ambition to have 150,000 homes connected by 2012. At the same time, the City<br />
Council has <strong>be</strong>en looking for ways to stimulate <strong>FTTH</strong> initiatives.<br />
A small but significant success has <strong>be</strong>en achieved at The Red Apple, an apartment<br />
building that <strong>be</strong>came the first <strong>FTTH</strong> network in Europe to <strong>be</strong> deployed by an<br />
owners’ association.<br />

The project was initiated by the residents, who issued a contract for the roll out of<br />
fibre throughout the 40-floor apartment building. OONO (Onafhankelijke Open<br />
Network Operator) was contracted to build the network, Alcatel-Lucent supplied<br />
the GPON equipment, which was configured by OONO, and the City Council<br />
provided the fibre connection to the building.<br />
The network is operated as an open access model, with network owner, operator<br />
and service providers <strong>be</strong>ing strictly separate organisations. The owners’<br />
association is the network owner, OONO is the active operator, and various<br />
companies have <strong>be</strong>en contracted to provide services.<br />
Residents are free to choose their preferred service providers, and indeed more<br />
than 90 percent of the 154 people living in the building have subscri<strong>be</strong>d to the<br />
network. Internet, telephony and TV are available separately or bundled.<br />
Prices for the triple-play subscriptions run from €42.50 to €69.95 per month [data<br />
from Telecompaper, retrieved 7 Septem<strong>be</strong>r 2009]. The cheapest subscription is for<br />
symmetrical internet at 20Mbps while the most expensive package offers 60Mbps,<br />
unlimited calling to fixed num<strong>be</strong>rs in the Netherlands and 110 digital TV channels.<br />
A subscription for 100Mbps is also available.<br />
