INTRODUCTION<br />
Sunnyvale’s Green Building Program<br />
In 2010, the City Council adopted a Green Building Program to build energy-efficient<br />
buildings that conserve natural resources and improve indoor air quality based on the<br />
CALGreen minimum requirements and Build It Green’s GreenPoint Rated program. The<br />
Green Building Program includes incentives, determined by the City Council, for<br />
buildings that exceed minimum green building standards.<br />
Sustainable Silicon Valley<br />
The City is also a partner in Sustainable Silicon Valley, a collaborative effort among local<br />
government, regional agency, and private sector stakeholders. Sustainable Silicon<br />
Valley was created in 2000 by the California Environmental Protection Agency, Santa<br />
Clara Valley Water District (SCVWD), Silicon Valley Leadership Group (SVLG), and<br />
Silicon Valley Environmental Partnership (SVEP) to conserve resources and improve the<br />
environment in the Silicon Valley through comprehensive environmental management<br />
with a focus on the following six environmental pressures:<br />
1) Use of energy from nonrenewable sources measured by CO 2 emissions<br />
2) Use of fresh water<br />
3) Urban sprawl<br />
4) Habitat development and fragmentation<br />
5) Use of nonrenewable raw materials<br />
6) Discharges of toxic chemicals to the air<br />

Energy Efficiency and Conservation Block Grant Projects<br />
The 2009 American Reinvestment and Recovery Act (ARRA)<br />
package has supported state and local government investment in<br />
greenhouse gas reduction activities through Energy Efficiency<br />
and Conservation Block Grant (EECBG) funding. The EECBG<br />
program, managed under the US Department of Energy, has<br />
provided a total of $3.2 billion to cities, counties, states, and<br />
private entities across the United States. The goals of the<br />
EECBG program are to make strategic investments to meet the<br />
nation’s long-term goals for energy independence and leadership<br />
in climate change by reducing fossil fuel emissions; reducing the total energy use of<br />
eligible entities; improving energy efficiency in transportation, building, and other<br />
appropriate sectors; and creating and retaining jobs.<br />
In September 2009, the DOE awarded the City $1.2 million in EECBG funds to develop<br />
a program that would demonstrate reductions in greenhouse gases, improve energy<br />
efficiency and stimulate job growth. The City’s projects funded through the EECBG<br />
program include a streetlight retrofit project, this <strong>Climate</strong> <strong>Action</strong> <strong>Plan</strong>, and Acterra’s<br />
Green@Home energy audit program.<br />
