INTRODUCTION<br />

California Legislative Framework<br />

The State of California is the 15th largest emitter of greenhouse gases in the world,<br />

ultimately accounting for 2% of global greenhouse gas emissions. However, the State<br />

has been proactive in working to reduce emissions and has a long history of proven<br />

leadership in addressing energy and climate issues spanning the last 40 years. In 1988,<br />

Assembly Bill (AB) 4420 (Sher, Chapter 1506, Statutes of 1988) designated the<br />

California Energy Commission (CEC) as the lead agency for climate change issues in<br />

California. Since that time, there have been numerous initiatives in California to address<br />

climate change and energy efficiency, with the majority of legislation passed between<br />

2000 and now. These initiatives have strengthened the ability of entities in California to<br />

engage in accurate data collection and have created ambitious targets and regulations<br />

that will directly lead to reductions in greenhouse gas emissions. Not only have<br />

California’s efforts earned it a role as the leader in the United States for climate planning<br />

strategies, but the State has received world attention and accolades for its efforts.<br />

California legislation related to climate change includes Executive Order S-3-05,<br />

Assembly Bill 32, and Senate Bill (SB) 375, which direct the State and other local<br />

agencies to reduce GHG emissions. These orders and laws are summarized below. In<br />

addition to Executive Order S-3-05, AB 32, and SB 375, the State has enacted<br />

legislation and policy initiatives related to climate change, transportation and vehicle<br />

efficiencies, energy, water, and solid waste. A summary of recent state efforts by topic is<br />

provided in Figure 5, with a more detailed discussion of recent climate change<br />

legislation provided below.<br />
