The re-processed product H27 (SM-DAS-3) will provide a consistent Thematic Climate Data Record of<br />

surface and root zone soil moisture using a single version of <strong>the</strong> assimilation scheme. Assimilation is <strong>the</strong><br />

only approach that allows <strong>to</strong>:<br />

1- retrieve root zone soil moisture, which is <strong>the</strong> relevant variable for any hydrological applications, from<br />

satellite surface soil moisture,<br />

2- ensure a daily global coverage product from swath surface product (global coverage in three days).<br />

As for H08, H16 and H14, having <strong>the</strong> H27 product in relative value of liquid soil moisture content makes it<br />

flexible <strong>to</strong> be used in various areas of application or with various models.<br />

The H27 root zone soil moisture TCDR is an elaborated product (typically classified as level-3/4 product)<br />

which provides <strong>the</strong> most accurate, most complete and most regular information on soil moisture. H27 will<br />

provide consistent time series of both surface and root zone soil moisture with a daily global coverage which<br />

is oh high relevance for hydrological applications and water budget investigations. Root zone information<br />

can only be retrieved by assimilation approaches. Using <strong>the</strong> ECMWF land data analysis system <strong>to</strong> address<br />

this objective already proved during <strong>the</strong> development phase that <strong>the</strong> method is robust, reliable and that it<br />

provides high quality products.<br />

As <strong>the</strong> products result from data assimilation using best state of <strong>the</strong> art Land Surface model, <strong>the</strong> quality of<br />

<strong>the</strong> product and <strong>the</strong> consistency with atmospheric fields makes <strong>the</strong>m particularly relevant for operational<br />

hydrology applications which rely on both soil moisture and atmospheric variables.<br />

This CDR H27 will constitute <strong>the</strong> first ever his<strong>to</strong>rical consistent surface and root zone soil moisture global<br />

daily data base, increasing <strong>the</strong>reby <strong>the</strong> value of existing satellite data sets. In line with <strong>the</strong> H-<strong>SAF</strong> CDOP-2<br />

objectives, soil moisture re-analysis will provide a contribution, complementing <strong>the</strong> ERA-Clim project in<br />

support <strong>to</strong> GMES.<br />

Objectives and tasks:<br />

The production of H14 (SM-DAS-2) is based on <strong>the</strong> use of EUMETSAT surface soil moisture product in <strong>the</strong><br />

ECMWF Land Surface Analysis System. Data assimilation is <strong>the</strong> only reliable approach <strong>to</strong> retrieve both surface<br />

and root zone soil moisture profile from ASCAT surface soil moisture swath information. The product includes<br />

root zone profile AND surface soil moisture. For surface soil moisture <strong>the</strong> SM-DAS-2 product is highly valuable<br />

because it provides global coverage daily, from assimilation of <strong>the</strong> CAF swath data (global coverage in ~ three<br />

days).<br />

Assimilation of ASCAT surface soil moisture relies on firstly a forward opera<strong>to</strong>r (CDF matching) and secondly<br />

an Extended Kalman Filter of <strong>the</strong> root zone soil moisture. During <strong>the</strong> CDOP-2, adjustments of <strong>the</strong> CDF<br />

matching opera<strong>to</strong>r will be performed on a regular basis <strong>to</strong> account for updates in <strong>the</strong> ECMWF land Surface<br />

modelling and Analysis System, including resolution changes.<br />

ASCAT surface soil moisture data assimilation will be conducted in combination with SYNOP screen level data<br />

and possibly SMOS data when available.<br />

AA stand alone suite will produce H14 (SM-DAS-2) in Near Real Time using combined SYNOP and ASCAT data<br />

at slightly lower resolution (25km). H14 (SM-DAS-2) will be produced by ECMWF at global scale as a Liquid Soil<br />

Moisture Content Index and released <strong>to</strong> ZAMG. If <strong>the</strong> combined use of ASCAT soil moisture <strong>to</strong>ge<strong>the</strong>r with<br />

screen level data and SMOS data proves <strong>to</strong> have a positive impact on <strong>the</strong> forecast it will be also used in <strong>the</strong><br />

operational ECMWF assimilation system (at ~16 km resolution).<br />

The workpackage is in charge of supporting <strong>the</strong> operational implementation of <strong>the</strong> soil moisture processing<br />

code at EUMETSAT CAF. In order <strong>to</strong> enable an easy and proper integration, TU Wien will perform all necessary<br />

activities regarding <strong>the</strong> algorithm development, and will provide CAF <strong>the</strong> model parameter update database<br />

for fur<strong>the</strong>r integration in<strong>to</strong> <strong>the</strong> operational processing environment. The workpackage is also in charge of<br />

delivering necessary software maintenance updates that will be evaluated by EUMETSAT integration tests<br />

prior <strong>to</strong> implementation. Quality control is performed, reacting on changes of <strong>the</strong> instrument performance<br />

and <strong>the</strong> Level-1 processing (e.g. changes in <strong>the</strong> anomaly) which will be reported in appropriate format, for<br />

example in quality moni<strong>to</strong>ring reports. Finally, <strong>the</strong> scientific user support for <strong>the</strong> product is performed,<br />

The product H08 (SM-DIS-1), <strong>the</strong> product small-scale surface soil moisture by radar scatterometer) is based on<br />

a statistical downscaling approach, where a linear relationship between backscattering information of<br />

ENVISAT ASAR and METOP ASCAT is exploited. This approach has been first established for products over<br />

Europe. During <strong>the</strong> CDOP-2, fur<strong>the</strong>r investigation of scaling techniques that might be adapted <strong>to</strong> improve <strong>the</strong><br />

product generation will be performed (accounting for variation, error propagation, etc.). Exploring <strong>the</strong> use of<br />

additional sensors for downscaling (e.g. Sentinel-1 SAR data) will complement this task. Prepara<strong>to</strong>ry studies<br />

for extending <strong>the</strong> product coverage <strong>to</strong> wider regions outside Europe (e.g. Africa, Australia) will be performed.<br />

Due <strong>to</strong> <strong>the</strong> fact that data rates increase with increased spatial resolution, this tasks may be performed first<br />

In this workpackage ECMWF will investigate <strong>the</strong> use of a new snow analysis scheme based on an Extended<br />

Kalman Filter (EKF) approach in order <strong>to</strong> use satellite snow data in <strong>the</strong> SM-DAS-2 production chain. This<br />

constitutes a major development which is being performed in both <strong>the</strong> research branch of <strong>the</strong> ECMWF<br />

Integrated Forecasting System and in <strong>the</strong> H14 production chain based on <strong>the</strong> ECMWF Land Surface Analysis<br />

System. These developments started in CDOP and will be continued in CDOP-2. Improving <strong>the</strong> snow analysis<br />

scheme is of crucial importance <strong>to</strong> improve <strong>the</strong> accuracy of <strong>the</strong> retrieved root zone soil moisture product in<br />

regions covered by snow in winter time. This is expected <strong>to</strong> be highly valuable in during <strong>the</strong> melting period in<br />

particular. The system will be tested <strong>to</strong> use H-<strong>SAF</strong> snow data in <strong>the</strong> early stage of <strong>the</strong> CDOP-2 and it will be<br />

implemented in <strong>the</strong> H14 production chain in case it has a positive impact on both soil moisture and lower<br />

level atmospheric variables.<br />

In parallel, improvements in <strong>the</strong> land surface model H-TESSEL, used in <strong>the</strong> data assimilation scheme will be<br />

investigated. Improving <strong>the</strong> land surface model soil moisture vertical representation might have a great<br />

impact on <strong>the</strong> root zone soil moisture profile quality. This will be investigated through <strong>the</strong> visiting scientist<br />

programme (3 months in CDOP-2).<br />

Based on <strong>the</strong> Visiting Scientist programme (3 months) <strong>the</strong> quality of <strong>the</strong> precipitation used in <strong>the</strong> data<br />

assimilation suite will also be investigated. A simple Optimum Interpolation precipitation analysis will be<br />

developed for this purpose. This will permit <strong>to</strong> estimate <strong>the</strong> uncertainties in <strong>the</strong> root zone soil moisture profile<br />

as support <strong>to</strong> <strong>the</strong> validation SPs.<br />

The activities will include:<br />

Coordination and project management of <strong>the</strong> snow parameters product development, managing<br />

snow product generation chain, conveying official documentation <strong>to</strong> H-<strong>SAF</strong> management, providing<br />

<strong>the</strong> engineering documentation needed for <strong>the</strong> Review meetings.<br />

Acquiring operational meteorological satellite data ei<strong>the</strong>r by direct readout in real-time, or in nearreal-time<br />

by EUMETCast and data from R&D satellites, specifically. MODIS SSMI acquired via direct<br />

read-out.<br />

Managing <strong>the</strong> snow products generation chain on <strong>the</strong> available facilities, keep in-line and<br />

update/upgrade <strong>the</strong> facilities whenever necessary, maintain data quality and distribute <strong>the</strong><br />

products after quality control. The products refer <strong>to</strong> mountainous areas, and be merged <strong>to</strong> those<br />

generated by Finland <strong>to</strong> cover flat and forested areas. The activities will also cover optimising<br />

operations so as <strong>to</strong> reduce computing time and improve timeliness of product outputting; and<br />

extending online quality control of products <strong>to</strong> be outputted.<br />

Installing and testing <strong>the</strong> instrument processors (if needed) and <strong>the</strong> ingestion interfaces for new<br />

instruments such as NPP/VIIRS and GCOM-W/AMSR-2 (assuming that <strong>the</strong>se data are acquired<br />

already pre-processed); ingesting additional ground-based auxiliary data <strong>to</strong> be used in support of<br />

products generation, maintaining <strong>the</strong> software of <strong>the</strong> currently operational products (continue debugging,<br />

implement updates, etc.<br />

Activities in Belgium (IRM)<br />

Preliminary evaluation of <strong>the</strong> products by comparison with standard input data (precipitation) or with<br />

hydrological model variable (soil moisture, snow) will be pursued. Development of assimilation <strong>to</strong>ol is in<br />

progress. The test sites will be enlarged <strong>to</strong> most parts of <strong>the</strong> Scheldt and Meuse basins for precipitation, <strong>to</strong> <strong>the</strong><br />

main sub-catchments in <strong>the</strong> Ardennes for <strong>the</strong> snow and <strong>to</strong> a set of catchments in <strong>the</strong> loamy region in central<br />

Belgium for <strong>the</strong> soil moisture. Hydrological validation procedure and <strong>to</strong>ols will be adapted. New experiments<br />

will be prepared <strong>to</strong> assimilate soil moisture and snow products in <strong>the</strong> hydrological model.<br />

Activities in Bulgaria (NIMH)<br />

Activities: Set of input fields for <strong>the</strong> hydrological models facilitating <strong>the</strong> comparison of <strong>the</strong> hydrological<br />

products resulting from different inputs, such as: ground data, H-<strong>SAF</strong> data, combination of <strong>the</strong>m will be<br />

prepared. The idea is <strong>to</strong> use <strong>the</strong> ground observations as “true values”, but of point type. The H-<strong>SAF</strong> data will

be used <strong>to</strong> describe <strong>the</strong> spatial variability of <strong>the</strong> parameters, but as areal type. Interpolation procedure will be<br />

developed <strong>to</strong> produce fields based on <strong>the</strong> ground data for <strong>the</strong> level of <strong>the</strong> parameters and H-<strong>SAF</strong> data for <strong>the</strong><br />

spatial gradient. New development will be a set up of near real time instruments for <strong>the</strong> assimilation of H-<strong>SAF</strong><br />

data in <strong>the</strong> hydrological forecasting chain.<br />

Activities in Finland (FMI)<br />

Most sub-arctic regions have typically been very sparsely covered with in-situ snow depth and water<br />

equivalent observations. Validation of satellite based observations using purely point scale in-situ<br />

measurements may not be sufficient in <strong>the</strong>se environments. Physically based Land Surface Models (namely<br />

VIC and JULES) will be introduced for direct validation of satellite based SWE and SCA observations, and in<br />

order <strong>to</strong> scale in-situ reference measurements from point observations <strong>to</strong> larger regional areas. The in-situ<br />

snow cover datasets will consists of high density FMI snow measurements and SYKE snow course<br />

measurements in and around <strong>the</strong> Sodankylä test site in Nor<strong>the</strong>rn Finland.<br />

Activities in Germany (BfG)<br />

Appropriate scaling and data assimilation techniques <strong>to</strong> incorporate H-<strong>SAF</strong> products (accumulated<br />

precipitation, volumetric soil moisture, snow water equivalent) in<strong>to</strong> hydrological models will be developed.<br />

The products considered <strong>to</strong> be of help for <strong>the</strong> civil protection operational activities will be integrated in<strong>to</strong> <strong>the</strong><br />

DEWETRA platform (Pagliara et al. 2011). It is a real-time integrated system for hydro-meteorological and<br />

wildfire risk forecasting, moni<strong>to</strong>ring and prevention used by Italian Civil Protection.<br />

To develop necessary interfacing <strong>to</strong>ols for <strong>the</strong> validated snow products <strong>to</strong> prepare <strong>the</strong>m as inputs <strong>to</strong> <strong>the</strong><br />

Activities in Turkey -3 (ITU)<br />

Objective of <strong>the</strong> OE is <strong>the</strong> products interfacing and utilization improvement.<br />

Rainfall-runoff conversion mechanism of satellite and AWOS rainfall measurements is going <strong>to</strong> be <strong>the</strong> main<br />

purposes of this work. Although <strong>the</strong>re are many such conversion methods in this work <strong>the</strong> one that is<br />

available in HEC software will be employed for each AWOS and satellite rainfall measurements. Consequently,<br />

for each rainfall record in each case <strong>the</strong> corresponding hydrographs are going <strong>to</strong> be obtained and compared<br />

with each o<strong>the</strong>r. Such an assessment is possible through some methodologies such as Kriging, optimum<br />

interpolation, artificial neural networks and similar methodologies. Even simple techniques such as weighted<br />

areal averages can be employed. According <strong>to</strong> results <strong>the</strong> improvement of products is possible through<br />

various approaches as follows; an artificial neural network model (ANNM), Neuro-fuzzy algorithms or partial<br />

spatial weighting methodology. Moreover, o<strong>the</strong>r satellite products such as snow and soil moisture will be<br />

utilized in ANNM.<br />

In <strong>the</strong> near future The Hydrologic Modeling System (HEC-HMS) will be introduced as operational in IMWM.<br />

HEC-HMS models of Soła, Skawa, Czarna and Wkra catchments will be used for <strong>the</strong> validation purposes. It is<br />

planned <strong>to</strong> validate several H-<strong>SAF</strong> precipitation products. The final validated products list will be prepared<br />

after verifying data-model compatibility. The obtained hydrograms will be <strong>the</strong>n compared with <strong>the</strong><br />

observations as well as <strong>the</strong> hydrograms calculated using standard precipitation data. The impact studies may<br />

include o<strong>the</strong>r products depending on <strong>the</strong> results of activities undertaken in <strong>the</strong> frame WP ‘Products/model<br />

interfacing in Poland’. It is also planned <strong>to</strong> assess <strong>the</strong> data quality and <strong>the</strong> temporal patterns by <strong>the</strong> water<br />

balance calculations, and <strong>to</strong> perform <strong>the</strong> case studies analyses for selected rainfall events in order <strong>to</strong><br />

recognize spatial variability of <strong>the</strong> product quality.<br />

Activities in Belgium (IRM)<br />

The baseline experiment will consist in <strong>the</strong> forcing of <strong>the</strong> SCHEME hydrological model with <strong>the</strong> 24h-cumulated<br />

precipitation product. The test sites will be enlarged according <strong>to</strong> <strong>the</strong> developments in WP 5101. New<br />

experiments will be performed <strong>to</strong> use <strong>the</strong> soil moisture (jointly with precipitation) and also snow products;<br />

this will depend on <strong>the</strong> progresses assessed through <strong>the</strong> product validation program and on <strong>the</strong> developments<br />

achieved in WP 5101.<br />

Activities in Bulgaria (NIMH)<br />

Different type of hydrological models will be adapted for this study: lumped parameter model and distributed<br />

parameter model. Versions of those models calibrated on conventional data sets of ground observations will

be used. The input fields produced in work-package 5102 will be utilized <strong>to</strong> calculate 3 types of quality criteria:<br />

with application of ground data only; with application of H-<strong>SAF</strong> data only; combination of ground and H-<strong>SAF</strong><br />

data. Following <strong>the</strong> progress of WP 5100 in <strong>the</strong> development of near real time instruments, such type of<br />

hydrological application will be tried for river basins where <strong>the</strong> ground data measurement frequency is not<br />

adequate.<br />

Activities in Finland (FMI)<br />

The Land Surface Models VIC and JULES will initially be run in and around <strong>the</strong> Sodankylä test site using an<br />

approx. 50 km radius. Possible adjustments <strong>to</strong> <strong>the</strong> Land Surface Models are made until an acceptable<br />

agreement between simulated and selected in-situ SWE observations for each land cover type is found.<br />

Fur<strong>the</strong>r fine tuning of <strong>the</strong> models will be accomplished by comparing simulated <strong>to</strong>p surface soil moisture, soil<br />

temperature (incl. soil freeze/thaw cycle) against corresponding in-situ observations. After <strong>the</strong> models have<br />

been calibrated and validated at point scale, SWE and SCA results can be used for direct pixel-by-pixel satellite<br />

based snow cover product validation over larger areas.<br />

Activities in Germany (BfG)<br />

Validation studies will be performed by use of two different options:<br />

- satellite products will be applied by data assimilation techniques in hydrological models and model results<br />

will be compared with observations,<br />

- hydrological model input and model states as well as variables calculated with different recorded<br />

hydrometeorological data sets will be compared with satellite derived hydrological and hydrometeorological<br />

H-<strong>SAF</strong> products.<br />

In deep impact studies with regard <strong>to</strong> special hydrological phenomena like floods of different genesis, low<br />

water periods, long lasting periods of snow etc. will be performed for pilot areas. Relevant pilot areas and<br />

time periods will be selected dependant on <strong>the</strong> phenomena which will occur during <strong>CDOP2</strong> phase.<br />

H-<strong>SAF</strong> products will be evaluated by carrying out model runs with <strong>the</strong> updated hydrological modelling<br />

framework and by use of<br />

i) satellite derived precipitation estimates,<br />

ii)<br />

assimilation of soil moisture and snow data in<strong>to</strong> <strong>the</strong> modelling system,<br />

by generation of soil moisture and snow data by appropriate hydrological or<br />

hydrometeorological modelling.<br />

Simulated data will be analysed taking in<strong>to</strong> account uncertainties stemming from <strong>the</strong> different data sources.<br />

The validation statistics will be interpreted from <strong>the</strong> end user point of view i.e. benefit/hints for operative<br />

hydrological modelling will be discussed.<br />

Activities in Italy (DPC)<br />

Soil moisture products will be used <strong>to</strong> define initial soil moisture conditions of operational hydrological<br />

models (SHM –Simplified Hydrological Model - and DRiFt). In particular <strong>the</strong> relationship between satellite soil<br />

moisture and <strong>the</strong> potential maximum soil moisture retention (SCS-CN method) will be calibrated by using<br />

discharge observations throughout <strong>the</strong> Italian terri<strong>to</strong>ry (about 200 basins). This relationship will be used <strong>to</strong><br />

define soil moisture initial condition for rainfall runoff models on a set of validation events. Moreover <strong>the</strong> soil<br />

moisture products will be combined with ACHAB energy balance model in order <strong>to</strong> define ano<strong>the</strong>r evaluation<br />

of soil moisture state for rainfall runoff model initialization. Finally, <strong>the</strong> soil moisture products will be<br />

assimilated in<strong>to</strong> continuous and distributed rainfall-runoff models <strong>to</strong> test <strong>the</strong> capability <strong>to</strong> improve runoff<br />

prediction considering different climatic, soil and land use conditions.<br />

Impact studies on performance of satellite derived 24-hour accumulated precipitation data in hydrological<br />

modelling of runoff on selected test catchments.<br />

Compare influence of using only ground based data and satellite data as inputs <strong>to</strong> hydrological model on<br />

Objective of OE is <strong>the</strong> evaluation of products with running <strong>the</strong> HEC-HMS (Hydrologic Modeling System)<br />

hydrological model and <strong>to</strong> perform <strong>the</strong> hydrological impact study.<br />

The work, which was undertaken during DP and CDOP phases, will continue. In this work, selected test sites,<br />

which are Dombay and Killi sub basins in Susurluk Basin, and Kocaırmak sub basin in Western Black Sea Basin,<br />

will be used. If it is necessary, <strong>the</strong> number of test sites will be able <strong>to</strong> enlarge. H-<strong>SAF</strong> Precipitation products<br />

will be evaluated for <strong>the</strong>ir quality with running <strong>the</strong> HEC-HMS hydrological model. Surface au<strong>to</strong>matic wea<strong>the</strong>r<br />

observing system (AWOS) variables and H-<strong>SAF</strong> precipitation products will be compared in through a<br />

hydrological model. H-<strong>SAF</strong> observing period is going <strong>to</strong> be considered for comparison. In addition <strong>to</strong> that some<br />

extreme events such as heavy and light rains are going <strong>to</strong> be selected from H-<strong>SAF</strong> data sample for <strong>the</strong> same<br />

Activities In Italy (DPC) – Responsible Institute<br />

The main objective during <strong>the</strong> CDOP-2 is <strong>the</strong> implementation in au<strong>to</strong>matic way <strong>the</strong> Validation Service defined<br />

during <strong>the</strong> CDOP for providing error structure information <strong>to</strong> users (hydrologists, meteorologists) and for<br />

supporting <strong>the</strong> product developers.<br />

Two validation activities are foreseen:<br />

Off- line activity for product accuracy evaluation;<br />

NRT activity for quality map generation.<br />

The following common validation methodologies are applied inside <strong>the</strong> validation group (precipitation, soil<br />

moisture and snow products) in collaboration with <strong>the</strong> product developers with <strong>the</strong> support of ground data<br />

experts:<br />

methodology based on large statistics (multi-categorical and continuous);<br />

methodology based on selected case studies.<br />

A product reliability index for precipitation, soil moisture and snow products, defined during CDOPis used <strong>to</strong><br />

indicate in NRT <strong>the</strong> reliability of <strong>the</strong> precipitation estimation on <strong>the</strong> base of <strong>the</strong> analysis of <strong>the</strong> sensitive<br />

parameters of <strong>the</strong> product.<br />

A QI (quality index) will be evaluated on <strong>the</strong> bases of <strong>the</strong> studies of <strong>the</strong> correlation between product<br />

performance and input data features (satellite, channels, day/night…vegetation index). This index will have<br />

three values: low, medium, high.<br />

The QI maps generated will be published in NRT in <strong>the</strong> H-<strong>SAF</strong> web.<br />

Activities in Austria (TU Wien)<br />

Validation of soil moisture products against in-situ measurements, geophysical parameter datasets, satellite soil<br />

moisture datasets, or soil moisture datasets from global models. This will be performed ei<strong>the</strong>r with <strong>the</strong><br />

operational versions or with versions in development intended for future release. Outcomes of <strong>the</strong><br />

workpackage are overviews about <strong>the</strong> performance and product summary analyses.<br />

Activities in Belgium (IRM)<br />

The products will be validated using <strong>the</strong> <strong>to</strong>ols set up during <strong>the</strong> development phase. Precipitation rate will be<br />

compared with radar data adjusted with au<strong>to</strong>matic raingauge data; cumulated precipitation will be compared<br />

with (au<strong>to</strong>matic and daily) raingauge data. Snow detection will be validated using <strong>the</strong> reports of synoptic<br />

stations and from <strong>the</strong> “TELECLIM” network. The snow products will also be compared with <strong>the</strong> snow water<br />

equivalent simulated with <strong>the</strong> SCHEME hydrological model. Surface soil moisture will be compared with <strong>the</strong><br />

water content of <strong>the</strong> soil layer of <strong>the</strong> SCHEME hydrological model. If any, measurement of field experiments will<br />

be used as well. Some of <strong>the</strong> procedures developed during <strong>the</strong> previous phase will be improved.<br />

Activities in Bulgaria (NIMH)<br />

Activities: Classification of cases will be defined where <strong>the</strong> H-<strong>SAF</strong> products are sufficiently adequate and<br />

accurate and <strong>the</strong> quality criteria reached by <strong>the</strong> Hydrological Simulation models are sufficiently good. Those<br />

cases will be searched between <strong>the</strong> types of wea<strong>the</strong>r and synoptic situations generating significant time and<br />

space variations in <strong>to</strong> <strong>the</strong> hydrological outputs. Conclusions will be made on <strong>the</strong> limitations, if any in H-<strong>SAF</strong><br />

products applications<br />

Activities in ECMWF<br />

The two ECMWF products H14 and H27 will be evaluated against ground measurements across different sites in<br />

Europe, US, West Africa. Based on <strong>the</strong> H-<strong>SAF</strong> Visiting Scientist Programme, inter-comparison between SMOS<br />

and H-<strong>SAF</strong> soil moisture products will be conducted. Outcomes of <strong>the</strong> workpackage are overviews about <strong>the</strong><br />

performance and product summary analyses.<br />

Activities in Finland (FMI)<br />

The proposed snow products are validated using ground data where available. Also inter-comparisons <strong>to</strong> similar

Activities in Germany (BfG)<br />

Continuous validation of <strong>the</strong> satellite derived precipitation products using ground data ( radar and rain gauges)<br />

on different spatial scales.<br />

Activities can be summarised as:<br />

- operational daily download and encryption of <strong>the</strong> H-<strong>SAF</strong> data<br />

- application of up scaling techniques for comparison satellite products with ground data<br />

- monthly evaluation of continuous and multi-categorical scores using ground data<br />

- Data performances are analysed for selected classes and geographic/climatic/seasonal situations by<br />

essentially au<strong>to</strong>matic methods, such providing standard quality indexes<br />

- cumulated precipitation will be compared with (au<strong>to</strong>matic and daily) rain gauge data<br />

- validate snow water equivalent and snow depth with raster data (e.g. from hydrometeorological<br />

models)as well as with data from synoptic stations<br />

The processing chain for encryption and analysing <strong>the</strong> data will be consolidated and optimised. Fur<strong>the</strong>rmore,<br />

new concepts for validating <strong>the</strong> products (e.g. validation statistics) will be developed and applied.<br />

Activities in Hungary (OMSZ)<br />

Objective of <strong>the</strong> WP in Hungary: Continuous validation of <strong>the</strong> precipitation products produced within <strong>the</strong> H-<br />

<strong>SAF</strong> consortia. Validation of o<strong>the</strong>r satellite-precipitation products in international cooperation. The products will<br />

be compared <strong>to</strong> <strong>the</strong> data of <strong>the</strong> Hungarian radar network.<br />

Description of <strong>the</strong> activity, related tasks: The data of H-<strong>SAF</strong> has <strong>to</strong> be downloaded; <strong>the</strong> radar data has <strong>to</strong><br />

be s<strong>to</strong>red, up-scaled, and processed in order <strong>to</strong> be able <strong>to</strong> be compared <strong>to</strong> satellite pixels. Development<br />

of new software <strong>to</strong> include new precipitation products; development of software handling <strong>the</strong> radar data<br />

updates. Quality assessment of <strong>the</strong> radar products in Hungary.<br />

The continuous and multi-categorical scores will be calculated for each month from <strong>the</strong> data generated from<br />

<strong>the</strong> satellite and radar files. Besides, case studies for different kind of precipitation events in<br />

Hungary will be carried out. This means <strong>the</strong> visualization of <strong>the</strong> H-<strong>SAF</strong> files along with o<strong>the</strong>r satellite products<br />

such as e.g. Cloud Type.<br />

Assessments of <strong>the</strong> monthly statistics for different satellite-products.<br />

Deliverables: Tables with <strong>the</strong> monthly statistical parameters will be provided. Visualization of <strong>the</strong><br />

Multi-categorical statistics will be provided through charts. Reports containing images, description of <strong>the</strong> case<br />

Activities in Poland (IMWM)<br />

The precipitation and snow products will be validated using ground data as well as <strong>the</strong> methods and <strong>to</strong>ols<br />

developed during development and CDOP phases. Precipitation products will be compared with <strong>the</strong> data from<br />

Activities in Slovakia (SHMU)<br />

SHMÚ will regularly collect and validate H-<strong>SAF</strong> precipitation products on <strong>the</strong> base of ground and radar network<br />

measurements over Slovak terri<strong>to</strong>ry. Collection of H-<strong>SAF</strong> products will be done using ftp download and/or using<br />

EUMETCast reception station. Pre-processing of H-<strong>SAF</strong> precipitation products will be performed – decoding<br />

from Bufr or Grib formats in<strong>to</strong> text or binary files, which will be upscaled and geographically matched with<br />

ground truth data. Raingauge, radar and integrated precipitation data sources available at SHMÚ are considered

as ground truth after quality and consistency checks. Matched data will be processed using statistical<br />

procedures for continuous and multicategorical statistics on monthly base. Significant precipitation events over<br />

Slovak terri<strong>to</strong>ry will be collected and evaluated in <strong>the</strong> frame of case studies. Results will be provided <strong>to</strong><br />

developers on regular basis in a form of tables, charts and documentation. All results will be collected and<br />

recorded in presentations and reports.<br />

Activities in Turkey - 1 (TSMS)<br />

The product validation will be provided <strong>to</strong> support calibration and characterization activities of products being<br />

developed or upgraded.<br />

The validation will be performed by using <strong>the</strong> Au<strong>to</strong>mated Wea<strong>the</strong>r Observation Site (AWOS) soil moisture<br />

datasets obtained mainly from <strong>the</strong> middle and western parts of Turkey. At initial phase, <strong>the</strong> measured data will<br />

be verified based on <strong>the</strong> soil samples <strong>to</strong> be taken across at AWOS locations.<br />

The predefined statistical methods will be used <strong>to</strong> validate <strong>the</strong> performance of <strong>the</strong> product.<br />

Activities in Turkey – 2 (METU)<br />

To validate <strong>the</strong> developed (SN-OBS1, SN-OBS3, SN-OBS4) and proposed snow products (SN-OBS5 and SN-OBS7)<br />

on <strong>the</strong> mountainous areas by using ground observations (Met Stations, AWOS, Snow courses, etc) <strong>to</strong><br />

characterize <strong>the</strong> error structure and <strong>the</strong> overall performance of <strong>the</strong> products.<br />

To prepare contingency tables <strong>to</strong> derive <strong>the</strong> statistical accuracy measures.<br />

operational chain for possible improvement.<br />

Activities in Austria (ZAMG)<br />

Provision of feedback on <strong>the</strong> technical and scientific aspects of <strong>the</strong> operationally produced soil moisture products,<br />

including timeliness, visualisation and quality assessment.<br />

Activities in Belgium (IRM)<br />

A number of products will be received in NRT for operational use, <strong>the</strong>ir operational features will be recorded, a<br />

first quality assessment will be performed and a feedback provided <strong>to</strong> ITAF CNMCA. This workpackage will require<br />

<strong>to</strong> set-up au<strong>to</strong>matic procedures <strong>to</strong> help <strong>the</strong> moni<strong>to</strong>ring of <strong>the</strong> products. For this activity, potential partners will be<br />

contacted like <strong>the</strong> Wea<strong>the</strong>r Bureau of IRM in charge of severe wea<strong>the</strong>r warnings and Regional Authorities in<br />

charge of floods and droughts and with whom IRM has a long standing collaboration.<br />

Activities in ECMWF<br />

ECMWF operational Near Real Time moni<strong>to</strong>ring of <strong>the</strong> ASCAT global surface soil moisture (SM) product will be<br />

continued in <strong>the</strong> H-<strong>SAF</strong> CDOP-2. ASCAT soil moisture moni<strong>to</strong>ring relies on <strong>the</strong> ECMWF Integrated Forecasting<br />

System (IFS).<br />

Moni<strong>to</strong>ring satellite products performances by watching observation values as well as first guess<br />

and analysis departures is highly relevant both <strong>to</strong> prepare <strong>the</strong> satellite product data assimilation and <strong>to</strong> give a<br />

real-time feedback on <strong>the</strong> product quality. These activities require permanent resources <strong>to</strong> maintain data use in<br />

<strong>the</strong> IFS, <strong>to</strong> update <strong>the</strong> operational moni<strong>to</strong>ring web page, <strong>to</strong> update <strong>the</strong> visualization <strong>to</strong>ols, etc. Moni<strong>to</strong>ring of<br />

ASCAT soil moisture provides NRT assessment of <strong>the</strong> products quality at global scale and at regional scale.<br />

Activities in Finland (FMI)<br />

Moni<strong>to</strong>ring of production chains <strong>to</strong> assess operational features.<br />

FMI moni<strong>to</strong>rs <strong>the</strong> production chain for non-mountainous areas <strong>to</strong> recognise problems in production,<br />

dissemination or availability of input data. Also, <strong>the</strong> moni<strong>to</strong>ring of merging of non-mountainous and mountainous<br />

products <strong>to</strong> final output products is on <strong>the</strong> responsibility of FMI.<br />

auxiliary data. Setup of database containing information on products’ acquisition, completeness, timeliness and<br />

All operational H-<strong>SAF</strong> products will be received in NRT from EUMETCast system, <strong>the</strong>ir operational features will be<br />

<strong>Package</strong> will require <strong>to</strong> set-up au<strong>to</strong>matic procedures <strong>to</strong> help <strong>the</strong> moni<strong>to</strong>ring of <strong>the</strong> products. Assessment of<br />

products timeliness, completeness, and rough errors will be reported.<br />

Activities in Slovakia (SHMU)<br />

SHMÚ will operate and maintain standard EUMETCast reception station dedicated <strong>to</strong> receiving channels for<br />

distribution of H-<strong>SAF</strong> products. SHMÚ will develop and operate semi-au<strong>to</strong>matic pre-processing and control<br />

routines for H-<strong>SAF</strong> products distributed in near real time. These routines will be used <strong>to</strong> moni<strong>to</strong>r and record time<br />

of arrival/timeliness, completeness and quality of products. Additionally routines for visualisation of products will<br />

be used for visual inspection of product’s quality. Results of au<strong>to</strong>matic and visual control will be integrated in<strong>to</strong><br />

database containing complete information about product’s acquisition, completeness, timeliness and quality. This<br />

database will be used for creation of relevant statistical reports and bulletins as deliverables and feedback for H-<br />

<strong>SAF</strong> products developers.<br />

generation and quality control. These data can include data not o<strong>the</strong>rwise accessible, such as measurements<br />

made during field campaigns.<br />

FMI provides data for calibration/validation use in cases where it is possible/feasible. These data can be for<br />

example au<strong>to</strong>matic in-situ measurements (rain-gauge) or data acquired from special measurement campaigns.<br />

Activities in France (MeteoFrance)<br />

Activities in France: Provision of in situ soil moisture observations for <strong>the</strong> verification of <strong>the</strong> ASCAT soil moisture<br />

products. Soil moisture profiles (5cm, 10cm, 20cm, 30cm) of <strong>the</strong> SMOSMANIA soil moisture network in sou<strong>the</strong>rn<br />

France, will be made available <strong>to</strong> H-<strong>SAF</strong>.<br />

Activities in Germany (BfG)<br />

Provision of ground data for validation and calibration of <strong>the</strong> satellite data products for <strong>the</strong> terri<strong>to</strong>ry of <strong>the</strong><br />

country. Activities can be summarised as:<br />

• collection of original station based ground data<br />

• quality check an error correction of ground data<br />

• interpolation (aggregation) of station data <strong>to</strong> problem oriented raster data<br />

• operational daily download and encryption of wea<strong>the</strong>r radar data<br />

• Provision of combined ground station and radar-based (precipitation) or combined ground station and<br />

model-based (snow) data fields<br />

Generally <strong>the</strong> data are provided by <strong>the</strong> Wea<strong>the</strong>r Services and has <strong>to</strong> be collected and prepared for <strong>the</strong> various<br />

requirements of <strong>the</strong> validation procedures. The relevant variable are precipitation, snow depth and snow water<br />

equivalent.<br />

Activities in Hungary (OMSZ)<br />

Objective of <strong>the</strong> WP: Provision of Hungarian radar data corresponding <strong>to</strong> <strong>the</strong> same time periods as <strong>the</strong> H-<strong>SAF</strong><br />

precipitation products<br />

Description of <strong>the</strong> activity: Hungarian meteorological radars have instantaneous precipitation products over<br />

Hungary every 15 minutes, on a resolution 2km by 2km. This data will be provided for H-<strong>SAF</strong> developers in<br />

binary or ASCII files for <strong>the</strong> periods requested so that <strong>the</strong>y can integrate in <strong>the</strong> product development<br />

algorithms. Accumulated precipitation data is also produced by radars in Hungary, 12-hourly and 24-hourly sums<br />

are gauge-adjusted. This data will be equally provided <strong>to</strong> <strong>the</strong> H-<strong>SAF</strong> consortia for periods requested by<br />

developers. Description of <strong>the</strong> data format will be provided additionally.

measurements after quality check. Data will be matched <strong>to</strong> H-<strong>SAF</strong> products using upscaling and areal integration<br />

and provided on regular monthly basis or in near real time.<br />

centres, with special emphasis on <strong>the</strong> implementation of user-friendly standard codes and formats.<br />

It includes, moreover, <strong>the</strong> activities of verification and regression testing necessary <strong>to</strong> ensure correct<br />

integration of new or improved algorithms in<strong>to</strong> <strong>the</strong> operational chains.<br />

Objectives and tasks:<br />

Science Management is responsible for <strong>the</strong> coordination of scientific aspects of H-<strong>SAF</strong> during CDOP-2, among<br />

which <strong>the</strong> supervision of scientific tasks related <strong>to</strong> continuous development, hydrovalidation and product<br />

validation.<br />

It takes care of <strong>the</strong> revision of all scientific documents delivered and/or maintained during CDOP-2 and is<br />

responsible of <strong>the</strong> contacts with all participants as far as scientific matters are concerned.<br />

This task controls <strong>the</strong> product requirements verifying <strong>the</strong> compliance with <strong>the</strong> user requirements.<br />

Visiting Scientist activities coordination and management is also a prerogative task of <strong>the</strong> Science<br />

Management.<br />

The Scientific Coordination is in charge of <strong>the</strong> Science Manager, who attends <strong>to</strong> relevant meetings when <strong>the</strong><br />

case, at <strong>SAF</strong> Network level<br />

The Science Manager will also accomplish <strong>to</strong> <strong>the</strong> settlement and running of <strong>the</strong> H-<strong>SAF</strong> Algorithm Group and H-<br />

<strong>SAF</strong> Soil Moisture & Snow Scientific Advisory Group.<br />
