<strong>Curl<strong>Manitoba</strong></strong><br />

These general rules apply to all Sport Region Qualifiers, Berth Bonspiels, Bonspiels with Berths<br />

and Provincial Championships.<br />

All <strong>Curl<strong>Manitoba</strong></strong> member clubs MUST be a member in good standing with <strong>Curl<strong>Manitoba</strong></strong> NO<br />

LATER than December 5, 2013. This entails each club having submitted the required<br />

membership demographics by December 5, 2013. Should a club not be a member or not have<br />

submitted their list by December 5 th , their members will be ineligible to compete in<br />

<strong>Curl<strong>Manitoba</strong></strong> qualifying and provincial events for the 2013-2014 season.<br />

All category rules supersede the general rules of play.<br />

The <strong>Curl<strong>Manitoba</strong></strong> Rules of <strong>Curling</strong> for Officiated Play govern the Provincial Championships, the<br />

<strong>Manitoba</strong> Games (U18) Championship and the Youth Spring Open Bonspiel.<br />

The General Rules of <strong>Curling</strong> as published by the Canadian <strong>Curling</strong> <strong>Association</strong> shall govern all<br />

matters not dealt within these rules.<br />

<strong>Curling</strong> Clubs may have their own rules, for their own leagues and competitions, which will<br />

supersede all <strong>Curl<strong>Manitoba</strong></strong> rules.<br />

Provincial Championship rules supersede the General Rules of Play.<br />

TERMS<br />

The <strong>Manitoba</strong> <strong>Curling</strong> <strong>Association</strong> Inc. shall be referred to as <strong>Curl<strong>Manitoba</strong></strong><br />

The Canadian <strong>Curling</strong> <strong>Association</strong> shall be referred to as the CCA<br />

JURISDICTION<br />

<strong>Curl<strong>Manitoba</strong></strong> shall govern all competitions.<br />

In all matters the decision of <strong>Curl<strong>Manitoba</strong></strong> shall be final.<br />

The final decision on all matters concerning on ice issues will be made by the Head Umpire.<br />

A <strong>Curl<strong>Manitoba</strong></strong> Representative is appointed by <strong>Curl<strong>Manitoba</strong></strong> to be in charge at Berth Bonspiels,<br />

Bonspiels with a Berth and Sport Region qualifiers. This individual is designated prior to the<br />

event.<br />

At all officiated events, the final decision in all on-ice matters will be made by the <strong>Curl<strong>Manitoba</strong></strong><br />

designated Umpire OR by a <strong>Curl<strong>Manitoba</strong></strong> Representative.<br />

APPLICATION<br />

All competitions leading up to a provincial championship shall be played under <strong>Curl<strong>Manitoba</strong></strong><br />

Rules and the General Rules of <strong>Curling</strong> as published by the CCA. In case of conflict, any special<br />

rules shall take precedence.<br />

The Provincial Championships will be played under the Rules of <strong>Curling</strong> for Officiated Play. In<br />

case of conflict, any special rules shall take precedence.<br />

ALCOHOL<br />

The consumption of alcohol by athletes, coaches and umpires is not permitted at Junior Events<br />

as outlined in the <strong>Curl<strong>Manitoba</strong></strong> Code of Conduct.<br />

<strong>Curl<strong>Manitoba</strong></strong> General Rules of Play<br />

<strong>Curl<strong>Manitoba</strong></strong> reserves the right to alter any <strong>Curl<strong>Manitoba</strong></strong> draw<br />

1. At the scheduled starting time for games, the <strong>Curl<strong>Manitoba</strong></strong> Representative shall<br />

ring a bell to signify the start of the game. If a team is unable to commence<br />

play at the designated time, it shall be assessed the following penalty:<br />

‣ If the delay of the start of play is 1-15 minutes, then the non-offending<br />

team receives one point after one minute and will have last stone in the<br />

first end of actual play. One end is considered complete.<br />

‣ If the delay of the start of play is 16-30 minutes, then the non-offending<br />

team receives one additional point after 16 minutes and will have last<br />

stone in the first end of actual play. Two ends will be considered<br />

completed.<br />

‣ If play has not started after 30 minutes, then the non-offending team is<br />

declared the winner by forfeit after 31 minutes. At that time the nonoffending<br />

team may access the ice for practice.<br />

2. All Games will be ten ends, except:<br />

‣ <strong>Manitoba</strong> Open with a berth, 8 end games<br />

‣ Senior Men, Senior Women, Master Men and Master Women events, 8<br />

end games<br />

‣ Recreational Division of the Youth Winter Bonspiel, 8 end games<br />

‣ Recreation Divisions of the Youth Spring Bonspiel, 8 end games<br />

3. A bell will be rung at 2 hours and 15 minutes for 10 ends and 1 hour and 55<br />

minutes for 8 ends. The bell indicates that the end in progress shall be<br />

completed and one more shall be played.<br />

An end is considered complete and the next end is considered in progress when<br />

the final stone of the end has reached the throwing end tee line.<br />

4. Unless specified, a game may be conceded at any time<br />

‣ No points will be counted for an incomplete end when both teams still<br />

have stones to be delivered. No Points are awarded when one team has<br />

delivered all their stones and has stones counting. If one team has<br />

delivered all their stones and the other team has a stone remaining and is<br />

counting, points will be awarded accordingly.<br />

5. A team may start any game with three players except in mixed competitions.<br />

‣ A player who has left a game because of illness, accident or other<br />

extenuating circumstances may rejoin their team at any time during any<br />

game in the competition.<br />

‣ A player may enter a game between ends or during an end already in<br />

progress providing they are able to deliver a stone within the team‟s<br />

established delivery rotation.<br />

‣ The substitute player replaces the sidelined player for that end. At the<br />

beginning of the next end the substitute player may deliver stones in any<br />

position of the delivery rotation of their team. The team must re-declare<br />

their delivery rotation at that time.<br />

6. No change in position played shall be made once the game has commenced.<br />

Teams must play with the stones provided and colors as assigned on the sheet<br />

of ice. Under no circumstances can stones be moved from one sheet to another.<br />

7. In the event of any disagreement between skips, the Event Representative shall<br />

be consulted.<br />

8. An On Call Umpire will be available via telephone to handle any disputes. The<br />

Event Representative shall not make a decision but shall call the On Call Umpire.<br />

9. In the event of a tie, the game is to proceed until a point is scored to decide the<br />

winner.<br />

10. Should any emergency arise during the time of the bonspiel, the Bonspiel<br />

Committee may change the <strong>Curl<strong>Manitoba</strong></strong> General Bonspiel Rules.<br />

11. To be eligible for a berth in any <strong>Curl<strong>Manitoba</strong></strong> event a team must have won a<br />

minimum of 1 game during the event.<br />

12. No payouts shall be awarded at the Sport Region Qualifiers and Berth Bonspiels.<br />

13. All teams advancing to a Provincial Championship must have three (3) players<br />

that participated at the qualifying event in which the team earned their berth to<br />

a Championship. Each of those three (3) players MUST be present and play in<br />

the Championship.<br />

14. It is at the discretion of each club to decide whom they will accept as associate<br />

or regular members of their club. Such decisions must be made by December 5 th<br />

to allow those individuals to be eligible to play in Provincial Championships.<br />

15. At all berth bonspiels, bonspiels with a berth and regional qualifiers the top team<br />

on the draw is the top of the scoreboard.<br />

16. No ice preparation shall occur during the course a game in progress at any<br />

<strong>Curl<strong>Manitoba</strong></strong> event.<br />

All <strong>Curl<strong>Manitoba</strong></strong> Policies can be found on the <strong>Curl<strong>Manitoba</strong></strong><br />

website at www.curlmanitoba.org/policies<br />

Please refer to the policies for information on residency<br />

policy, appeals policy, code of conduct policy and disciplinary<br />

policy.<br />

The signature of approval for certifying eligibility on all<br />

entries is the only person allowed to alter an entry, therefore<br />

maintaining the team’s eligibility affirmation.<br />

Residency Requirements to Compete in a Provincial Championship<br />

All provincial curling championships involve the participation of teams that are made up of<br />

individuals who are full time residents within <strong>Manitoba</strong> and who are eligible to advance to the<br />

Canadian Championship. To ensure that all individuals are treated equally a policy has been<br />

agreed to that clearly outlines what an individual must be able to provide to be considered a<br />

resident for qualifying purposes.<br />

It is understood that an individual can only participate in one province/territory in any<br />

championship season. (Explanation – an individual may only participate in the qualifying<br />

process in one Member <strong>Association</strong> in one championship year – this includes all championships<br />

that lead to a Season of Champions event as well as other provincial championships that may or<br />

may not lead to a national event. These would include Masters, The Dominion Club<br />

Championship, etc. It is understood that the Canadian Mixed, held in November, will be part of<br />

the previous year‟s group of competitions even though it is dated in the following year. For<br />

example – the 2013 Canadian Mixed held in November of 2013 will be considered a part of the<br />

2012/13 Championship season for residency purposes.)<br />

To that end it has been agreed that an individual must provide a minimum of three of the<br />

following five items to the Member <strong>Association</strong> (if requested) whose playdown structure they<br />

wish to enter:<br />

** Current Driver‟s License from that province/territory<br />

** Current Health Care Card from that province/territory<br />

** Letter from employer confirming employment within the province/territory<br />

** Statement from landlord (if renting) or bank (if owned) confirming residency within the<br />

province/territory – a copy of a property tax invoice/payment for non-mortgaged<br />

property is also adequate<br />

** Valid picture ID required for travel purposes if the individual does not have a valid<br />

driver‟s license<br />

Traditional on-campus full time students will be allowed to establish residency by providing a<br />

confirmation letter from their school‟s Registrar‟s Office confirming full time status and class<br />

enrollment for the academic year. This policy defers to the institution which the student<br />

attends in terms of defining full-time student status.<br />

For the Safeway Championship and the Scotties Tournament of Hearts individuals MUST be a<br />

permanent resident of <strong>Manitoba</strong> prior to September 1 st of the year preceding the championship<br />

season. (For example – Sept 1 st of 2013 for the 2013/14 championship season) This time<br />

frame may be shortened in the following circumstances:<br />

Transfer due to employment<br />

School attendance<br />

Military service and transfer<br />

Exemptions may be made in exceptional circumstances if granted by two Member<br />

<strong>Association</strong>s where:<br />

(Exemption requests MUST be filed a minimum of 21 days prior to the event)<br />

• Individuals live within a short distance of a provincial/territorial boundary<br />

• An individual is based in two cities due to an employment situation<br />

• Part-time students<br />

NOTE: <strong>Curl<strong>Manitoba</strong></strong>’s residency reflects the residency policy of the Canadian<br />

<strong>Curling</strong> <strong>Association</strong>. For any further information please refer to the CCA<br />

Residency Policy.<br />

YOUTH SPRING BONSPIEL<br />

<strong>Curl<strong>Manitoba</strong></strong> Special Events<br />

The divisions and eligibility of the spiel will be:<br />

1) Open Recreation 16 years of age and under as of December 31, 2013<br />

2) Open Recreation 13 years of age and under as of December 31, 2013<br />

3) Men‟s Competitive 16 years of age and under as of December 31, 2013<br />

4) Women‟s Competitive 16 years of age and under as of December 31, 2013<br />

Rules<br />

1. All team members must reside in <strong>Manitoba</strong>.<br />

2. Team members must be a resident of OR curl in the same Provincial Sport Region.<br />

3. To compete in the Open Recreation 13 years of age and under Division all team<br />

members must be 13 years of age or under as of December 31, 2013.<br />

Born in 2000 or later. No older than 13 on December 31, 2013.<br />

4. To compete in the 16 and Under Men‟s or Women‟s Competitive Division and the Open<br />

Recreation 16 years of age and under Division all team members must be 16 years of<br />

age or under as of December 31, 2013.<br />

Born in 1997 or later. No older than 16 on December 31, 2013.<br />

5. Team composition in the Recreational Divisions is open and may be 4 males, 4 females<br />

or any combination thereof.<br />

6. All recreation games will be 8 ends, all competitive games will be 10 ends.<br />

7. The bell will ring at 2 hours and 15 minutes.<br />

8. The Cresting standards is NOT in effect.<br />

Spares<br />

1. Spares are allowed in the Recreational Divisions. Spares must register with the event<br />

representative prior to playing. Spare must meet the age requirements and may not<br />

have competed in the Competitive Bonspiel Division.<br />

2. In the Recreation Division following the registration of their four players, should a player<br />

be unable to play due to extenuating circumstances (injury, illness) the team will be<br />

permitted to use up to two eligible spares or have the option of continuing with the<br />

remaining three players. A spare is a temporary player who may play the position of the<br />

missing player or lower.<br />

3. No spares are allowed in the Competitive Bonspiel Division BUT a 5 th player may be<br />

registered prior to the start of the event.<br />

Time Outs<br />

1. The Recreational Divisions time outs will consist of one 1 minute time out for the first 4<br />

ends, a three minute 4 th end break and two 1 minute time out for the last 4 ends in all<br />

games.<br />

2. The Competitive Division will have 2 one minute time outs with a 5 th end break.<br />

Long Term Athletes Development<br />

The emphasis of the event will be based on the Long Term Athlete Development Model and<br />

consist of a guarantee of 4 games with the emphasis on Fair Play and Development of athletes<br />

and coaches.<br />

The divisions will be randomly placed in four pools. Once the pools have completed their three<br />

games each team will be placed in Event A, Event B, Event C, or Event D based on standings.<br />

Each team will complete a Team Skill Based Ranking score after their third game to determine<br />

the top ranked team in each division. Each event will consist of a semi-final and a final<br />

Development:<br />

A coach and/or umpire will be present at all games to assist coaches and teams with<br />

etiquette, rules and behavior.<br />

Fair Play:<br />

The objective is to promote social interaction and Fair Play within a curling event while<br />

encouraging all athletes to play to the best of their ability and to make an effort to<br />

experience success during the game.<br />

Everyone should adhere to an honesty policy with regard to rule interpretation and<br />

proper conduct.<br />

At the conclusion of each game, the team will rank the opposing team on a scale of 1 to<br />

5.<br />

Any team that does not hand in their ballots at the conclusion of a game will be<br />

eliminated from the right to be included in the fair play ranking and prizes.<br />

If a team wishes to comment on the ranking they provided to the other team please<br />

write it on the ballot at the bottom or on the back.<br />

Ranking System:<br />

1 Point Team was unfriendly and uncooperative, constantly talking while the<br />

opposition is throwing, standing in the way, game not enjoyable to<br />

play<br />

2 Points Some discipline shown by some players but not enough to improve the<br />

game, one or two players friendly, game not enjoyable to play, not<br />

sure if you want to play this team again<br />

3 Points The team for the most part followed the rules, the game was OK, your<br />

team enjoyed the competition, team needs to make a few small<br />

adjustments to their play<br />

4 Points Enjoyed the game, opposition was very friendly and obeyed the rules.<br />

Showed respect for their competition, the other teams, coaches and<br />

officials. The competition was good.<br />

5 Points Really enjoyed the game. This team represents the spirit of Fair Play!<br />

They showed respect, demonstrated integrity, was more concerned<br />

about doing their best than winning the game. Acknowledged good<br />

performances by both teams, showed support for their teammates<br />

when something didn‟t go their way.<br />

YOUTH WINTER BONSPIEL<br />

The Youth Winter Open Spiel will be held December 27-29, 2013.<br />

The divisions and eligibility of the spiel will be:<br />

1) Maximum of 16 (sixteen) teams Under 16 years of age as of December 31, 2013<br />

2) Maximum of 16 (sixteen) teams Under 13 years of age as of December 31, 2013<br />

Rules<br />

1. All team members must reside in <strong>Manitoba</strong>.<br />

2. All participants in the Under 16 years of age must be 16 years of age or under as of<br />

December 31, 2013. .<br />

3. All participants in the Under 13 years of age must be 13 years of age or under as of<br />

December 31, 2013.<br />

4. Team composition will be open and a team may consist of male, female or any<br />

combination.<br />

5. All games will be 8 ends with a 1 hour and 55 minute bell.<br />

6. The Cresting standards is NOT in effect.<br />

Spares<br />

1. Spares are allowed. Spares must register with the event representative prior to playing.<br />

Spare must meet the age requirements.<br />

2. Following the registration of their four players, should a player be unable to play due to<br />

extenuating circumstances (injury, illness) the team will be permitted to use up to two<br />

eligible spares or have the option of continuing with the remaining three players. A<br />

spare is a temporary player who may play the position of the missing player or lower.<br />

Time Outs<br />

1. Time outs will consist of one 1 minute time out for the first 4 ends, a three minute 4 th<br />

end break and two 1 minute time out for the last 4 ends in all games.<br />

Long Term Athletes Development<br />

Please refer to Long Term Athlete Development section in the Youth Winter Spiel on page 9.<br />

The same format will be emphasized in this event.<br />

<strong>Manitoba</strong> Games (U18)<br />

The divisions and eligibility of the spiel will be:<br />

1) Junior Women 17 (seventeen) years of age as of December 31 st the year prior to the<br />

<strong>Manitoba</strong> Games (2013). Born 1996 or later.<br />

2) Junior Men 17 (seventeen) years of age as of December 31 st the year prior to the<br />

<strong>Manitoba</strong> Games (2013). Born 1996 or later.<br />

3) Mixed Doubles (1 female and 1 male) 17 years of age as of<br />

December 31 st the year prior to the <strong>Manitoba</strong> Games. Born 1996 or later.<br />

Athletes may participate in two categories.<br />

Qualifying<br />

Qualifying events will be held in each sport region for all 3 divisions on the same weekend.<br />

Rules<br />

1. Participants must meet eligibility rules as outlined in the General Rules of the 2014<br />

PowerSmart<strong>Manitoba</strong> Games<br />

2. All <strong>Curl<strong>Manitoba</strong></strong> rules for officiated play will be in effect.<br />

3. All other rules of the Canadian <strong>Curling</strong> <strong>Association</strong> will be in effect.<br />

4. All competitors must meet the age requirements.<br />

5. Competitors can only compete for one provincial sport region. Teams must compete for<br />

the region in which they reside or regularly compete in. A release must be completed for<br />

athletes representing a region other than their region of residence.<br />

6. All games shall be eight ends unless a team concedes earlier.<br />

7. Games tied after eight ends of play shall continue in extra ends until a winner is<br />

declared.<br />

8. A one hour and fifty-five minute bell will be used after the start of each game. Teams<br />

will finish the end they are playing and play one more. An end is considered complete<br />

(and the next end is considered in progress) when the final stone of the end has<br />

reached the nearer tee line.<br />

Time Outs<br />

Two one-minute time outs and a two-minute coaching break will be allowed at the conclusion of<br />

the fourth end.<br />

Coaches<br />

1. The coach must be a minimum of 21 years of age as of January 1, 2014. The coach<br />

must have a minimum of Level 2 Certification OR Competition coach Certification no<br />

later than 30 days prior to the start of the Games.<br />

2. Coaches must complete the online Making Ethical Decisions Evaluation no later than 30<br />

days prior to the start of the Games.<br />

Managers<br />

Manager must complete the online Respect in Sport program no later than 30 days prior to the<br />

start of the Games and be 21 years of age as of January 1, 2014.<br />

TEAM COMPOSITION<br />

Junior Women: 4 female 1 coach 1 manager<br />

Junior Men: 4 male 1 coach 1 manager<br />

Mixed Doubles: 1 female 1 male 1 coach<br />

The coach OR the manager must be of the same gender for a team to meet the requirements<br />

for accommodations in the athletes’ village. A region may not send an additional staff person.<br />

Format<br />

Pools will be named no later that February 15, 2014.<br />

Page Playoff<br />

1) Two teams from each pool will advance to the playoff round. The playoff round shall be<br />

either a page playoff or a single knock-out playoff as specified in the rules of the<br />

competition.<br />

2) The teams ranked first in each pool will compete with the winner advancing to the final<br />

and the loser competing in the semi-final.<br />

3) The teams in second place in the Round Robin will compete with the winner advancing<br />

to the semi-final.<br />

4) Once a team makes their color selection and declares it to the Umpire the choice cannot<br />

be altered.<br />

Ranking Series<br />

3 rd Div 1 vs. 3 rd Div 2<br />

4 th Div 1 vs. 4 th Div 2<br />

If three teams are tied, two playoff games are required of which one team will receive a bye<br />

into the final playoff game. A win/loss record of the tied teams will determine the bye. If<br />

teams are still tied, a skill based ranking system will be used.<br />

MANITOBA OPEN (Bonspiel with a Berth )<br />

Rules<br />

1. Items contained in the <strong>Curl<strong>Manitoba</strong></strong> <strong>Manitoba</strong> Open Rules will take precedence over the<br />

<strong>Curl<strong>Manitoba</strong></strong> General Rules.<br />

2. Teams competing for Provincial Berths must also comply with all eligibility rules required to<br />

compete in the Safeway Championship. Members of teams not complying with the eligibility<br />

rules shall be ineligible for berths or qualifiers for Provincial Berths. An ineligible member of a<br />

team makes the whole team ineligible.<br />

3. No team member additions or substitutions will be permitted after the commencement of the<br />

bonspiel. (Club certified replacements will be accepted by the <strong>Curl<strong>Manitoba</strong></strong> Office until the<br />

Official bonspiel start time.)<br />

4. Spares will be allowed in the bonspiel, so long as they are not a registered member of a<br />

team in either the Open Bonspiel OR the HalfSpiel. However, when teams reach the 16‟s of the<br />

three „berth-qualifying‟ events (Asham, Free Press, Safeway-Lucerne) – spares are NO longer<br />

allowed. Teams must play from that point forward in the bonspiel with registered team players<br />

and will be expected to sign a competitors game card to verify eligibility.<br />

5. All games will be 8 ends. A bell will be rung at 1 hours and 55 minutes indicating that the<br />

end in progress shall be completed and one more shall be played. An end is considered<br />

complete (and the next end is considered in progress) when the final stone of the end has<br />

reached the delivery-end tee line. Unless specified, a game may be conceded at any time. In<br />

the event of a tie, the game is to proceed until a point is scored to decide the winner.<br />

6. In all games where six ends or more have been played and play cannot be continued due to<br />

ice conditions and/or problems within the building, such as power failure, condensation falling<br />

etc, and subject to approval of the umpire and the Bonspiel Chairperson, the game shall be<br />

considered a completed game. All games called prior to the completion of the sixth end shall be<br />

MANITOBA OPEN HALFspiel<br />

Rules<br />

1. Items contained in the <strong>Curl<strong>Manitoba</strong></strong> <strong>Manitoba</strong> Open Halfspiel Rules will take precedence over<br />

the <strong>Curl<strong>Manitoba</strong></strong> General Rules and the <strong>Manitoba</strong> Open rules.<br />

2. Spares will be allowed in the bonspiel, so long as they are not a registered member of a<br />

team in either the Open Bonspiel OR the HalfSpiel.<br />

3. All games will be 8 ends. A bell will be rung at 1 hours and 55 minutes indicating that the<br />

end in progress shall be completed and one more shall be played. An end is considered<br />

complete (and the next end is considered in progress) when the final stone of the end has<br />

reached the delivery-end tee line. Unless specified, a game may be conceded at any time. In<br />

the event of a tie, the game is to proceed until a point is scored to decide the winner.<br />

4. In all games where six ends or more have been played and play cannot be continued due to<br />

ice conditions and/or problems within the building, such as power failure, condensation falling<br />

etc, and subject to approval of the umpire and the Bonspiel Chairperson, the game shall be<br />

considered a played game. All games called prior to the completion of the sixth end shall be<br />

declared no contest and replayed. This rule shall not apply to games where two penalty points<br />

have been awarded due to a team being late.<br />

COACHING<br />

REQUIREMENTS<br />

1. 21 Years of Age (a minimum of 21 years of age at the time of the competition)<br />

Training for any events leading up to and including Provincial Championship<br />

3. NCCP Certified Level 2 OR Certified Competition Coach for all Junior Provincial<br />

4. Making Ethical Decisions On-Line Evaluation<br />

5. Respect in Sport Certification<br />

6. Criminal Record check for Junior Provincial Championship<br />

7. Child Abuse Registry Screening for Junior Provincial Championships<br />

8. Exception: Youth Winter Spiel and Youth Spring Spiel<br />

i. Respect in Sport Certification is mandatory.<br />

ii. Prior to the start of competition teams may register a Coach/Adult Supervisor.<br />

Certification is not required. However, completion of Club coach OR<br />

Competition Coach Trained is STRONGLY RECOMMENDED.<br />

RULES<br />

1. A coach may coach either one junior men‟s or one junior women‟s team during<br />

events leading up to and including the provincial championships in a given<br />

season.<br />

2. An assistant coach may be registered for all junior events leading up to and<br />

including the provincial championship.<br />

The assistant coach must meet all of the coaching requirements.<br />

The assistant coach will be allowed access to the team ONLY when the coach is<br />

absent for an entire game.<br />

The coach and assistant coach are NOT interchangeable during any one game.<br />

3. Each team participating in the Junior Provincial Championship must register a<br />

Certified Level Two coach or a Certified Competition Coach for the Championship.<br />

4. At all Junior Provincial Championships coaches must be in the facility when their<br />

team is playing. Failure to have a coach present at any game either in its entirety<br />

or for any part of the game will mean the team loses time-out privileges for that<br />

entire game.<br />

TIME OUTS<br />

1. Two one-minute coaching breaks are permitted in all games leading to a berth in a<br />

Provincial Championship. (NOTE: This rule WILL NOT apply in <strong>Manitoba</strong> Open)<br />

2. One additional 1-minute time out per team is allowed in an extra end. Time outs not<br />

used during regulation play may not be carried over to extra ends.<br />

The 1-minute time out will commence when the team calling the time out begins any<br />

discussion with the coach. The time out is complete at the end of 1 minute OR once<br />

the Coach/Team calling the time out has finished communication. The Coach/Team<br />

that did not call the time out shall exit the playing surface.<br />

3. There will be a five-minute 5 th end break in all junior competitions awarding a berth<br />

into the junior Provincial Championship.<br />

4. Exception: Youth Winter Bonspiel and Youth Spring Bonspiel<br />

Time outs will consist of one 1 minute time out for the first 4 ends, a three minute 4 th<br />

end break and two 1 minute time out for the last 4 ends in all games.<br />

5. Coaches must attempt to notify the Umpire or timer to call a time out and should<br />

endeavor to notify their opposing coach.<br />

6. At unofficiated events a coach will be given a maximum of 20 (twenty) seconds to<br />

access their team.<br />

7. All time-outs including the 5 th end break will take place in the ice area. Competitors<br />

are to leave the ice area for necessities only.<br />

8. Either a player or a coach may call a Time Out. Consultation is not permitted.<br />

9. The coach/team that called the time out may access the playing surface with their<br />

coach; the coach must stay within two feet of the sideboards or backboards. The<br />

coach may position themselves behind the back line or between the hog lines within<br />

2 feet of the sideboards. The team that did not call the time out may communicate<br />

with their coach at the home end and shall not access the playing surface. A coach<br />

may not enter the house or the playing surface at anytime.<br />

10. The time out is complete once the Coach/Team calling the time-out has finished<br />

team communication. The coach/team that did not call the time out shall exit the<br />

playing surface.<br />

11. Only the coach may meet with their players during a timeout. Fifths may access the<br />

ice only at the 4 th /5 th end break.<br />

12. The coach and any team member cannot be the same person.<br />

13. Should the team winning a Provincial Championship not have an eligible Coach for<br />

the Canadian Championship, <strong>Curl<strong>Manitoba</strong></strong> will assist the team in attaining a coach.<br />

14. At Provincial Championships each coach will be entitled to one - one (1) minute fair<br />

play time out to provide an opportunity to diffuse a negative situation regarding one<br />

of their player's on-ice behavior. This time out will be governed by the Umpire on<br />

duty.<br />

FIFTH PLAYER AND/OR SIXTH PLAYERS<br />

FIFTH PLAYERS<br />

For all <strong>Curl<strong>Manitoba</strong></strong> events leading up to and including Provincial Championships:<br />

1. A fifth player may be registered prior to the event.<br />

2. NO SPARES ARE ALLOWED.<br />

Exception: Spares are allowed from the spare pool at Provincial Championships<br />

only.<br />

3. The players on the ice must be four of the five players listed on the team<br />

entry/registration form. The registered Fifth player may play any position in any<br />

game.<br />

4. In addition, teams qualifying for the six 16-team <strong>Manitoba</strong> Provincial Championships,<br />

the 32-team Safeway Championship, or the Senior Women‟s Open Championship and<br />

the Master Women‟s Open Championship may identify a fifth player as a team<br />

member with competition privileges as outlined in the CCA Rules of Officiated Play.<br />

Fifth players may access the ice during the fifth end break. Fifth players must be<br />

identified prior to the start of an event and 7 days prior to a Provincial Championship.<br />

5. Fifth players must maintain the eligibility of the team.<br />

6. Fifth players will not receive berth winner crests, trophies, or a complimentary<br />

banquet ticket.<br />

7. Following the registration of their four players plus a fifth player for the Sport Region<br />

Qualifiers, or following the registration of four players plus a Fifth Player for Berth<br />

Bonspiels and Bonspiels with a Berth, and at any level, should a player be unable to<br />

play due to extenuating circumstances (injury, illness, employment, coaching at<br />

another sanctioned event, etc.) the team will continue with the remaining three/four<br />

players. The exception to three person teams will be in mixed competitions where<br />

four players are required.<br />

8. In championship events in which a pre-event practice is permitted, a Fifth Player may<br />

participate in the team‟s designated pre-event practice.<br />

9. In all events in which a pre-game practice is permitted, a fifth player may participate<br />

in the pre-game practice.<br />

SPARE PLAYER<br />

1. A spare is a player named in the Spare Pool at all Provincial Championships. This is a<br />

temporary player who may play the position of the indisposed player or lower. The<br />

spare list is approved by <strong>Curl<strong>Manitoba</strong></strong> prior to the Provincial Championships.<br />

2. The spare pool members must be eligible players from the Sport Region in which the<br />

Provincial Championship is being hosted.<br />

REPLACEMENT PLAYERS<br />

1. Upon moving to another level, a team may be permitted to replace a player, should a<br />

player be unable to play due to extenuating circumstances (injury, illness,<br />

employment, coaching at another sanctioned event, etc.). A replacement player<br />

becomes a permanent registered member of the team and may play any position.<br />

The replacement player must meet all eligibility rules of the competition and must<br />

have done so prior to the commencement of the competition in which the team<br />

qualified. The replacement is required to purchase a CCA Competitor‟s Card.<br />

<strong>Curl<strong>Manitoba</strong></strong> office must be advised in writing of any replacement. A team with a<br />

replacement player must be comprised of at least 3 of the 4 (or 5) original players.<br />

MIXED<br />

1. Mixed Teams may name a Fifth & Sixth Player – one of each gender, for the<br />

Provincial Championship. All Fifth & Sixth Players must purchase a CCA Competitor<br />

Card prior to the beginning of the championship.<br />

2. If a player in any berth bonspiel or provincial championship is unable to continue to<br />

play due to illness or other extenuating circumstance, after the game commences,<br />

the team may continue to play any end already commenced with three players. Any<br />

stone yet to be thrown by the absent player in that end will be thrown by the<br />

remaining player of the same gender. Upon completion of the end fifth/sixth or a<br />

spare from the spare pool may be used. If for any reason a spare is not available,<br />

the team may continue with three players. The first two players will each throw three<br />

stones for the remainder of the game or until such time as a spare is available. The<br />

throwing sequence must continue to alternate as to gender.<br />

(i.e. if a female third is unable to continue the male second shall throw the first<br />

three stones, the female lead shall throw the next three stones and the male skip<br />

shall throw the final two stones.)<br />

3. In all cases, a replacement shall be of the same gender as the absent player.<br />

ELIGIBILITY (all Championships)<br />

GENERAL ELIGIBILITY<br />

1. Players who have already secured a provincial berth are ineligible for the Sport<br />

Region Qualifiers and Berth Bonspiels but may compete in Bonspiels with a Berth.<br />

2. Each competitor must meet all eligibility conditions as established by <strong>Curl<strong>Manitoba</strong></strong>.<br />

3. Each competitor shall adhere to the <strong>Curl<strong>Manitoba</strong></strong> residency policy.<br />

The policy can be found at www.curlmanitoba.org/policies.<br />

4. All players must be members in good standing of a member <strong>Manitoba</strong> Club, which is<br />

in good standing with <strong>Curl<strong>Manitoba</strong></strong> to compete in the Sport Region Qualifiers, Berth<br />

Bonspiels and Provincial Championships. Players who are not members of a member<br />

club may participate in Bonspiels with a Berth if they meet all other eligibility<br />

requirements.<br />

5. The verification of the age of all members of the team is the responsibility of the<br />

team authorized signatory.<br />

6. All four (4) or five (5) competitors registered on a team must be members of the<br />

same <strong>Curl<strong>Manitoba</strong></strong> member Winnipeg club or members of any <strong>Curl<strong>Manitoba</strong></strong> rural<br />

member club within the same Sport Region.<br />

Exceptions to #4:<br />

Junior: A team is comprised of four (4) or five (5) players who wish to register<br />

through a school must all be registered students at the same school by October<br />

1, 2013.<br />

<strong>Manitoba</strong> Games (U18): A team is comprised of four (4) or five (5) players<br />

who reside in the same sport region and are a member of a <strong>Curl<strong>Manitoba</strong></strong><br />

member club. One player per team may apply for an exemption of residency.<br />

Senior Women & Master Women: All four (4) or five (5) competitors on a<br />

team shall not necessarily come from one club, but may be chosen from any club<br />

within their Sport Region. All City of Winnipeg affiliated clubs constitute one<br />

Sport Region for entry purposes.<br />

Mixed: Each team must have two male players and two female players and<br />

they must play in alternate positions. Each team must consist of four players in<br />

all games played at all levels. Games will not commence with three players. A<br />

minimum of two players of the team shall be members in good standing of the<br />

same member curling club in <strong>Manitoba</strong> and the team must enter through and<br />

represent the club of those two players. All other players must be members of<br />

an affiliated curling club in <strong>Manitoba</strong>. All four (4), five (5) or six (6) players of the<br />

team must be accepted by the curling club they are entering out of as a team<br />

representing that club prior to the start of play at any level. The skip and vice<br />

skip shall be of opposite gender and one of these two individuals shall deliver the<br />

final two stones of the end for their team.<br />

7. Athlete verification shall be as shown on the list of members of the club for the<br />

current season filed with CURLMANITOBA.<br />

8. If a team is declared ineligible after securing a provincial berth, then the team cannot<br />

compete in the Provincial Championship by dropping the ineligible member(s). They<br />

are simply not eligible and the entire team will be replaced.<br />

9. All provincial participants must sign and submit a <strong>Curl<strong>Manitoba</strong></strong> Participation<br />

Agreement and a <strong>Curl<strong>Manitoba</strong></strong> Cresting Agreement seven (7) days prior to the<br />

Provincial Championship.<br />

a. Seven Days is PRIOR TO NOON from the start of the Pre-Event Practice. (I.e.<br />

if the pre-event practice is Wednesday the agreements are due the week<br />

prior on the Tuesday)<br />

b. If a team does not submit the two agreements seven (7) days prior to the<br />

Championship, <strong>Curl<strong>Manitoba</strong></strong> will name an alternate team.<br />

10. In the event of a Berth Winner Team not being able to compete at a Provincial<br />

Championship, <strong>Curl<strong>Manitoba</strong></strong> will name an alternate team.<br />

AGE REQUIREMENTS<br />

<strong>Manitoba</strong> Games (U18)<br />

Each competitor shall be a maximum of 17 years of age on December 31st of the year prior to<br />

the National Championship (born 1996 or later).<br />

Junior<br />

Each competitor shall be a maximum of 20 years of age on December 31st of the year prior to<br />

the National Championship (born 1993 or later).<br />

Women‟s/Men‟s/Mixed<br />

Each competitor shall be nineteen (19) years of age or older on December 31st of the year prior<br />

to the National Championship (born 1994 or before).<br />

Senior Women/Men<br />

Each competitor on a team must be fifty (50) years of age or older on December 31 st of the<br />

year prior to the Canadian Senior‟s Championship (born 1963 or earlier).<br />

Master Women/Men<br />

Each competitor on a team must be sixty (60) years of age or older on December 31 st of the<br />

year prior to the Canadian Senior‟s Championship (born 1953 or earlier).<br />

CCA COMPETITOR FEES<br />

1. All team members (4) must submit the current season‟s competitor fee to<br />

<strong>Curl<strong>Manitoba</strong></strong>.<br />

2. All team members (4) must have paid a competitor fee prior to the start of a<br />

competition to maintain eligibility.<br />

3. A Team winning a Provincial Berth through a Bonspiel with a Berth must pay the CCA<br />

Competitor Fee immediately after accepting the berth.<br />

4. Fifth players must pay a CCA Competitor Fee immediately after the team is awarded<br />

a Provincial Berth.<br />

5. Athletes competing in Junior Competitions or the <strong>Manitoba</strong> Games are exempt from<br />

paying the competitor card fee for the 2013-2014 season.<br />

6. Master Competitors must either have paid a CCA Competitor Fee OR a <strong>Curl<strong>Manitoba</strong></strong><br />

Masters Fee.<br />

NOTE:<br />

All Competitor Fees MUST be purchased through the <strong>Curl<strong>Manitoba</strong></strong> office.<br />

QUALIFYING FOR PROVINCIAL CHAMPIONSHIPS<br />

1. Teams competing for Provincial Championship berths through bonspiels will be subject<br />

to bonspiel rules.<br />

2. All berth bonspiels, sport region Qualifiers and bonspiels with a berth will use a semimodified<br />

double knock out draw with a qualifier based on the number of teams<br />

competing. <strong>Curl<strong>Manitoba</strong></strong> reserves the right to alter any draw format.<br />

3. It is the sole responsibility of every team member to ensure the club they are<br />

representing has submitted their name to <strong>Curl<strong>Manitoba</strong></strong> no later than<br />

December 5, 2013. Any individual not on the club’s membership list will be<br />

deemed ineligible.<br />

4. All entries are the sole responsibility of the “signature of approval” on the entry form.<br />

This person is the only person authorized to alter an entry, therefore maintaining the<br />

team‟s eligibility affirmation.<br />

5. A team may register 5 players. During the bonspiel or the sport region qualifier only the<br />

5 registered players may compete and the 5 players can play any position.<br />

6. NO SPARES ALLOWED.<br />

7. 30 minutes prior to all games in any <strong>Curl<strong>Manitoba</strong></strong> competition (Sport Region Qualifiers<br />

and Berth Bonspiels), the team MUST submit a completed and signed line up card and<br />

give to the designated person. The penalty for not submitting the card is loss of<br />

hammer in the first game the team has earned the hammer. Failure may also result in<br />

making a team ineligible. During Provincial competition line up cards will only be<br />

changed when there is a player change.<br />

8. Notification of the draw and event rules will come by email from the <strong>Curl<strong>Manitoba</strong></strong> office.<br />

9. No payouts will be awarded at Sport Region Qualifiers and Berth Bonspiels.<br />

10. Pre-game practice ice shall be provided during Sport Region qualifiers and berth<br />

bonspiels. Each team will have a 5 minutes practice on the sheet they will play on - or<br />

may throw 8 stones down and back – whichever is the lesser. If a team is not present<br />

for the coin toss they will be deemed to have lost the toss. Based on the coin toss,<br />

teams will have choice first practice or last practice. First practice will begin at 20<br />

minutes prior to game time. A bell will ring to signify the beginning and conclusion of<br />

each practice session allowing for teams to switch over. A named fifth player may<br />

participate in the pre-game practice.<br />

11. The hammer will be determined by a draw to the house by one player at the completion<br />

of the team‟s practice.<br />

Exception: All junior events will use the a coin toss 20 minutes prior to the<br />

game; the choice of last practice or hammer will be determined.<br />

12. All Sport Region Qualifiers and Berth Bonspiels will be seeded by the teams that have<br />

entered the event. The teams will have from Friday until Monday NOON turnaround<br />

time to respond with their seeds. TEAMS WILL NOT SEED THEMSELVES.<br />

13. At any Sport Region Qualifier and Berth Bonspiel with more than one spot the bonspiel<br />

will be declared complete once the spots are declared. (For example, the junior berth<br />

bonspiel has 2 spots so there will be no final game.)<br />

14. All Sport Region Qualifiers and berth bonspiel games will use a 2 hour 15 minute bell<br />

and will be ten end games. An end is considered complete (and the next end is<br />

considered in progress) when the final stone of the end has reached the throwing end<br />

tee line. Unless specified, a game may be conceded at any time. In the event of a tie at<br />

the conclusion of play, play shall be continued without changing the rotation of play<br />

(end the stones are thrown to) for such additional end or ends as may be required to<br />

decide the winning team. However, the losing skip may; at any time declare the game<br />

conceded.<br />

a. Exception: Master Men‟s Events<br />

Senior Men‟s Events<br />

<strong>Manitoba</strong> Open<br />

All games will be 8 ends. A bell will be rung at 1 hour and 55<br />

minutes indicating that the end in progress shall be completed<br />

and one more shall be played.<br />

15. In all Sport Region and berth bonspiel games, teams shall throw the designated color of<br />

stone. The team at the top of the draw shall throw the color at top of the scoreboard.<br />

16. The A side winner in an A/B final will have choice of color. Teams will play with stones<br />

as assigned and no rocks may be moved or changed unless permission has been<br />

received from the Event Representative or Chairperson.<br />

17. Commercial advertising may be worn on the apparel of participants during Berth<br />

Bonspiels and Sport Region Qualifiers provided it is deemed to be in good taste and not<br />

in direct conflict with provincial sponsors of the event.<br />

SPORT REGION QUALIFYING<br />

1. Prior to the start of competition every member of the team must meet all eligibility<br />

requirements.<br />

2. Sport Region play referred to herein does not include nor pertain to any bonspiel that<br />

leads to a Provincial Championship berth.<br />

3. To the extent practical (as defined below), teams will be expected to defeat at least<br />

one other team to qualify as a Sport Region representative in the respective<br />

Provincial Championship. Pairing Sport Regions will be in such a manner that no<br />

team will be able to advance to a Provincial Championship without playing a game.<br />

(For example, if 2 Sport Regions are paired and each sport region has 1 team entry<br />

then 1 spot will be removed and the 2 teams will play for 1 provincial berth). To<br />

accomplish this, each Sport Region will be „paired‟ with a neighboring Sport Region.<br />

Exception: Norman Region<br />

4. <strong>Curl<strong>Manitoba</strong></strong> Sport Region pairs for all championships will be:<br />

• Parkland and Westman<br />

• Interlake and Eastman<br />

• Central and Winnipeg<br />

• Norman will NOT be required to pair up (due to geographical locations)<br />

5. Region make-up is the sole responsibility of <strong>Curl<strong>Manitoba</strong></strong>. Member clubs by Sport<br />

Region can be found on pages 39-45.<br />

6. <strong>Curl<strong>Manitoba</strong></strong> will be responsible for coordinating the Sport Region playoff in the case<br />

of one-entry Sport Regions OR for the transfer of the Sport Region berth to the „pair‟<br />

Sport Region in the case of zero-entry Sport Region. The <strong>Curl<strong>Manitoba</strong></strong> Sport Region<br />

Qualifiers will be held on the specified dates throughout <strong>Manitoba</strong>. The dates are<br />

published on the Calendar of Events. No Exceptions allowed.<br />

‣ If in the case of one-entry each in the paired Sport Regions in <strong>Manitoba</strong>, one<br />

berth will be awarded and the other berth will go to the Sport Region with the<br />

highest participation ratio.<br />

‣ If Winnipeg Sport Region entries fall below 3, the number of Sport Region<br />

berths in the initial playoff will be reduced to one. The berth will go to the<br />

Sport Region with the highest participation ratio.<br />

‣ If there is no entry in Norman Sport Region, the berth will go to the Sport<br />

Region with the highest participation ratio.<br />

BERTH BONSPIEL QUALIFYING<br />

1. Prior to the start of competition every member of the team must meet all eligibility<br />

requirements.<br />

2. Teams playing in the qualifying round of all berth bonspiels must maintain eligibility<br />

requirements to proceed to the Championship.<br />

BONSPIEL WITH A BERTH QUALIFYING<br />

1. <strong>Manitoba</strong> Open Berths will be awarded through specific events.<br />

2. <strong>Curl<strong>Manitoba</strong></strong> Senior Men‟s Bonspiel Berth will be allocated to the highest eligible team in<br />

the Bonspiel qualifying round.<br />

3. There will be no practice time allotted for bonspiels with a berth.<br />

4. Bonspiels with a berth will not be seeded.<br />

5. Teams competing in a bonspiel with a berth shall be subject to the rules of the Bonspiel<br />

and:<br />

i. the eligibility rules for a team to win a berth, and<br />

ii. If a team that is ineligible to win a berth progresses to a berth winning position in<br />

the bonspiel, the berth shall be awarded to an eligible team. All eligible teams that<br />

lose in any berth winning game shall be entitled to participate in a playoff for any<br />

berths that are thus created. The intent is that ineligible or qualified teams cannot<br />

The Championship will be played from Thursday afternoon practice to the completion of<br />

the event Sunday evening.<br />

CURLMANITOBA PROVINCIAL CHAMPIONSHIPS<br />

PROVINCIAL GAME TIME OPERATION<br />

1. All Provincial Championship games will use time clocks.<br />

2. Timing will be thinking time. The game time allotted to each team to complete 10<br />

end games shall be 40 minutes per team. The game time allotted to each team for 8<br />

ends shall be 32 minutes per team.<br />

3. Extra ends will be allotted 5 minutes.<br />

4. The clock shall start once the house and playing area is turned over to the<br />

opposition. The clock will continue to run until the player delivering the stone<br />

crosses the delivery end T-line.<br />

5. The time allotted between ends to clear the house shall be 1 minute commencing<br />

once the last stone of the end comes to rest OR crosses the back line. If a measure<br />

is required the umpire will stop the clock to be able to measure.<br />

6. Each team will be allowed 2-one minute time outs per game excluding extra end(s).<br />

Extra ends will be allotted 1-one minute time out per team.<br />

7. During an end the team or coach whose clock is running may call a time out or the<br />

team delivering first may call a time out between ends to commence at the<br />

completion of the break between ends.<br />

8. The umpire or <strong>Curl<strong>Manitoba</strong></strong> representative will determine the maximum amount of<br />

time necessary for a coach to access their team. Two times will be determined, one<br />

for the home end and one for the away end. The coaches will be notified of the set<br />

time. The one minute time out will start immediately when a coach reaches their<br />

team OR when the set time is completed.<br />

CRESTING STANDARDS and DRESS CODE AT CHAMPIONSHIPS<br />

For the 2013-2014 season <strong>Curl<strong>Manitoba</strong></strong> has two cresting options. Option 1 parallels the<br />

traditional cresting standards while option 2 provides a team with the opportunity to wear their<br />

bonspiel attire under defined conditions.<br />

At the Provincial Championships the following shall apply to all team personnel including<br />

coaches and Fifth Players when on the ice surface either during play, time-outs or practice.<br />

The Dominion Championship is exempt from the cresting standards.<br />

OPTION 1: Standard Sponsorship Procedure<br />

1. At the Provincial Championships the following shall apply to all team personnel<br />

including coaches and Fifth Players when on the ice surface either during play, timeouts<br />

or practice.<br />

2. No commercial advertising on apparel or equipment will be permitted during any<br />

Provincial Championship except the following:<br />

a) Team sponsor crests are allowed on team apparel at all Provincial<br />

Championships. However, Event Title Sponsor crests and Presenting Sponsor<br />

crests (if provided) must be worn when any Team Sponsor crests are worn.<br />

b) A participant may choose not to wear Title and Presenting Sponsor crests. In this<br />

case, however, NO team sponsor cresting shall be worn.<br />

c) TEAM SPONSOR CRESTING may be worn on the sleeve (between the shoulder<br />

and elbow) and shall cover an area that is, in total, a maximum of 4” (10cm) tall<br />

and a maximum of 4” (10cm) wide. TEAM SPONSOR CRESTING on the sleeve of<br />

each player may be different and may represent more than one sponsor.<br />

d) TEAM SPONSOR CRESTING may be worn on the back and shall cover an area<br />

that is no larger than 8 inches wide and 4 inches deep. The crest must appear<br />

WITHIN 5 inches of the neck seam (the bottom edge of the crest may be no<br />

more than five inches from the neck seam) OR WITHIN 5 inches of the<br />

hem (the top edge of the crest may be no more than five inches from<br />

the hem).<br />

TEAM SPONSOR CRESTING on each player may be different but can only display<br />

one sponsor per jacket.<br />

e) TEAM SPONSOR CRESTING shall not be in conflict with the Event Title Sponsor<br />

or any other sponsors <strong>Curl<strong>Manitoba</strong></strong> deems to be in conflict<br />

f) TITLE SPONSOR CRESTS (if provided) shall be worn on the left chest and clearly<br />

visible whenever the team‟s sponsor crest is visible. This area is reserved.<br />

g) PRESENTING SPONSOR CRESTS (if provided) shall be worn on the right chest<br />

and clearly visible whenever the team‟s sponsor crest is visible. This area is<br />

reserved.<br />

h) Any garment that covers the event title sponsor crests while leaving the team<br />

sponsor crest visible is unacceptable.<br />

i) Title Sponsor crests earned by the participant in a previous year(s) may be worn<br />

on the left chest at the current year championship sponsored by the same title<br />

sponsor.<br />

j) Title and Presenting Sponsor Crests from any current year championship may be<br />

worn at any other championship (if the space on the chest is available because<br />

no Title/Presenting Sponsor Crests are provided for the second championship)<br />

k) CURLMANITOBA SPORT REGION & BERTH BONSPIEL CRESTS may be worn on<br />

the sleeves, below team sponsor cresting, or on the right chest if no Presenting<br />

Sponsor Crest is provided.<br />

l) It is NOT mandatory to wear the CURLMANITOBA CRESTS.<br />

m) It is NOT permissible to cover unacceptable cresting or advertising with duct<br />

tape (or other similar products)<br />

n) GARMENT MANUFACTURER‟S LOGOS may be of various dimensions but shall be<br />

no more than 2 in 2 (13cm 2 ) in total area.<br />

o) GARMENT MANUFACTURER‟S LOGOS may appear no more than twice on any<br />

garment<br />

p) The individual participant‟s own name, the team‟s home club or home town, and<br />

cresting from a previous year‟s event recognizing the same title sponsor may be<br />

worn at any championship. No garment worn on the ice surface by athletes or<br />

coaches will display any other types of cresting, embroidery, screened or printed<br />

graphics or logos (except as defined above)<br />

q) HATS are permitted at all championships but shall not display any cresting,<br />

embroidery, screened or printed graphics or logos except that of the title<br />

sponsor, the previous year‟s event recognizing the same title sponsor, the team‟s<br />

home club or home town. Manufacturer‟s logos are permitted but shall be limited<br />

in size to no more than 2 in 2 (13cm 2 ) in total area. Hats must be worn peak<br />

forward or peak backward at all times.<br />

r) <strong>Curl<strong>Manitoba</strong></strong> cresting, and shirts or hats provided by <strong>Curl<strong>Manitoba</strong></strong> are<br />

permitted.<br />

s) If a garment or piece of equipment is deemed inappropriate, it shall not be<br />

allowed in the ice area.<br />

t) A player or team may be disqualified if one or more team members fail to comply<br />

with any dress code.<br />

OPTION 2:<br />

A Fee of $500 per team ($300 per junior team) can be paid to<br />

<strong>Curl<strong>Manitoba</strong></strong> for the following sponsorship recognition<br />

1. At the Provincial Championships the following shall apply to all team personnel<br />

including coaches and Fifth Players when on the ice surface either during play, timeouts<br />

or practice.<br />

2. The ONLY restriction on commercial advertising on apparel during any Provincial<br />

Championship will be the following:<br />

a) Team sponsor crests are allowed on team apparel at all Provincial<br />

Championships. However, Event Title Sponsor crests and Presenting Sponsor<br />

crests (if provided) must be worn when any Team Sponsor crests are worn.<br />

b) TEAM SPONSOR CRESTING shall not be in conflict with the Event Title Sponsor<br />

or any other sponsors <strong>Curl<strong>Manitoba</strong></strong> deems to be in conflict.<br />

c) TITLE SPONSOR CRESTS (if provided) shall be worn on the left chest and clearly<br />

visible whenever the team‟s sponsor crest is visible. This area is reserved.<br />

d) PRESENTING SPONSOR CRESTS (if provided) shall be worn on the right chest<br />

and clearly visible whenever the team‟s sponsor crest is visible. This area is ONLY<br />

reserved when applicable.<br />

e) Title Sponsor crests earned by the participant in a previous year(s) may be worn<br />

on the left chest at the current year championship sponsored by the same title<br />

sponsor.<br />

3. Any other sponsorship is allowed on any portion of the garments.<br />

4. To ensure that team sponsorship is not in conflict with <strong>Curl<strong>Manitoba</strong></strong> sponsorship it is<br />

the responsibility of the team to seek approval from <strong>Curl<strong>Manitoba</strong></strong> prior to each<br />

Provincial Championship.<br />

5. All sponsorship exemptions must be paid to the <strong>Curl<strong>Manitoba</strong></strong> office 7 days prior to<br />

any Provincial Championship.<br />

ALL TEAMS:<br />

1. No commercial advertising on apparel will be permitted during any Provincial<br />

Championships except as described in the <strong>Curl<strong>Manitoba</strong></strong> Dress Code Policy.<br />

2. Teams will not be permitted to transport and/or display on-ice any type of sponsorship<br />

signage in any <strong>Curl<strong>Manitoba</strong></strong> conducted events. Where applicable, cresting standards<br />

shall be in effect.<br />

3. Coaches must be dressed in black dress pants or black curling pants or pants that match<br />

the team‟s uniform to be allowed ice access.<br />

4. Teams will not be permitted to distribute promotional items to the fans while games are<br />

in progress.<br />

5. So as not to disturb other curlers, all electronic communication devices brought on-ice<br />

must be turned off prior to play beginning. This includes cellular telephones, electronic<br />

pagers, beepers, etc.<br />

6. Consumption of alcohol and tobacco products on-ice will not be permitted during<br />

Provincial Championship play.<br />

Permissible cresting is at the sole discretion of <strong>Curl<strong>Manitoba</strong></strong> Umpires<br />

All cresting and uniforms will be approved at the pre-competition<br />

practice.<br />

Provincial Rules<br />

1. The round robin draw shall be prepared by <strong>Curl<strong>Manitoba</strong></strong><br />

2. All games in Provincial Championships will be 10 ends with a minimum of 5 ends<br />

required. Any team defaulting a game in the Provincial Championships for other than<br />

extenuating circumstances (weather, multiple injury, etc) will be dealt with as follows:<br />

All members of that team will be disqualified from further play in that competition and<br />

will not be allowed to compete in any <strong>Curl<strong>Manitoba</strong></strong> sanctioned competition for the<br />

remainder of the season in which the default takes place.<br />

As well, all team members involved will not be allowed to participate in any <strong>Curl<strong>Manitoba</strong></strong><br />

sanctioned competition for the year (season) following the infraction.<br />

Exception: Senior Women, Senior Men, Master Women and Master Men Championships<br />

shall be 8 ends with a minimum of 4 ends required.<br />

3. At the Provincial Championship a coaching break of 5 minutes will be mandated after the<br />

fifth end in addition to two 1-minute time outs per team. One additional 1-minute time<br />

out per team will be allowed in an extra end. Time outs not used during regulation play<br />

may not be carried over to the extra ends.<br />

4. All 8 end games at the Senior and Master Championships shall have a 5 minute break<br />

after the fourth end. The 4 th end break will be at the discretion of the umpire.<br />

5. In all games, where play cannot be continued due to ice conditions and/or problems<br />

within the building; such as power failure, condensation falling, etc., and subject to<br />

approval of the Umpire and the <strong>Curl<strong>Manitoba</strong></strong> Competition Chairperson, play shall be<br />

resumed at the point of the last completed end. This rule shall not apply in games where<br />

the game has been declared due to a team being late.<br />

6. All competitors are expected to attend all meetings and Umpire functions associated with<br />

the Provincial Championship. Failure to have at least one player or the registered coach<br />

present at the pre-competition team briefing prior to the conclusion of roll call will result<br />

in loss of hammer in the first game of the competition in which last rock has been<br />

earned.<br />

7. A coach and any team member cannot be the same person.<br />

8. In all games of the competition a pre-game practice of seven (7) minutes will be<br />

provided, choice of last rock for the game will be determined by a draw to the button,<br />

which will occur at the conclusion of each team‟s pre-game practice.<br />

9. A player from the team, at the conclusion of the team practice shall throw a draw shot,<br />

which shall be measured by the Umpire. In the event of a tie, the Skill Based Ranking<br />

will be used as a tie breaker. Please refer to Skill Based Ranking on page 32.<br />

10. Each team member will be required to deliver a minimum of one (1) draw shot for last<br />

stone advantage.<br />

11. A team line-up card must be completed and presented to the Umpire at the time of the<br />

coin toss. A team that does not hand in the game roster will be required to do so prior<br />

to their team practice. If a team line-up has changed from the original line-up declared<br />

prior to the Championship, a team line-up card must be completed and presented to the<br />

Umpire.<br />

12. A minimum of 30 minutes before the draw, the teams shall toss a coin to determine the<br />

order of practice and rock colour. The winner of the toss shall have choice of second<br />

practice or stone colour.<br />

Game Ejection<br />

1) All athletes at any <strong>Curl<strong>Manitoba</strong></strong> must show respect for the game of curling.<br />

2) The Umpires at all Championship events are empowered to eject a player from a game<br />

for unsportsmanlike behavior of any kind including verbal abuse directed at anyone<br />

including team mates, opposition, volunteers or <strong>Curl<strong>Manitoba</strong></strong> representatives.<br />

3) There will be no warnings for any infraction.<br />

Senior Women and Master Women<br />

The Provincial Championship for Senior Women and Master Women shall be decided by an open<br />

entry bonspiel. The format will be determined by <strong>Curl<strong>Manitoba</strong></strong> after the entry deadline.<br />

Thirty-Two Team Modified Knock Out: Safeway<br />

The Safeway Provincial Championship shall be a thirty two (32) team modified double knockout<br />

draw. Eight (8) teams advancing to a semi modified double knockout qualifying round with four<br />

(4) teams advancing to the Safeway Four Championship page playoff round.<br />

For the Provincial Championship, all 32 teams will be ranked and seeded into the standard draw<br />

format (#1 vs. #32, #2 vs. #31, #3 vs. #30, etc)<br />

In all games of the competition leading up to the final eight, choice of last rock will be<br />

determined by a draw to the button which will occur at the conclusion of each team‟s pre-game<br />

practice. A player from the team, at the conclusion of the team practice shall throw a draw<br />

shot, which shall be measured by the Umpire. In the event of a team covering the pin, the team<br />

will conduct another draw shot using a different player until a draw shot can be measured.<br />

For the final eight, A - side winners will have the choice of last rock or rock colour for the first<br />

game. The team with last rock shall have first practice.<br />

In the final game the winner of Team 1 vs. Team 2 shall have choice of last rock and color. The<br />

team with last rock shall have first practice.<br />

The winner of the 1 vs. 2 game may practice for 30 minutes during the semi final on a<br />

Skill-Based Ranking<br />

1. The Skill based ranking shall be an accumulated number determined from the draw to<br />

the button stones for hammer at the conclusion of the pre-game practice.<br />

2. Both team‟s throws will be recorded at all times. If a team removes their stone prior to<br />

measurement the maximum of 185 cms will be allotted to the team.<br />

3. Each team member will be required to deliver a minimum of one (1) draw shot for last<br />

stone advantage. Four different players must participate in the SBR; if a five man team<br />

is declared only four players can participate.<br />

4. In all Championship events, for the first game of an event, if there should be a tie for<br />

last stone both teams shall throw another draw shot by a different player. The first draw<br />

will be added to the accumulated SBR.<br />

5. After the first draw the accumulated SBR will be posted and shall be used to determine<br />

last stone in case of a tie.<br />

6. The accumulated SBR (less the one worst of all attempts will be dropped) will be used<br />

for all tie breaker games.<br />

7. In the case of a tie in the Skill Based Ranking standings the teams tied will drop the<br />

second worst attempt to determine the team‟s placement. If still tied drop the third<br />

worst attempt and so on.<br />

Spare Pool<br />

All Championships will have a spare pool available to the teams. The spare pool is made up of<br />

competitive curlers from the Sport Region that the Championship is held in. Bios of the spares<br />

are available upon request.<br />

NOTE<br />

1. At the discretion of the <strong>Curl<strong>Manitoba</strong></strong> Umpire, teams will be allowed up to one half hour<br />

from the conclusion of their previous game to exercise their choice of last rock and/or<br />

color as outlined in the rules.<br />

2. There will be no ice time provided for selecting rock color or for selecting stones.<br />

3. Where two provincial championship finals are played concurrently in the same venue,<br />

the first event to select stones shall be determined by the Men‟s Championships<br />

choosing first in the odd years and the Women‟s Championships choosing first in the<br />

4. The <strong>Curl<strong>Manitoba</strong></strong> Event Representative in consultation with the umpire shall decide ice<br />

PROVINCIAL CHAMPIONSHIP TIE-BREAKERS AND<br />

Round Robin Tie-breaker<br />

1) Should two or more teams be tied for a playoff position, the team ranking and the<br />

structure of tie-breaker games shall be determined according to the Ranking Table for<br />

Tiebreakers. When three draws are required to complete the tie-breaking scenario,<br />

games will be 8 ends.<br />

team from any member club in <strong>Manitoba</strong>. This athlete will take part in all functions as a<br />

team member. The alternate player must be named at the time <strong>Curl<strong>Manitoba</strong></strong> declares<br />

WCF Rules for MIXED DOUBLES<br />

A Mixed Doubles team consists of two players (one male and one female)<br />

RULES<br />

1. Scoring is the same as in regular curling.<br />

2. Each game will consist of eight ends. If at the completion of the scheduled ends the<br />

score is tied, play shall continue for the extra ends required to determine the winning<br />

team.<br />

3. Each team shall receive 48 minutes of playing time for an eight-end game. When extra<br />

ends are required, the clocks will be reset, and each team shall receive 6 minutes of<br />

playing time for each extra end.<br />

4. Each team shall deliver five stones per end. The player delivering his/her team‟s first<br />

stone of the end must also deliver his/her team‟s last stone of that end. The other team<br />

member shall deliver the team‟s second, third and fourth stones for that end. The player<br />

delivering the first stone can change from end to end.<br />

5. No stone, including those in the house, can be removed from play prior to the delivery<br />

of the fourth stone of an end. If there is a violation, the delivered stone shall be<br />

removed from play, and any displaced stone(s) shall be replaced to their original<br />

position by the non-offending team.<br />

6. Prior to the start of every end, one team shall instruct the game umpire to place their<br />

team‟s stationary stone (1), and their opponent‟s stationary stone (1), in either position<br />

A or B:<br />

A A stone bisecting the centre line, midway between the hog line and the front of<br />

the house; or<br />

B A stone on the back half of the button, bisecting the centre line and touching<br />

the tee line.<br />

7. The team having the decision on the placement of the stationary stones shall be:<br />

(a) Unless predetermined, the teams opposing each other in the game shall use a<br />

coin toss to determine which team has the decision in the first end.<br />

(b) Following the first end, the team that lost the end will have the decision on the<br />

placement.<br />

(c) If an end is blanked, the team that did not deliver the last stone in that end<br />

shall have the decision on placement in the next end.<br />

8. The team whose stationary stone is placed in the position in front of the house shall<br />

deliver first in that end, and the team whose stationary stone is placed in the house<br />

shall deliver the second stone of that end.<br />

9. Prior to the start of every game at WCF competitions, each team shall be allowed a 5<br />

minute warm-up period on the sheet on which they will be playing. The team delivering<br />

the last stone in the first end shall practice first.<br />

DOMINION CURLING CLUB CHAMPIONSHIP<br />

National Championship Eligibility<br />

The Dominion <strong>Curling</strong> Club Championship Eligibility Requirements 2014<br />

The Dominion organizers trust that all participants will respect the intent of this championship<br />

which is for curling clubs to engage their members to participate in a club championship to<br />

represent the curling club. The event is formulated for true club curlers, not elite, past or<br />

present. The objective is to support the development of curling across Canada. They keep this<br />

objective in mind in setting eligibility requirements and on-ice rules, including CCA Rules of<br />

<strong>Curling</strong> for General Play. The Dominion reserves the right, in its sole discretion, to exclude any<br />

team that violates this spirit and intent as it pertains to the rules below.<br />

1. The curling club, represented by the team, must be affiliated with its Provincial/Territory<br />

<strong>Association</strong> and all dues must be paid in full. Any player can be a member of more than one<br />

affiliated curling club, but shall declare one “home club” for this competition.<br />

2. Each club will declare a men's team and women's team of 4 players that played together<br />

regularly in a sanctioned club league. Alternatively, club members who curl regularly may<br />

participate in a designated The Dominion <strong>Curling</strong> Club Championship competition within their<br />

club.<br />

Players who play exclusively in a major/super league without playing in another sanctioned<br />

club league are ineligible to compete.<br />

3. Each team will be allowed only 1 player who has played in a Junior's, Men's, Women's or<br />

Seniors' provincial/territory event in the current or previous 4 years, or participated in a<br />

Grand Slam event in the current or previous 4 curling seasons.<br />

(2009-10, 2010-2011, 2011-2012, 2012-2013, 2013-2014)<br />

EXCEPTION: Provinces/Territories with OPEN provincials/territories will be permitted 1<br />

player who has placed top 25% in a Junior's, Men's, Women's or Seniors'<br />

provincial/territory event in the current or previous 4 years, or participated in a Grand<br />

Slam event in the current or previous 4 curling seasons.<br />

4. All games will be 8 ends with ties being decided by a full extra end.<br />

5. No fifths or coaches are allowed.<br />

6. Once a four person team has been declared, a maximum of 1 replacement/spare player from<br />

the club can play lead.<br />

7. Each team will be allowed a maximum of 2 players under the age of 20, as of December<br />

31st of the year prior to the championship (minimum age of 15 as of December 31st).<br />

8. The Dominion has the sole authority to grant exceptions to these rules in extraordinary<br />

circumstances. Before exercising this discrtetion, The Dominion will consult with the relevant<br />

Provincial/Territorial curling association, and will notify the Provincial/Territorial association in<br />

writing of any decisions regarding exceptions that are granted.<br />

Individual curling associations may adopt more restrictive criteria if they choose<br />

TWO MAN STICK<br />

STICK CURLING RULES<br />

1. Each stone must be delivered with a curling delivery stick, from a standing or<br />

sitting (wheelchair) position.<br />

This provides equity for those physically unable to attain a sliding position. Skill is<br />

still required to attain both alignment and weight.<br />

2. Sweeping/brushing is allowed only from the hog line to the back of the house at the<br />

playing end.<br />

This provides fairness to those with physical limitations unable to sweep/brush.<br />

3. Each team is comprised of two curlers. Everyone is occupied either delivering or<br />

skipping.<br />

4. One member of each team stays at each end of the rink, and must not cross center ice.<br />

This increases the pace of the game and responsibilities are shared by the two team<br />

members.<br />

5. The two delivering curlers alternately deliver 6 stones each per end, while the teammate<br />

skips the end. Then roles reverse and the partners deliver the stones back. 18 stones<br />

are delivered per person each game.<br />

6. All games are 6 ends. In case of a tie an extra end is played, with each player<br />

delivering 3 stones. The skip and delivery exchange roles at the midpoint in the<br />

extra end.<br />

7. No stones may be removed from play prior to delivery of the fourth stone of<br />

each end. If a stone is removed, the delivered stone is removed from play and<br />

all other stones are returned to their original positions. This includes stones in<br />

the house as well as in the free guard zone.<br />

8. Except for wheelchair curlers, each delivery must begin with the right foot in the left<br />

hack, for right handed curlers, or with the left foot in the right hack, for left handed<br />

curlers. All stones must be released before reaching the hog line, and with some part of<br />

the stone within 2 feet of the center line.<br />

Since drastically changing the course of a stone mid-delivery is possible with a stick,<br />

releasing stones from near the sides of the sheet would change the game unduly.<br />

9. All other rules and etiquette of regular curling apply.<br />

Four Man Stick <strong>Curling</strong> follows the same rules with the exception on Rules 3, 4, and 5.<br />

<strong>Curl<strong>Manitoba</strong></strong> Rules Changes<br />

2013-2014 Season<br />

1. All senior events leading up to and including the Provincial Championships will be 8 ends.<br />

2. At all events coaches will be given a maximum time to access their team when a time out is<br />

called. Once the maximum amount of time (20 seconds on average) is reached the one<br />

minute will begin.<br />

3. Junior Teams may register an assistant coach for events leading up to and including the<br />

Provincial Championship.<br />

4. Ice preparation at unofficiated events will be done prior to the start of each games only.<br />

5. No team shall seed themselves for a <strong>Curl<strong>Manitoba</strong></strong> event.<br />

6. The Mixed Championship format will be 4 groups of 4 advancing to an eight team knockout<br />

with 4 teams advancing to a page playoff.<br />

7. The seeds for the 16 Team – 4 group Championship shall be 1, 8, 9, 16 and 2, 7, 10, 15 and<br />

3, 6, 11, 14 and 4, 5, 12, 13 respectively.<br />

8. The Senior Women‟s Provincial Championship will be an open entry event.<br />

9. A draw for hammer will occur at all events leading up to the Provincial Championship except in<br />

junior competitions.<br />

10. The Dominion Championship will be exempt from the cresting standards.<br />
