most countries. However, such images can give cause for concern depending on the context<br />

in which they are acquired <strong>and</strong> collected <strong>and</strong> might be thought <strong>of</strong> in these circumstances<br />

as ‘indicative’. The number <strong>of</strong> such reports received was approximately 3,600 per month in<br />

the last quarter <strong>of</strong> 2006, with an average rate <strong>of</strong> increase <strong>of</strong> 51 additional reports per month.<br />

‘Other Child Related Content’ accounted for approximately 19% <strong>of</strong> all processed reports<br />

about illegal or harmful content.<br />

However, INHOPE not only receives reports (both from the public <strong>and</strong> through its<br />

own proactive searches), but also takes appropriate action. In the last quarter <strong>of</strong> 2006<br />

approximately 6,400 reports per month were made to law enforcement agencies. However,<br />

INHOPE hotlines rarely received any structured feedback from law enforcement agencies<br />

in relation to these reports. While there may be a variety <strong>of</strong> reasons for this, the report<br />

suggested that this was demotivating for staff <strong>and</strong>, as a result, INHOPE is working to<br />

adopt a signed Memor<strong>and</strong>um <strong>of</strong> Underst<strong>and</strong>ing with national law enforcement agencies<br />

which would include feedback in relation to reports forwarded for investigation. The matter<br />

is further complicated as some national law enforcement agencies request that hotline<br />

reports are not forwarded to them when content may lie outside their jurisdiction. The<br />

paucity <strong>of</strong> feedback given to hotlines by law enforcement agencies is a cause for concern,<br />

<strong>and</strong> it is difficult to underst<strong>and</strong> how the effectiveness <strong>of</strong> the hotlines can be evaluated in<br />

terms <strong>of</strong> their impact without adequate feedback.<br />

6.2.2 IWF<br />

The Internet Watch Foundation (IWF) is a member <strong>of</strong> INHOPE <strong>and</strong> takes as its remit<br />

that it will work in partnership with ISPs, telecommunication companies, mobile phone<br />

operators, s<strong>of</strong>tware providers, the police, government <strong>and</strong> the public to minimise the<br />

availability <strong>of</strong> potentially illegal <strong>online</strong> content. During 2007 the IWF processed 34,871<br />

reports, which resulted in 2,755 top-level domains with <strong>child</strong> <strong>sexual</strong> abuse content being<br />

assessed, confirmed as potentially illegal <strong>and</strong> traced; the appropriate intelligence was then<br />

disseminated (IWF Annual Report, 2007). The overall number <strong>of</strong> <strong>child</strong> <strong>sexual</strong> abuse<br />

domains known to the IWF appears to have remained relatively static over recent years.<br />

This may suggest that content distributed through the World Wide Web appears not to be<br />

on the increase, in spite <strong>of</strong> global Internet access, speed <strong>of</strong> connection <strong>and</strong> the availability<br />

<strong>of</strong> technologies. The 2007 figures also suggest that 80% <strong>of</strong> <strong>child</strong> abuse domains known to<br />

IWF are commercial operations.<br />

The IWF also provides an analysis <strong>of</strong> abusive images in relation to intelligence that may be<br />

seen as actionable <strong>and</strong> therefore passed on to CEOP (the Child Exploitation <strong>and</strong> Online<br />

Protection Centre, UK). IWF also provides information about the <strong>child</strong>ren whose images<br />
