ENVIRONMENTAL REVIEW<br />

In order to operate effectively as a programmatic tiering document, the California<br />

Attorney General’s Office and the BAAQMD recommend integration of components of<br />

the GHG emissions reduction strategy into the General <strong>Plan</strong>. Sunnyvale has already<br />

begun this effort through the concurrent update of the Land Use and Transportation<br />

Element of the City’s General <strong>Plan</strong>. The GHG emissions reduction strategy will<br />

contribute to the General <strong>Plan</strong>’s policies and will serve as mitigation for the City’s GHG<br />

emissions.<br />

To comply with the California Environmental Quality Act, the CEQA Guidelines<br />

recommend that the CAP undergo environmental review and demonstrate that it will<br />

have a less than significant environmental impact for all impacts analyzed. The City’s<br />

Land Use and Transportation Element EIR will also analyze the potential impacts of the<br />

<strong>Climate</strong> <strong>Action</strong> <strong>Plan</strong>.<br />
