EXECUTIVE SUMMARY<br />

This <strong>Climate</strong> <strong>Action</strong> <strong>Plan</strong> (CAP; <strong>Plan</strong>) is Sunnyvale’s path toward creating a more<br />

sustainable, healthy, and livable Sunnyvale. The strategies outlined in this <strong>Plan</strong> will not<br />

only reduce GHG emissions but will also provide energy, fuel, water, and monetary<br />

savings while improving the quality of life in Sunnyvale.<br />

This <strong>Climate</strong> <strong>Action</strong> <strong>Plan</strong> is intended to streamline future environmental review of<br />

development projects in Sunnyvale by following the California Environmental Quality Act<br />

(CEQA) Guidelines and meeting the Bay Area Air Quality Management District’s<br />

(BAAQMD) expectations for a Qualified GHG Reduction Strategy. The CAP will also<br />

identify how the City will achieve the state-recommended GHG emission reduction target<br />

of 15% below 2008 levels by the year 2020 (equivalent to 1990 emissions). The CAP<br />

provides goals and associated measures, also referred to as reduction measures, in the<br />

sectors of energy use, transportation, land use, water, solid waste, and off-road<br />

equipment. The City has a long-standing commitment to implementing environmental<br />

programs and proactively working to reduce GHG emissions. The adoption and<br />

implementation of this <strong>Plan</strong> will reinforce and build upon these policies and programs.<br />

Framework for Environmental Sustainability<br />

In 2007, the City developed a framework for environmental sustainability to guide the<br />

implementation of policies and programs related to air quality, community design, energy<br />

reduction, land use, transportation, waste reduction, and water resource management.<br />

Figure ES-1 below defines the organizational structure of the City’s framework.<br />
