After the functional review finished, phase 3, the report
was signed off on?---Yes. I think while she was still
there she came to the change management committee and gave
updates on progress or clarified any points that the
participants on the committee might have wanted to have
clarified. It was a diverse group of both union and
management representatives. So I basically recall her role
to one of almost - well, like a visitor to the meetings.
She wasn't a decision maker or she didn't have any
significant input other than to try and clarify, update,
that sort of role.
I want to show you now the final phase 3 report because you
signed off on it, Mr Musson. It's CCC bar code 9429. You
see that it's the functional review report, November 2003.
If we go over the page to the middle it's called the -
project name is Functional Review, date of issue
21 November 2003. It's signed by Ms Arwa Saleh-Evans
19 January 2004 as project lead. Approved by yourself,
that's your signature there. Correct?---Yes.
19 January 2004 and then signed off on by the managing
director Brian Patterson 22 January 2004. It says there
that you're the chair of the functional review steering
committee. Is that right?---I don't recall ever being the
chair of the functional review steering committee. I might
have certainly filled in at times when - you know, if Gary
was off on leave or unavailable for meetings but I don't
recall ever being the chair.
So why is it that you signed this document?---I'm not sure.
The document is issued on 21 November 2003 but only signed
off on by yourself in January 2004. Do you know what the
delay was? The two months?---No. To be frank I don't even
- I don't even recall the document. I mean, in my role I
was signing stuff, you know, large volumes of transactions
daily so I don't recall even seeing this document. I
obviously did because I signed it but the nature of the
function I was undertaking was a high volume, a lot of
processes that came across my desk and I find it very
difficult to recall the large number of documents, you
know, that I probably saw or signed.
Did you have a role with the student journey project or
some involvement with it?---No.
Did Mervyn Joseph approach you at some stage about his
project?---Yes, he did when - I think it was when I was in
- it was either when I was the director of business support
unit or it may have been in that three-month period where I
was doing both Gary's role and mine and he came to see me
about whether he could employ Arwa as a casual and I said
to him, "Look, based on what has previously occurred my
advice would be that it should be a procurement process
