Late applications<br />
If we receive your application after the closing date, we will treat it as late and deal with your application<br />
after those we received on time. If we receive your application late, you are less likely to be offered a<br />
place at a school you have listed.<br />
Moving house<br />
If your family is in the process of moving house, you must apply by the closing date, giving your child’s<br />
current address at the time of application in order for your application to be considered. If you can<br />
produce a copy of the exchange of contracts, or rental agreement for at least 6 months, attach a copy to<br />
the application form. We will be able to use your new address to process your application providing we<br />
receive the above documents by 17 January 2012. You will also be able to change the schools you have<br />
listed on your application form up to this date. We may ask at a later stage that you support this by<br />
sending us further evidence, for example a utility bill.<br />
If you cannot provide this evidence until after 17 January 2012, we will not be able to take your new<br />
address into account during our initial allocations. This is because after 17 January 2012, we will not be<br />
able to make any changes on our computer systems. However, we will be able to use your new address<br />
for any waiting list application you make. If you move before we send out the allocation letters, please<br />
send us evidence of your new address so that we can make sure that your allocation letter goes to the<br />
right address.<br />
Moving into Peterborough in Year 6<br />
If your family moves into the Peterborough area from another area (outside Peterborough), before 17<br />

Early or late transfer to secondary school<br />
It is very unusual for children not to transfer to secondary school at the end of Year 6. You can make a<br />
request for deferred or accelerated entry (to start a year later or earlier at secondary school) in very<br />
exceptional circumstances.<br />
If you feel that your child should be considered for early or late transfer to secondary school, you should<br />
first discuss this with the headteacher at your child’s primary school. The headteacher will then contact in<br />
the <strong>Admission</strong>s team to talk about your circumstances. In all cases account is taken of the individual<br />
child’s educational and social development and a judgement made of what is best for the child both now<br />
and in the long-term.<br />
How we process your application<br />
Each of your preferences is treated as a separate application; regardless of the order you have listed<br />
them in. Preference information is confidential; we are not allowed to tell the school whether you listed<br />
them as your first, second, or third preference as this is irrelevant to them. If a school receives more<br />
applications than they have places available, the oversubscription criteria are applied to decide who can<br />
be offered a place. Places are allocated in accordance with the published oversubscription criteria which<br />
are different for each school.<br />
Community schools<br />
If schools receive more applications than they have places available, all available places are allocated in<br />
accordance with the published oversubscription criteria.<br />
Academies, foundation, trust and voluntary-aided (VA) schools<br />
Academies, foundation, trust and voluntary-aided schools are responsible for their own admissions. If<br />
you have listed such a school, your details are passed on to that school. If a school receives more<br />
applications than they have places available, the governors will use their published criteria to allocate<br />
places. The school will then tell us if they can allocate your child a place.<br />
One offer of a school place for each child<br />
If your child meets the criteria for more than one of the schools you have asked for, we will look at the<br />
preferences you gave the schools and offer you a place at the highest preference school. If your child<br />
meets the criteria for only one of the schools on your list, we will offer a place there.<br />
The order of your preferred schools does not affect how the admission rules are applied to your<br />
application. Your application gives you the opportunity to make one, two or three separate<br />
applications, each of which will be processed and the published admission rules will be applied<br />
equally to each application. We only look at the order of your preferences if your child qualifies<br />
for a place at more than one school.<br />
How the preference system works<br />

In this example the child has applied for Blue School as their highest ranked and Red School as their<br />
next ranked school and Yellow School as a third choice. If the child qualifies for a place at all three<br />
schools, we would offer a place at Blue School. This is because Blue School is the highest ranked<br />
preference. The applications for Red School and Yellow School will be discarded and the places will be<br />
offered to other children.<br />
As you can see from this example it is important that you list the schools in order of preference,<br />
with the school you most want as your highest ranked.<br />
Although most children are offered a place at one of their preferred schools there are some children who<br />
are not offered a place at any of the schools they have listed because all the available places at each of<br />
the schools listed were taken by children who met the oversubscription criteria before them.<br />
Please note that you could be allocated any one of your preferences and you need to be sure that<br />
you are willing and able to get your child to that school.<br />
If you live in Peterborough and we have not been able to allocate your child a place at any of your<br />
preferred schools; we will offer your child a place at the nearest school to your child’s home address with<br />
available places.<br />
If you do not live in Peterborough and we have not been able to allocate your child a place at a<br />
Peterborough school you applied for; we will not offer your child a place at any other Peterborough<br />
school. You will then need to contact the local authority where you live, as it is their responsibility to<br />
provide you with a school place.<br />
Distance measuring<br />
When we measure distance we measure in a straight line from the child's home address to the school,<br />
using the National Ordnance Survey seed points and the local authority's computerised mapping system.<br />
(The seed point is taken from the Ordnance Survey’s (OS) Address-Point® dataset. It is used to locate<br />
individual residential and school addresses using grid references.) The straight line measurement is<br />
used purely as a tie-breaker; it has no relevance to how you would walk to the school.<br />
Letting you know<br />
If you live in Peterborough and have applied online, you will be able to access the site at 12.30am on 1<br />
March 2012 and see where we have been able to allocate you a place. If you applied using the paper<br />
form we will send you a letter by first-class post from our offices on 1 March 2012 telling you at which<br />
school we have offered your child a place.<br />
If you live outside of Peterborough your own local authority will offer you a school place either through<br />
their online system or by letter.<br />
What can you do if you do not get the school place you want?<br />
If we have not been able to offer your child a place at your highest ranked preference school, the offer<br />
letter will explain how your child’s name will automatically be placed on the waiting list and how you can<br />
apply for another school if you wish to do so. If there are still places available at an alternative school<br />
you could be offered a place or, in cases of oversubscription, be placed on the waiting list at that school<br />
or move to the appeals process.<br />
Appeals<br />
You have the right to appeal to an independent appeals panel if you do not get the school place offer you<br />
want. Information relating to how you go about this is included in the offer letter along with the timetable<br />
for an appeal to be heard before the end of the current academic year.<br />

Waiting lists<br />
If you have not been offered your first preferred school, you will automatically be placed on the waiting list<br />
for that school. If you have not been offered your first or second preference you will be placed on the<br />
waiting lists for both schools. If you have not been offered any of your three preferred schools you will be<br />
placed on the waiting list for all three schools.<br />
You can ask to go on the waiting list for any other school(s). These may be the schools you listed on<br />
your application form or others at which you are interested in gaining a place. You will be asked to<br />
complete a revised application form.<br />
If a place becomes available at a school it will be offered to the child at the top of the waiting list which is<br />
based on the oversubscription criteria for the school regardless of when the application is made. This<br />
means that late applications will be included in the waiting list and will be placed according to the<br />
oversubscription criteria and not the date of application.<br />
It is important to remember that your child can move up or down the waiting list. For example, if<br />
other children higher on the list are offered places you could go up the waiting list, or if children<br />
who request to go on to the list after you meet the oversubscription criteria above your own<br />
personal circumstances, you could go down the waiting list.<br />
Waiting lists come into force on the day after allocation.<br />
In-year waiting lists<br />
Waiting lists will be maintained by the local authority for Peterborough Community Schools and by the<br />
individual schools if they are their own admission authority and will last for the lifetime of the year group in<br />
that school, moving from year to year. Waiting lists for out-of-county schools are maintained by the<br />
relevant authority responsible for the school. Please refer to their admission arrangements for details of<br />
how they are maintained.<br />
Fair access protocol<br />
Peterborough City Council has in place an overarching Fair Access Protocol which ensures that children<br />
to whom the protocol applies and who are without a school place take precedence over children on a<br />
school’s waiting list.<br />
Home to school transport<br />
It is a parent’s responsibility to ensure that their child can get to school.<br />
Only a very small number of children qualify for free home to school transport. Unless you are on a low<br />
income as defined below if you make a preference for a school other than the nearest suitable school or<br />
the designated school (i.e. your catchment area school, or where there is no catchment school, the<br />
nearest school) you will be expected to make your own arrangements for your child’s journey to and from<br />
school and to meet any costs involved.<br />
When is transport available?<br />
Free transport to school is only available if the nearest suitable or designated school (see above) is more<br />
than three miles from the home address or you are directed to a school which is more than three miles<br />
from the home address. All distances are measured by the shortest safe walking route unless the route<br />
is considered unsafe.<br />
What kind of support is provided?<br />
Transport may be provided either by the provision of a bus pass or a seat on a contracted bus.<br />
Cycle allowance<br />
At the discretion of the Director of Children’s Services, an allowance of £30 per term may be paid to<br />
parents of secondary age pupils who are entitled to free transport but choose to use a cycle to travel to<br />
school. This allowance will only be paid if the cost of transport exceeds the amount of the cycle<br />
allowance.<br />

Arrangements for low income families<br />
Low income families are defined as those whose children who are entitled to free school meals, or who<br />
are is in receipt of their maximum level of Working Tax Credit.<br />
Low income families are entitled to free home to school transport if they go to a suitable school between<br />
three and six miles away from their home address, as long as there are not up to five** suitable schools<br />
nearer to home.<br />
** This figure is under review as part of the revised policy consultation.<br />
Spare seats<br />
In some areas, children who are not eligible for free transport may be able to purchase a discretionary<br />
(spare) seat on a contracted bus. Places will depend on the availability of spare seats and will only be<br />
guaranteed on a term-by-term basis. You can apply by contacting the Passenger Transport Operations<br />
team (details below).<br />
Transport to The St Guthlac School, Crowland<br />
For those who live in Thorney village please note that should the proposed closure of The St Guthlac<br />
School go ahead, Peterborough City Council will not provide transport if you apply for a place at George<br />
Farmer Technology <strong>College</strong> in Holbeach. The nearest school to Thorney will then be Sir Harry Smith<br />
Community <strong>College</strong>, Whittlesey and the designated school remains <strong>Arthur</strong> <strong>Mellows</strong> <strong>Village</strong> <strong>College</strong> in<br />
Glinton.<br />

Free school meals and other financial assistance 3<br />
Free school meals are available for all children at school whose parents or carers are on income support,<br />
or in receipt of income-based jobseekers’ allowance or child tax credit (depending on income), or on<br />
pension credit (for people aged 60 plus) or are on the register of Home Office Immigration and Nationality<br />
Directorate for Asylum Seekers.<br />
Schools in Peterborough are responsible for the processing and administration of free school meals for<br />
children attending their schools. Please contact the relevant secondary school.<br />
Applicants in receipt of working tax credit do not qualify for free school meals.<br />
Children with special educational needs<br />
All schools make provision to support children with special educational needs and are also aware of the<br />
particular needs of the very able. Some children have a statement of special educational needs and may<br />
attend either a mainstream school or special school.<br />
All governing bodies are required to admit to the school a child with a statement of special educational<br />
needs that names the school. Schools must admit such children whether they have places or not.<br />
If your child has a statement, before indicating your preference for a secondary placement, you will find it<br />
helpful to discuss the position with either the Assessment and Review Officers telephone: (01733)<br />

It is essential that you indicate on the application form that your child has a statement. In most cases,<br />
parents are advised to make a mainstream secondary placement preference. You may also express a<br />

preference for a special school placement at the child’s annual statement review during Year 5. All<br />
Peterborough special school placements are considered by a special educational needs panel and if a<br />
child meets the criteria for a special school place they will be forwarded to a placement allocation<br />
meeting, held late in the autumn term before transfer. Parents are informed of the decision after the<br />
meeting.<br />
Schools will seek to accommodate pupils with physical disabilities wherever possible. However, by their<br />
very nature, some buildings are more suitable than others. Parents of children requiring wheelchair<br />
access should contact the individual school to check suitability.<br />

Transferring between secondary schools<br />
Once your child has joined a school and you consider there are strong and valid reasons for requesting a<br />
transfer to another school you should first discuss the matter with the headteacher of your child’s school.<br />
If the situation cannot be resolved satisfactorily you should approach the <strong>Admission</strong>s team and ask for an<br />
in-year admissions form. Separate information is available concerning the in-year admissions process.<br />
Please bear in mind that changing schools can be a major disruption to your child’s education and<br />
amongst other issues you should consider how your child will travel to the new school.<br />
Moving into the area – the in-year process<br />
If you are moving into the Peterborough area and are looking for a school place part way through the<br />
school year, or outside the normal transfer stages you should contact the <strong>Admission</strong>s team and ask for<br />
an in-year admissions form. Separate information is available concerning the in-year admissions<br />

The law relating to school admissions does not allow the local authority to reserve places for<br />
children moving into the area.<br />
Children from overseas<br />
If you come from another country, you are a temporary resident in Peterborough and your child is of<br />
compulsory school age (five to 16 years), he/she may be eligible for admission to one of our schools.<br />
This is subject to your particular circumstances and the country you are from. If your child is entitled to<br />
be educated in this country you must apply through the normal process. Allocation of a place depends<br />

Notes<br />
1. ‘Children in care’ - A child or young person is regarded as a ‘child in care’ when they are<br />
accommodated or in care. If they are accommodated this means that their parent/s retain parental<br />
responsibility and can ask for them to be returned home at any time. If they are subject to a care<br />
order then the local authority shares parental responsibility with the parent/s and decides where<br />
the child should live. Children in care are cared for in a number of different settings including<br />
foster homes, children’s homes and residential schools.<br />
2. In relation to categories A1 and A2 the application will need to be signed by a Church of England<br />
Priest or by a Methodist Minister, or if a Priest or Minister is unavailable during an interregnum a<br />

must provide information about the parental involvement in the life of their religious community, for<br />

4. Category A4 – Children are siblings if:<br />

5. In Category A5 – the application form will need to be signed by the religious leader who must<br />

Thomas Deacon Academy has an agreed admission limit of 330 pupils. Where fewer than 330<br />
applications for places are received, the academy will offer places to all those who applied.<br />
Siblings within the same year group and living at the same address will be treated as a joint application.<br />
If they are in the same band and at the same address they will both be offered a place (even if they are<br />
the 33 rd and 34 th children within a band). If they are in different bands, then they will both be offered a<br />
place. Should one child be outside the allocated 33, then s/he will be offered a place. Both these<br />
scenarios might result in a band becoming oversubscribed to accommodate siblings within the same year<br />
group but will not penalise other children.<br />

Procedures where the Thomas Deacon Academy is oversubscribed<br />
Where the number of applications for admission exceeds the published admissions number, places will<br />
be allocated on the basis of fair banding in line with the Department for Education (DfE) School<br />
admissions code. All applicants naming the academy on their preference form will take a standard<br />
assessment such as the National Foundation for Eduacational Research (NFER) non-verbal reasoning<br />
tests and will be placed into ability bands.<br />
There will be 10 bands and 33 children will be admitted from each band. Where an individual band is<br />
oversubscribed, after the admission of pupils with statements of special educational needs where the<br />
Thomas Deacon Academy is named on the statement, priority will be applied to applicants in the order<br />
