Abstract:<br />

We propose a SIRTF Legacy Project, the Great Observatories Origins Deep Survey,<br />

to study galaxy formation and evolution over a wide range <strong>of</strong> redshift and cosmic<br />

lookback time. The survey will determine the galaxies’ mass assembly history,<br />

stellar populations, and energetic output from star formation (SF) and AGN. By<br />

observing at lambda >3um, SIRTF measures the rest−frame near− and mid−IR light<br />

from objects at 1
