<strong>The</strong> <strong>Breeding</strong> & <strong>Registration</strong> <strong>Commission</strong><br />

Proposals to the FIFe General Assembly 2009<br />

6.3 Responsibility<br />

<strong>The</strong> Breed Council Secretary is responsible for:<br />

receiving and evaluating proposals from the breed council members<br />

arranging and organising a ballot on proposals<br />

sending the approved proposals according to article 8 and evaluations according to<br />

article 9<br />

being the contact person between the Breed Council members and the Breed Council<br />

Coordinator<br />

preparing the Breed Council annual report to be sent to the Breed Council<br />

Coordinator by the end of January.<br />

5 7. Vacancies<br />

<strong>The</strong> FIFe Board shall appoint a replacement for any vacancy occurring in the office of a Breed<br />

Council secretary or the Breed Council Coordinator.<br />

7 8. Procedure for Submission of Proposals<br />

8.1 Eligibility<br />

To be eligible to forward proposals, the Breed Council must consist of members from at least 6 8<br />

different National FIFe mMembers. Exceptions can be granted by the Board.<br />

8.2 Procedure for Proposals<br />

8.2.1 Suggestions and opinions from the members of each Breed Council are to be forwarded to<br />

the elected Secretary of the specific Breed Council by the end of November.<br />

8.2.2 <strong>The</strong> Breed Council secretary will evaluate these proposals and obtain the opinions of other<br />

members of the particular Breed Council in an annual poll to be taken before December of each<br />

calendar year.<br />

8.2.3 Notwithstanding the fact that the Breed council serves the General Assembly in an<br />

advisory capacity, For a proposal to be eligible for submission to the General Assembly, the<br />

approval of a 2/3 majority of the members voting in the specific Breed Council(s) affected must be<br />

obtained.<br />

8.3 <strong>The</strong> proposals of the Breed Council accepted in the way described above in article 8.2.3<br />

have to be forwarded in all 3 FIFe languages to the Breed Council Coordinator who will forward<br />

them to the respective commissions (Health & Welfare, Judges & Standards and <strong>Breeding</strong> &<br />

<strong>Registration</strong>), by the end of January each calendar year. <strong>The</strong>y must also have the approval, with a<br />

2/3 majority of the commission concerned, to be eligible as a proposal for the General Assembly.<br />

8.4 Once in two years any Breed Council may forward one (1) proposal directly to the<br />

Breed Council Coordinator to be forwarded to the Board for inclusion in the FIFe General<br />

Assembly agenda.<br />

This proposal must have passed with at least a 2/3 majority and must be submitted in all 3<br />

FIFe languages.
