Proposal 1 – Change of Statutes<br />

Chapter VI <strong>Commission</strong>s - article 6.2<br />

Joining the Judges & Standard- with the <strong>Breeding</strong> & <strong>Registration</strong> <strong>Commission</strong>, to be<br />

one <strong>Commission</strong>, in analogy to what FIFe had before 01.01.2004:<br />

the Judges & Lo <strong>Commission</strong>.<br />

Reduce the amount of <strong>Commission</strong> members<br />

- of the Judges & Standard <strong>Commission</strong> from 6 to NEW 5<br />

- of the <strong>Breeding</strong> & <strong>Registration</strong> / LO <strong>Commission</strong> from 3 to NEW 2.<br />

Article 6.2 New wording<br />

1. <strong>The</strong> Judges and LO commission shall be is responsible for:<br />

maintaining the Rules for Judges, Student judges and Stewards<br />

studying the admission of new breeds and the establishment of the standards applicable to<br />

such new breeds<br />

modifying the standards of recognised breeds<br />

a training programme for student judges and the further education of existing judges<br />

maintaining the Rules for <strong>Breeding</strong> and <strong>Registration</strong><br />

attempting to standardise the regulations relating to records of origin in conformity with<br />

existing standards and rules<br />

<strong>The</strong> <strong>Commission</strong> shall consist of seven (7) members<br />

five (5) members, who are international judges for category I, II, III, IV, or all round judges;<br />

all categories have to be represented<br />

two (2) members, who have kept a pedigree register in their own organisation for a period of<br />

at least three years and have been breeding for at least three years<br />

Note: If this proposal is carried the following articles must be amended accordingly:<br />

article 6.2 of the Statutes (the numbering of the other <strong>Commission</strong>s)<br />

article 6.3 of the Statutes<br />

articles 4.6.2, 4.6.3 and 4.6.4 of the <strong>Breeding</strong> & <strong>Registration</strong> Rules<br />

articles 2.8.6.5, 2.10, 2.11, 3.2, 5.1.3.4, 5.2.6, 5.2.13.1, 6.1, 7.3.1.3.4, 7.3.2.6,<br />

7.3.2.10.1 of the Rules for Judges, Student Judges & Stewards<br />

any other FIFe rule or article where the old wording is still used.<br />

Motivation: <strong>The</strong> Board has two main reasons to bring this proposal.<br />

In the first place, the recommendations and findings of both commissions are of paramount<br />

importance to the FIFe Membership regarding, for example, the registration and judgement of cats.<br />

Last year at the GA when the NEM was preliminary recognised the JS and BR <strong>Commission</strong>s had<br />

very different views how to handle this matter. This is NOT in the interest of the FIFe Members. <strong>The</strong><br />

Board hopes that by combining the commissions, common recommendations will be prevalent.<br />

Secondly, since several years both the Members of FIFe and the Board have been confronted with<br />

individual <strong>Commission</strong> members tending their resignations long before their positions were up for<br />

(re) election. <strong>The</strong> Board sees it as its duty to bring a proposal that attempts to increase harmony and<br />

stability to its <strong>Commission</strong>s in particular and to FIFe in general.<br />
