GHG EMISSIONS REDUCTION TARGET<br />

After state and regional efforts are factored into Sunnyvale’s growth forecast, the City’s<br />

challenge to meet the GHG reduction targets of 15% below baseline levels by 2020 and<br />

progress toward the 80% below 1990 levels by 2050 will be fulfilled by the <strong>Climate</strong><br />

<strong>Action</strong> <strong>Plan</strong>. Figure ES-4 below identifies the gap between the City’s GHG emissions<br />

forecast and the reduction targets if policies and programs are not developed to reduce<br />

GHG emissions.<br />

It is important to identify how the City will meet or exceed the minimum GHG reduction<br />

target of 15% below baseline levels by 2020 to ensure the City can utilize the <strong>Climate</strong><br />

<strong>Action</strong> <strong>Plan</strong> as a Qualified GHG Reduction Strategy for use in environmental review of<br />

projects. This <strong>Plan</strong> identifies a clear path to allow the City to exceed the community-wide<br />

GHG reduction target of 15% below baseline levels by 2020.<br />

The GHG reduction measures included in this <strong>Climate</strong> <strong>Action</strong> <strong>Plan</strong> demonstrate the<br />

City’s ability to reach and exceed the GHG reduction target of 15% below baseline levels<br />

by 2020. Emissions reductions were quantified for three different years: 2010, 2020, and<br />

2035. Emissions reductions for 2010 have been quantified to demonstrate the actual<br />

emissions reduction progress that the City has already made in implementing measures<br />

within the CAP. The 2020 and 2035 emissions reductions are the potential reductions<br />

that will be achieved through the implementation of these measures over the next<br />

several years.<br />

EXECUTIVE SUMMARY<br />

The reduction measures included in this <strong>Plan</strong> are a diverse mix of regulatory and<br />

incentive-based programs. The reduction measures aim to reduce GHG emissions from<br />

each source to avoid reliance on any one strategy or sector to achieve the target. In<br />

total, existing actions, state programs, and GHG reduction measures in this <strong>Plan</strong> will<br />

reduce GHG emissions in the City of Sunnyvale in 2020 by 487,180 MTCO 2 e (see Table<br />

ES-4), a 30% reduction below baseline or more than double the required GHG<br />
