I. Opening -<br />
A. The meeting was called to order by President Cahill at 7:30 p.m. in the Library at Memorial<br />
Junior School, 61 Highland Avenue, Whippany, New Jersey 07981.<br />

A. Cash Report - Mrs. Wolsky read the cash balance as of July 31, 2011, was $3,164,374.13. Our<br />
General Fund interest for the month of July was $384.06. HTSACC program interest for June<br />
was $11.47.<br />

SUPERINTENDENT’S REPORT<br />
Mr. Pepper said, “When school opens next week we are anticipating a district wide enrollment of about<br />
1,492 students. This number is 31 students less than where we were when schools closed in June. The<br />
decrease in enrollment is primarily a result of an incoming Kindergarten class of 136 students which is<br />
much smaller than last June's eighth grade graduating class of 181 students.<br />
A review of enrollment at each school indicates that Bee Meadow School will start the year with about<br />
359 students which is 14 less than last year. Salem Drive School is expected to have an enrollment of<br />
277 students which is 26 less than last year. At Mountview Road School the enrollment will be 309<br />
students which is 13 more students than were enrolled last year and Memorial Junior School is<br />
projecting an enrollment of 547 students which is four students less than last year.<br />
Class sizes at our three elementary schools range from 16 to 23 students with a district wide average<br />
class size of 19 students. At Memorial Junior School, where the students change classes and participate<br />
in a variety of programs the class sizes range from 18 to 25 which conforms with the Board's policy on<br />
desirable class size. The only classes where the desirable class size limits are exceeded will occur in<br />
classes such as chorus and band classes where larger groups assemble and perform.<br />
With tonight's agenda, we are fully staffed for September with a total of 18 new teachers who will join<br />
our existing faculty when school opens next week.<br />
Tonight's agenda seeks the approval of an increase in the full time equivalency of our Kindergarten<br />
teachers from the current .62 F.T.E. to a proposed .72 F.T.E. Approval of this action item by the Board<br />
will restore our Kindergarten program to the level it was at during the 2009-2010 school year prior to the<br />
budgetary reductions that were necessitated by the significant loss of state aid. If approved, students<br />
would receive an additional 30 minutes of academic instruction daily. Kindergarten teachers would also<br />
be available to greet the students everyday, and help with the transition of students at the end of the day<br />
as they are picked up by their parents, placed on a school bus, or brought to the Kinderkids after-school<br />
program.<br />
There are several items on tonight's agenda in support of the new anti-bullying law that is set to take<br />
effect September 1st. These include the appointment of a District Anti-Bullying Team, the approval of<br />
the district's Harassment, Intimidation, Bullying Acknowledgement and Shared Values Statement, and<br />
the approval of several policies that will provide guidance and direction to faculty and staff members as<br />
we implement the requirements of this new law.<br />
Over the summer months, members of the District Anti-Bullying Team attended training and developed<br />
forms and procedures that will be followed to investigate alleged incidents of bullying in our schools.<br />
The entire faculty and staff will receive training and guidance on these procedures and the forms they<br />
will use to report incidents of alleged bullying on the first few days of school so that everyone will<br />
understand their responsibilities and obligations under the new anti-bullying law.<br />

During the next few weeks students will be made aware of their responsibilities under the law and<br />
parents will be provided information that will help them understand how this new law will be<br />
implemented in our school district. At a couple points during the school year, I will be reporting to the<br />
Board and public our progress as it relates to implementing all aspects of the anti-bullying law.<br />
Finally tonight, item number 5 on the Curriculum portion of the agenda seeks the approval of the<br />
district's Action Plan that is designed to support the implementation of the 2011-2012 district goals.<br />
Board members and district administrators have received a copy of the plan, and faculty and staff will be<br />
made aware of the plan as part of our opening day ceremonies. The district has established four goals<br />
which include the implementation of our new Languages Arts Literacy program in grades K-5. This is a<br />
major undertaking which actually started last year with a review and selection of a program that supports<br />
core standards and meets the educational needs of our students. Dr. Keenan and district administrators<br />
have been working with faculty on reviewing the new materials and developing a level of familiarity<br />
with all aspects of the new language arts literacy materials. Over the next several months, there will be<br />
ongoing workshops, trainings, meetings, and other support opportunities for faculty as they implement<br />
the program.<br />
The second goal involves upgrading our technology in support of initiatives such as the new languages<br />
arts literacy program and in support of the increased need and demand for technology in our schools.<br />
Over the summer all three computer labs in our elementary schools were outfitted with new "state of the<br />
art" iMac computers. The older eMac computers have had additional RAM installed in them and have<br />
been redistributed out to the classrooms for teachers to use with the students. Each elementary<br />
classroom will also be issued a new laptop computer and projector to assist with the implementation of<br />
technology based classroom lessons. The technology infrastructure has also been upgraded to add to the<br />
reliability and accessibility of the internet. All faculty members have been issued a new gmail account<br />
for emails which comes with unlimited email capacity as well as a number of other unique features.<br />
Our third goal involves the implementation of the new anti-bullying legislation. I just spoke to some of<br />
our initiatives in this area and I would just like to add that as a school district we continue to be<br />
committed to eliminating bullying in our schools through education, remediation, and developmentally<br />
appropriate consequences for those who are found to be in violation of our expectations for student<br />
behavior. We recognize that this is an ambitious goal and intend to do everything we can to make our<br />
anti-bullying program as effective as possible.<br />
Finally, our fourth goal centers around the State of New Jersey Department of Education requirements that<br />
dictate the comprehensive monitoring of school districts on a regular basis. The Hanover Township Public<br />
Schools are scheduled to undergo monitoring during the 2011-2012 school year and district administrators are<br />
already gearing up for this by reviewing district performance review indicators to ensure that we receive a<br />
favorable assessment later this year when Department of Education personnel conduct their onsite assessment of<br />
our programs, facilities, financial records, and operations.”<br />
Discussion: Mr. Scarpino asked if the change to Kindergarten restored the program to where it was 2<br />
years ago. Mr. Pepper clarified that it does. Mr. Alwell said it poses an additional cost to the Board but<br />
funds are available for this year and next year.<br />
IV. COMMITTEE REPORTS -<br />

Personnel Committee – Mr. Gallagher said the Committee met and discussed extending the<br />
Kindergarten program, staffing, an interim Business Administrator, redistricting of students, policies for<br />
bullying and personnel and the schedule of the new DARE officer.<br />
Discussion: Mr. Scarpino asked if any decisions were made regarding the interim BA. Mr. Pepper said<br />
there have been preliminary discussions regarding expectations for the position and the recommendation<br />
will most likely be for a part time person to carryout some of the responsibilities.<br />
Negotiations Committee – Mrs. Linfante said the Board met with the HTAA and anticipates meeting<br />
again in October. She said a tentative agreement has been reached with the HTEA, contract changes<br />
have been made and a copy has been sent to the HTEA along with draft salary guides.<br />
Curriculum & Instructions Committee – Mrs. Slattery said the Committee met Wednesday, August<br />
24 and discussed technology updates, implementation of the new Harrassment, Intimidation and<br />
Bullying policy, the new Language Arts Literacy curriculum, the Character Education program in the<br />
elementary schools emphasizing anti-bullying and kindness and the reinstatement of the Kindergarten<br />
program.<br />
Finance/Transportation/Physical Plant Committee – Mr. Azzarello said the Committee met Tuesday,<br />
August 23 and reviewed the 2011-12 transportation routes, the employment extension of 2 summer<br />
maintenance assistants, possible sale of District owned land, facilities use rates for the upcoming school<br />
year, a change order for the MJS cafeteria HVAC project, the Honeywell energy savings plan and<br />
preliminary audit results.<br />
Public Relations – Mr. Duva said the Committee met August 19 and discussed the field trip survey and<br />
upcoming board presentations.<br />
Discussion: Mrs. Linfante asked how many people responded to the survey. Mr. Pepper said 210 –<br />
which is a large number and a credit to the PTA’s advertisement of it.<br />
VI.<br />
PUBLIC COMMENTS (Agenda Items Only)<br />
Mr. Cahill asked if there were any public comments on agenda items only.<br />
Michelle Krowiak, 17 Crescent Drive, thanked Mr. Pepper and the Board for the improvements made to<br />
the Kindergarten program.<br />
A member of the public extended her appreciation for the changes made to the Kindergarten program<br />
and asked if the Spanish program would also be reinstated.<br />
Mr. Pepper said not at this time. He said we have looked into possible options and have not yet found<br />
anything that meets the District’s needs.<br />

D. PUBLIC RELATIONS<br />
Upon recommendation of the Superintendent:<br />
1. Accept with appreciation the donation of $300.00 to the Hanover Township Public<br />
Schools Kathryn Moser Music Endowment Fund, from Tamara Moser.<br />
Discussion: Mr. Pepper acknowledged the donation from Tamara, Kathy’s daughter, and expressed his<br />
appreciation for all she has done for the fund.<br />

XI.<br />
ITEMS FOR DISCUSSION<br />
Sale of Land – Mrs. Wolsky said an area developer interested in purchasing property adjacent to Calais<br />
and property adjacent to Mountview Road recently approached the District. The land would have to be<br />
put up for public sale but a number of steps would have to be followed before getting to that point. The<br />
first step is to get approval from the Department of Education to dispose of the land, which requires<br />
passing a resolution stating that the land is no longer needed for school purposes.<br />
The Board looked at pictures of the property and discussion followed concerning whether or not this<br />
land would be needed for school purposes in the future. It was determined that the land adjacent to<br />
Calais is not usable by the District but the Board asked for additional clarification before passing a<br />
resolution regarding the Mountview Road property.<br />

The following motion was made:<br />
The Hanover Township Board of Education deems the property identified on the Tax Map of Hanover<br />
Township as Block 7502 Lot 10 is no longer needed for school purposes and authorizes the Business<br />
Administrator/Board Secretary to submit a written request to the Department of Education for approval<br />
of disposal.<br />

Field Trip Survey – Mr. Pepper reviewed a survey that was sent out asking parents if they would feel<br />
comfortable contributing to the cost of field trips. 210 parents responded and the overwhelming<br />
majority indicated they would be willing to contribute. The survey also asked parents for additional<br />
comments and many added that they would be willing to help pay provided the field trips were<br />
meaningful.<br />
Mr. Pepper said the Board now has to decide if they are willing to ask parents to contribute and how<br />
much they are comfortable asking for.<br />
Based on the survey responses, $15 per trip was suggested.<br />
Mr. Cahill asked how many trips each class typically takes.<br />
Mr. Pepper said they each usually take 2 trips per year but we should consider making it 1 quality trip<br />
per grade.<br />
Mrs. Linfante asked when we would be asking parents to make this contribution.<br />
Mr. Pepper said at the time the trip is scheduled.<br />
Mr. Furda questioned whether this was going to lead into asking parents to contribute to athletic<br />
activities.<br />
Mr. Pepper said the Board discussed Pay to Play at budget time and decided instead to roll back clubs<br />
and intramural sports. He also indicated that we are one of few school districts that don’t ask parents to<br />
pay for trips.<br />
Mrs. Slattery asked if a quality trip could be provided for $15 and if it was more costly, would the<br />
District absorb the additional cost.<br />
Mr. Pepper said the trip would have to be within the limit.<br />
The following motion was made:<br />
Approve asking parents/guardians to contribute to the cost of field trips at an amount not to exceed $20<br />
per trip.<br />
