The Steering Group supervises the progress of the SAF Development and provides guidelines to ensure
that the SAF objectives are met, and that a proper coordination of technical, financial and
scientific/meteorological/hydrological aspects is performed.
The H-SAF Steering Group is the programmatic authority that may decide on changes of the project
planning as well as the corresponding adjustment of the payment plan.
The SAF Project Team is the executive body of the Steering Group. It is chaired by the Project
Manager, who also serves as Executive Secretary of the Steering Group. The composition of the Project
Team reflects that one of the Steering Group, i.e. the nominal members are from Italy, Austria, Finland,
Poland, ECMWF and Turkey. However, attendance to Project Team meetings is open to supporting
experts from both inside and outside the Consortium, as appropriate.
The H-SAF Project Scientist coordinates the scientific aspects of the H-SAF activities, including
management of the Visiting Scientist programme and possible inter-SAF collaborations.
Possible conflicts that could arise in the course of the Development Phase will be solved, in priority
level of attempt:
• by the Cluster leader, if internal to one Cluster
• by the Project Team if the conflict is across Clusters or it was not possible to solve it at Cluster level
• by the Steering Group in case of lack of solution at lower level.
2.9 Programme schedule, Review meetings, documentation
As mentioned, this Project Plan is intended to provide forecast of which user requirement can be met at
specific points in time during the project (thus to provide input to the User Requirements Document)
and to constitute a tool for monitoring work progress. Therefore, the work programme must be solidly
anchored to the verification points along the Development Phase. The verification points and their
relevance are recorded in Table 7, and follow the Review meetings structure.
