Social Inclusion T he rural water supply and sanitation projects explicitly state that the schemes built to be supported by the project must be inclusive. This means that not only women, dalits and indigenous people who were traditionally excluded from development activities, must have equitable access to the water supply and sanitation services delivered by the project. They must have a role in the design and management of WSS schemes. The schemes are selected based on an all-inclusive principle. This means that at pre-feasibility, every household of a community or a cluster of settlements needs to be represented during identification of the schemes. Although the project’s demand driven approach is central to its success, proactive measures have been taken to ensure to the extent possible that more vulnerable groups get the support they need to voice their demands as well and to be included in the project on equitable terms. The following aspects are consolidated and integrated in the project for ensuring social inclusiveness: Priority given in selection of IP and Dalit sensitive SOs, beneficiary communities and selection of IP and Dalit staff in SOs, SAs and the Board The result of this inclusiveness has over the years been a gradual increase in the representation and participation of indigenous peoples, dalits, women, ethnic and religious minorities and other vulnerable groups in the users groups and committees active in the water and sanitation sector. This has been 100 80 achieved by establishing quantitative targets for membership, and through provisions to upgrade their knowledge and skills in order to increase the quality of their contribution at different stages of the project cycle. A number of training programs have been designed specifically for them. Additional resources have been allocated to identify innovative ideas and translate them into practice. A survey of 820 schemes out of the total 1314 schemes that were completed between August 1999 and July 2008 found that WSUC chairpersons were dalit or members of a disadvantaged group in 29.4 percent of the schemes. Women were chairpersons in 11.1 percent of the schemes. In 70.8 percent of the schemes, the WSUC treasurer is a woman. There are 1,456 WTSS groups operating in these schemes with a total membership of 68,389 women. The groups have collected NRs. 35,910,248 (US$ 478,803) in their saving and credit accounts. Moreover, around 23% schemes of this Batch are located beyond 20 km. from the all weather road head.
