NAVY'S FIFTH PATROL BOAT<br />
COMMISSIONED<br />
HMAS WHYALLA, the fifth <strong>of</strong> I* rrrmantle class patrol<br />
boats to be built for the RA.S in <strong>Australia</strong>, was commissioned at<br />
the recently opened nasal patrol boat base at Cairns, Queensl<strong>and</strong>,<br />
on Saturday. <strong>Jul</strong>y J. I9$2.<br />
HMAS WHYALLA was launched by the Mayor <strong>of</strong> Whyalla.<br />
Mrs Aileen C. Ekblom. at Cairns on May 22. <strong>1982</strong>. After<br />
working-up in the Cairns area. HMAS WHYALLA will be based<br />
at HMAS Waterhen in Sydney.<br />
CONTRACT SIGNED FOR ORION<br />
AIRCRAFT<br />
A firm prior contract for $ A 258 m with Ihr Lockheed<br />
Corporation <strong>of</strong> the United Slates for the supply <strong>of</strong> ten new Orion<br />
PJC long range maritime patrol aircraft was signed in late June.<br />
The Minister for Defence. Mr Ian Sinclair, said the contract<br />
price is after buy-back <strong>of</strong> the RAAF's ten older P3B model<br />
Orions.<br />
The total net project cost is $A362m which includes<br />
provision Tor the supply <strong>and</strong> fitment <strong>of</strong> the Barra sonics system,<br />
essential spares, ground support equipment <strong>and</strong> project management<br />
costs.<br />
Mr Sinclair said that the Government had taken this step in<br />
recognition <strong>of</strong> the need to redress the erosion on capability <strong>of</strong> the<br />
P3Bs which have been in service with the RAAF for some 13<br />
years. While these aircaft remain useful for surveillance <strong>and</strong><br />
training, technological advances in submarines, ship <strong>and</strong><br />
associated weapon systems have degraded the effectiveness <strong>of</strong> the<br />
on-board sensor <strong>and</strong> weapons systems <strong>of</strong> the P3B.<br />
The Government had considered options for upgrading the<br />
equipment fit <strong>of</strong> the P3Bs. However, to restore the relative fit <strong>of</strong><br />
the P3B as an anti-submarine, anti-shipping <strong>and</strong> maritime<br />
reconnaissance system, extensive redesign <strong>and</strong> rebuild <strong>of</strong> the onboard<br />
systems would be necessary.<br />
As an alternative to the update option, the Lockheed<br />
Corporation in 1981 proposed thai <strong>Australia</strong> might simply<br />
replace the B model aircraft with new P3Cs <strong>and</strong> that Lockheed,<br />

would buy back the P3Bs, crediting their value against the sale<br />
price.<br />
The Government decided to pursue the Lockheed proposal,<br />
not only because <strong>of</strong> the relatively high cost <strong>of</strong> the P3B refit, but<br />
also on the grounds that there are substantial operational <strong>and</strong><br />
logistic benefits in having a common fleet with an effective<br />
service life extending well beyond the year 2000.<br />
The new aircraft will begin to be delivered in November,<br />
1984, <strong>and</strong> the tenth aircraft will be h<strong>and</strong>ed over in the United<br />
States in March. 1986.<br />
