A Treasure in your Midst?
By Sheila Berg
Yes, it really is a treasure! How many times have you driven by Marinwood’s
only National Historical Site and haven’t really “noticed” it?
The old Dixie Schoolhouse has been restored by your neighbors who have
strived to recreate it as closely as possible to the original, which was built in 1864.
James Miller traveled across the country to make a home for his family in California.
Their party who traveled across the Sierra’s was the first to have no deaths on
the trek along the way. He built this schoolhouse so that his children would have
a place to learn.
We invite you to experience the look and the feel of a mid 1800’s classroom.
This historic building is open the first Sunday of every month from 2-4. A docent
is available on site to answer your questions. We also have a great documentary
done by PBS telling the interesting tale of the Miller-Murphy party.
We are very fortunate to have this example of a one-room schoolhouse in our
community. Please take time to visit and bring out of town house guests, to explore
a treasure that has been lovingly cared for by your community and the Dixie District.
We are always surprised how many children haven’t had the opportunity to visit
this fine example of history right in their own neighborhood. We look forward to
seeing you!
The schoolhouse is available for group visits, as well as it may be rented as a
unique venue for a party or a special event. We also have a wide range of volunteer
opportunities, some that only take a few hours a year! Call for more information:
472-3010.
Holiday hint: what a great photo opportunity for this year’s family Holiday
card! The porch of the schoolhouse makes a picturesque backdrop.
Holiday Tree Lighting
Once again we will have our Annual
Holiday Tree Lighting hosted by the
Jacobs family. Gather your neighbors
and enjoy hot chocolate, cookies and
singing carols. Santa will be on hand
to hand out candy canes and listen to
children's wishes.
The Fire Dept. will have a fire
engine on display and will collect new
unwrapped gifts for the Toys for Tots
program.
Place: LVCC
Date: Sunday, Nov. 29th
Time: 5:30 PM
Drainage Culvert
Reminder
Homeowners whose yards abut the
hills, are reminded that it is their responsibility
to clean their concrete V-shaped
drainage culverts at the periphery of
their property. Be sure to clean out
branches and leaves that can cause a
blockage on your property or further
down the line. Serious damage and
flooding can occur from accumulated
debris and one could be liable for damage
to a neighbors property.

Present were: Denis Ford, Steve Rule
and Scott Eichler. Absent Keith Dotto
and Gary Scharlach.
Approval of Agenda: Scott Eichler
moved to approve the agenda. It was
seconded by Denis Ford and carried
unanimously.
Approval of Minutes: Denis Ford
moved to approve the minutes of the
July meeting. It was seconded by Scott
Eichler and carried unanimously.
Office Manager’s Report: Community
Center: Community Center:
The Halloween Party is scheduled for
Sunday, Oct 25 from 2 – 4 PM. The
Holiday Tree Lighting will be held
on Sunday, Nov 29 th . The World Affairs
Council will have a speaker at
Dominican University on October 29 th
and Frank Rettenberg assures us it will
be very informative. Flyers are on the
sign-in table. Landscaping: George
Farias has repaired a valve in the sprinkler
system on the pool lawn. He has
repaired a broken pipe at the upper
courts and replaced a sprinkler with an
impact rotor. Miscellaneous: Children
from the valley have been seen tagging
(with spray paint) the playground and
tennis court areas in the afternoon.
Please keep an eye out for this type of
activity and report it.
President’s Report: Given by Steve
Rule. Steve noted that the Board has
drawn up a new use agreement for the
LVA and a new one for LVST will be
completed soon.
Treasurer’s Report: Given by Denis
Ford. Denis noted that the HOA is in
good shape and revenues and expenses
are proceeding as budgeted. The office
has received an engagement letter
from our CPA for 2009 tax year. However,
the Finance Committee had some
questions about methods used in the
financial reports for 2008, so they will
have further discussion before signing
the letter.
Committee Reports:
ARC Committee: Given by Scott
Eichler. Scott stated that the committee
has had some turnover as of
late, however they have processed
nine applications in the last month.
The Committee is striving to be more
proactive and be a resource to the
community rather than just approve
applications. For example; many
new Eichler homeowners are unfamiliar
with the Eichler modernist
style and have design and remodeling
questions that the ARC could be
of help with.
Watershed Committee: Given by
Scott Eichler. Scott explained that Rachel
Kamman has taken over the lead
of this committee for Mike Elgie who
resigned a few months ago. They need
recruits to help on this committee. A
homeowner asked about the FEMA
remapping of flood zones and if
there was any new news on the issue.
It was explained that Rachel’s
company, Kamman Hydrology
and Engineering, is looking into it
and have written a letter to FEMA
asking for a review of the rezoned
area maps.
Old Business: Remodel Update:
Steve Rule noted that Patrick Hunter
has been working diligently to narrow
down the contractor and it is expected
that a decision will be made in the next
week and a contract signed. The project
is expected to take eight weeks and be in
the range of $100,000 to $125,000. The
initial building permit to begin the work
is $4370 and another will be required for
the electrical work.
Playground Update: Valerie Charlton
gave an update on the playground
remodel and explained that the Ad-Hoc
Committee has received four bids ranging
in price from $27,000 to $37,000.
This does not include tearing out the
old equipment because Tad Jacobs has
already offered to donate his equipment
and services to accomplish that.
There are two ways to complete the
project: 1) have it completely done by
a licensed playground contractor, or 2)
by a group of volunteer homeowners,
similar to how the current playground
was installed 20 years ago. If it is done
by the second method LVHA may be
able to get a grant through Susan Adams
to cover part of the cost.
The plans will be shared with the community
through the LVHA website,
LVHA.org, and the new ListServ
group. They also hope to have plans
available at the next board meeting on
Nov. 18 th .
Listserv Internet Group Update:
Cindy Johanson explained that she and
Dale Miller have been working on setting
up a listserv group so that members
of the community can stay in touch and
New Business:
Committee Charters: Scott Eichler
suggested that each Committee write
a charter for their committee. It has
been quite a while since this has
been done and some committees do
not have one at all. All committees
are asked to do this. This will give
new committee members guidance
about what the committee is trying
to accomplish.
Committee Applications: Three
applications have been received in
the last month due to Scott Eichler’s
recruiting efforts.
Patrick O’Hare has applied to be
on the Architectural Review Committee
and the Public Improvement
Committee. He is an Architect and
Interior Designer with over 20 years
experience. Motion: Scott Eichler
moved to accept Patrick O’Hare’s
application to the ARC and the Public
Improvement Committee. It was
seconded by Denis Ford and carried
unanimously.
Jeff Swan applied to be on the Watershed
and Open Space Committee.
He is an avid outdoors person and
lives next to the creek and wants to
be sure it remains in pristine condition
for future generations. Motion:
Denis Ford moved to accept Jeff
Swan to the Watershed Committee.
It was seconded by Scott Eichler and
carried unanimously.
Chris Simpson has applied to be on
the Pool Committee. He is a member
of the Guardsmen of San Francisco
and coaches soccer. He has children
on the Lucas Valley Lightnings and
the Lucas Valley Aquatics teams and
he is a Board Member of the newly
approved LV Masters program. Motion:
Scott Eichler moved to accept
Chris Simpson to the Pool Committee.
It was seconded by Denis Ford
and carried unanimously.
Items from Homeowners: A member
of the audience lamented about
the state of some of the homes in the
valley. Of particular annoyance are
the homes that use their carports as
storage areas and homes with neglected
yards and peeling paint. She
felt that there is an assumption by
many owners that the Board should
be on the lookout for infractions.
She would like to see the Board
implement a fine structure.
The Board explained that there
is a policy in the CC&Rs and that
the Board will not go around policing
neighbors but that if someone
brings an item to the attention of the
Board and that person has attempted
to work out the situation with their
neighbor then the Board will look
into it. However, the Board stressed
that it would like neighbors to attempt
to work out problems amongst
themselves.
Adjournment: Scott Eichler moved
to adjourn the meeting. It was seconded
by Denis Ford and carried
unanimously.
ASK THE ARC
QUESTION: We’re getting ready
to paint our house. It was previously
painted about 15 years ago. Do I need
to submit an application? What information
should we have before we select
our colors?
ANSWER: Thank you for your inquiry.
All homeowners must submit an Application
for approval (with paint
chips attached) to the ARC before
beginning to paint, even if you are
planning to paint your house the existing
colors. There is a paint chart at
the Community Center, with handouts
explaining how to make your choices
and giving guidelines and suggestions.
The paint colors that are approvable
today may not be the same colors that
were approvable 15 years ago, and so
you must submit your application to
the ARC. Also, be aware that you may
deviate somewhat from the chart as long
as you bear the paint guidelines in mind
and submit your chips so the ARC may
review it.
As a quick summary, here is some
helpful information: Make your color
selections using this chart as a resource.
Corresponding paint chips are available
at the community center office. Testing
samples of materials and paint colors are
encouraged in order to understand how a
particular material and color tie into the
neighborhood and streetscape.
Body color, including siding, vertical
and horizontal trim and molding,
garage doors, window and door trim/
frames, should all be the same color.
Horizontal fascia at roof overhangs,
horizontal beams and posts should be a
lighter or darker color to complement
the body color. Contrasting fascia and
dark or flat-black foundation color highlights
are an important characteristic of
Eichler design.
Entry doors should be a solid color
and may be a brighter accent color compatible
with the exterior of the house
and the surrounding hardscape and/or
landscape.
Base (exposed foundation) should
be a dark gray or other color indicated
on the paint chart.
Beams were originally painted almost
always exclusively classic white;
some were deep brown or natural wood.
American Guild homeowners should
adhere to the above guidelines insofar
as they apply to the American Guild
architecture.
These guidelines are consistent
with the design principles followed by
Eichler’s architects. Color has a great
impact on the look of an individual
house and on that of our community in
general. One principle of Eichler design
(and American Guild as well) is that the
structure should be “compatible with
the natural environment.” In Lucas Valley,
almost every house is viewed with
a backdrop of classic Marin County
rolling hills dotted with stands of oaks.
A house that is too light or too bright
stands out obtrusively and clashes with
this otherwise tranquil scene.
obstructions and may not enlarge
their property because you may be
in violation of one of the following
ordinances: Chapter 23.08.025(5),
Grading Ordinance; Chapter 11.08
Creek Ordinance, and Chapter 23.18,
Storm Water Management & Discharge
Control Ordinance. You may also be in
violation of California Department of
Fish and Game (CDFG), and/or State
Regional Water Quality Control Board
(RWQCB) regulations.
Please be aware that one may be
held liable for any damages to property
or from a pollution discharge if fill/debris
falls into the creek. In addition one
may be subject to civil liability. Property
owners must maintain a minimum 2:1
bank-slope.
A permit is required for any fill
and grading done within fifty feet of
the creek.
Please do not put any debris onto
the creek banks. During high rains this
can flow into the creek and cause a
blockage downstream thereby causing
damage to homes or property.
Etiquette
The LVHA office has received
complaints from the Rotary Senior
Village just east of Mt. Lassen Drive.
Apparently, when walking dogs on
the pathway that cuts through the area
owners are not picking up after their
dogs. Especially bothersome are the
areas behind some of the homes and
on their pathways. This causes smells
to waft into their homes and sliping
hazards.
Many of the seniors cannot bend to
pick up the unwanted deposits. Please
be considerate and pick up.
Let's Go Green!
This column was suggested as a way
of giving away an item that was still
usable but no longer wanted, without
having to call Goodwill for just one
item or taking it to the dump to be put
into landfill.
If you have a free usable item to
give away call the office at 472-3202
so that it can be listed in the next issue
Halloween Party
The annual Halloween Party was a
huge success. Everyone had a fun filled
afternoon with games, face painting and
goodies. Valerie Charleton and Annette
Lowder organized the event and Doug
Charlton was in charge of games such
as the sack races.
A huge thank you to Valerie, Doug
and Annette. We are looking forward
to next year's party.
