INTRODUCTION<br />
Local Context<br />
Sunnyvale is located in the heart of the Silicon Valley in the San Francisco Bay Area.<br />
Sunnyvale is the 7th largest city in the nine-county Bay Area in terms of population and<br />
jobs. Sunnyvale started as a small fruit orchard farming community that expanded to<br />
include canneries with the extension of the railroad to the community in 1864. The city’s<br />
industrial base began with the relocation of Hendy Iron Works from San Francisco in<br />
1906 following the San Francisco earthquake. Sunnyvale was incorporated as a city in<br />
1912, with a population of 1,800. Between 1930 and 1950, the development of Moffett<br />
Naval Air Station and World War II brought several aeronautical and defense-related<br />

industries to Sunnyvale including Westinghouse (now known as Northrop Grumman)<br />
and Lockheed Martin, which continue to be among Sunnyvale’s largest employers. The<br />
city relies on information services and manufacturing industries, as shown in Table 1, as<br />
the economic and employment drivers of the community. Today, Sunnyvale is home to<br />
some of the nation’s most successful research, manufacturing, and development<br />
businesses including NetApp, Yahoo, Advanced Micro Devices, Lockheed Martin, Nokia,<br />
and Juniper Networks.<br />

Since the 1960s, the city has grown to over 140,000 residents and prides itself on highquality<br />
city services including a unified public safety department, prize-winning parks,<br />
and significant promotion of cultural arts and activities in the community.<br />
The Council Policy Manual (CPM) is a collection of policies established by the City<br />
Council through resolution or motion to guide City action and achieve General <strong>Plan</strong><br />
goals. Policies included in the CPM align with the City’s General <strong>Plan</strong> elements and<br />
provide direction in the areas of land use and transportation, community development,<br />
environmental management, public safety, socioeconomics, cultural, and planning and<br />
