Cable TV System<br />
Update<br />
This week is Solar Outage week on<br />
the cable. The schedule of outages is<br />

Sutro Tower, from which we get<br />
most of our local TV digital signals, is<br />
undergoing the final weeks of reconstruction.<br />
The tower has a web site with<br />
frequent progress updates: http://www.<br />
sutrotower.com. They are projecting a<br />
“Mid-October” completion date, with<br />
work continuing into November for the<br />
removal of some of the temporary antennas.<br />
Please be patient a little longer<br />
as we have no control over this part of<br />
the digital conversion.

BILLING POLICY<br />
Home Owners Dues<br />
<strong>Lucas</strong> <strong>Valley</strong> Home Owners dues are<br />
$160 per quarter and this amount is due<br />
and payable on the following dates:<br />
January 1, April 1, July 1 and October<br />
1. Invoices will be sent to home owners<br />
on these dates. Please note that the<br />
$160 includes the charge for Basic TV<br />
(Channels 2 through 13).<br />
Non payment of dues will result in the<br />
following actions: If dues are not paid<br />
within 30 days of the due date a late fee<br />
of $15 per quarter will be added to the<br />
invoiced amount. If not paid within 60<br />
days of the due date TV service to the<br />
residence will be terminated and use<br />
of the pool or tennis courts will not be<br />
permitted. If not paid within 90 days<br />
of the due date the LVHA Board may,<br />
place a lien on the property and file for<br />
foreclosure.<br />

Minutes of the LVHA<br />
Board Meeting<br />
September 16, 2009<br />
Present were: Denis Ford, Gary Scharlach,<br />
Steve Rule and Scott Eichler.<br />

moved to approve the agenda. It was<br />
seconded by Denis Ford and carried<br />
unanimously.<br />
Approval of Minutes: Gary Scharlach<br />
moved to approve the minutes of the<br />
July meeting. It was seconded by Scott<br />
Eichler and carried unanimously.<br />
Office Manager’s Report: Community<br />
Center: The Friday night<br />
BBQs have been very successful this<br />
year so there will be another one this<br />
Friday, Sept. 18 th . A family movie will<br />
be shown at about 7pm. The Hospice<br />
Eichler Homes Tour will take place this<br />
Saturday Sept. 19 th . There are about<br />
ten homes on the tour. Office: Fourth<br />
quarter statements will go out in the next<br />
few days. Please call the office if you do<br />
not receive one. Miscellaneous: Car<br />
burglaries have been occurring again<br />
and in one case a window was smashed.<br />
The Sheriff recommends motion sensor<br />
lights and of course, lock your cars<br />
and do not leave valuables where they<br />
can be seen. Report suspicious people<br />
and if at all possible get a license plate<br />
number. There have been many reports<br />
of rattlesnakes in yards so be careful<br />
when moving thing around or working<br />
in the garden.<br />
President’s Report: Given by Steve<br />
Rule. Steve reminded homeowners that<br />
school has started and to be mindful of<br />
children when driving. He also thanked<br />
the Pool Committee and Gary Scharlach<br />
for a greatly improved pool season.<br />
Steve asked that neighbors be considerate<br />
of their neighbors when installing<br />
satellite dishes. The FCC mandates<br />
that a homeowners association cannot<br />
disallow satellite dishes. However, the<br />
ARC does ask that owners submit a<br />
design review form so that the location<br />
can be reviewed and that the dish does<br />
not block a neighbors view or be visible<br />
from the street if at all possible. Please<br />
be a good neighbor and discuss it with<br />
your neighbor before installing one.<br />
The FCC.gov website defines rules.<br />
Treasurer’s Report: Given by Denis<br />
Ford. Denis noted that the HOA is in<br />
good shape. The CDs in Vineyard Bank<br />
were transferred to Sonoma Bank for a<br />
1 year CD at 2 %. The Luther Burbank<br />
CD coming due soon will be rolled over<br />
to a six month CD at the same institution.<br />
The TV Reserve will be stated<br />
separately from the General Reserve.<br />
This is a stipulation in the contract<br />
with LVC.<br />
Committee Reports:<br />
Pool Committee: Given by Maggie<br />
McCann. Maggie thanked Vicky<br />
Reisinger, head guard for doing a<br />
fine job in working with the guards<br />
and having guards for the fall season.<br />
There were only two days in<br />
the first week of September that the<br />
pool was not open but that the pool<br />
in now open Monday through Friday<br />
until 4pm and then a lane and the<br />
deep end is available for kids and<br />
adults who are not on the team so<br />
that they can take advantage of the<br />
warm September weather in the valley<br />
after school. Maggie noted that<br />
the Committee had received many<br />
complaints when residents thought<br />
that originally they were not going to<br />
be able to swim after school with the<br />
team using the pool in September.<br />
The Committee recommended that<br />
the team not start until October as it<br />
had in prior years due to the Indian<br />
summers in <strong>Lucas</strong> <strong>Valley</strong>.<br />
The Committee hopes to acquire<br />
new uniform signage for next year.<br />
The pool is showing signs of wear<br />
and will need re-plastering in the<br />
next few years.<br />
Chris Schroeder of Synchronized<br />
Swimming of Marin had sent a letter<br />
requesting the use of the pool for<br />
her team. At this time the Board<br />
requests that proposals by groups<br />
to use the pool for long term organized<br />
activities, should be able to<br />
demonstrate that there is a benefit<br />
to the community and that a majority<br />
of the group’s membership is<br />
homeowners.<br />
Watershed Committee: Given by<br />
Rachel Kamman. Rachel said the<br />
Committee had not been meeting for<br />
a few months but that she is taking<br />
over for Mike Elgie who resigned<br />
earlier this year and has started up<br />
again. Rachel is looking into the<br />
remapping by FEMA of creekside<br />
properties which could result in<br />
higher insurance premiums for<br />
creekside owners whose mortgage<br />

This affects property values.<br />
From the inquiries the Committee<br />
and the LVHA office have had, there<br />
may be as many as 20 affected properties<br />
or more. Rachel’s company,<br />
Kamman Hydrology and Engineering<br />
has looked at the revised maps<br />
and it appears that there may be a<br />
discrepancy on the maps. They have<br />
written a letter to FEMA hoping to<br />
hear a response soon. According to<br />
the revised map the community center<br />
pool and back part of the building<br />
would be under water also. If you<br />

The watershed committee will<br />
begin to have monthly meetings<br />
kicking off Tuesday October 6 th , at<br />
the community center. Anyone interested<br />
in watershed activities (those<br />
related to the creek, open space, and<br />
natural resources of the valley) are<br />
welcome to join and shape actions<br />
of the 2009/2010 committee.<br />
Old Business: Playground: Gary<br />
Scharlach explained that the Ad-Hoc<br />
Committee has met a couple times<br />
and that his firm, Phillips Designs has<br />
helped out with some designs for the<br />
playground. One problem is space, in<br />
that the area is so small. New requirements<br />
require much more space around<br />
for example, swings. The concrete curb<br />
around the current configuration will<br />

probably have to be removed<br />
Playgrounds are highly regulated and<br />
consequently very expensive. There are<br />
two ways to do it. 1) have it completely<br />
done by a licensed playground contractor,<br />
or 2) by a group of volunteer homeowners,<br />
just as the first playground was<br />
installed 20 years ago. If it is done by<br />
the second method LVHA may be able<br />
to get a grant through Susan Adams to<br />
cover part of the cost and Tad Jacobs has<br />
offered the use of the equipment from<br />
his company, Treemasters.<br />
A homeowner in the audience said<br />
that she had approached various swim<br />
team parents who are not homeowners<br />
to ask if they would be willing to contribute<br />
as they are frequent users and<br />
she said the response was favorable.<br />
The Committee will come up with drawings<br />
next month. Chris Simpson, in the<br />
audience, volunteered to help with this<br />
project.<br />
Remodel: Steve Rule noted that Patrick<br />
Hunter is expecting three contractors to<br />
provide estimates and experience with<br />
similar jobs in the next couple weeks.<br />
Part of the budget may need to include<br />
an electrical upgrade to the entire panel<br />
depending on what the County requires.<br />
A contingency for sewer pipe upgrades<br />
will be included in the budget. A guard<br />
station is to be included.<br />
The building permit to remodel<br />
the bathrooms is expected to be about<br />
$10,000. The total rough estimate is<br />
about $154,000 including the contingencies.<br />
The project is expected to take<br />
eight weeks and should begin around<br />
November 1 st .<br />
Motion: Steve Rule moved to approve<br />
a worse case scenario budget of<br />
$155,000 for the remodel project of the<br />
bathrooms including a guard station and<br />
contingencies. It was seconded by Scott<br />
Eichler and approved unanimously.<br />
New Business: 2010 Budget: The preliminary<br />
budget for 2010 was reviewed.<br />

Marin Water – A<br />
Problem?<br />

Hear about it Oct 22, 7:30 PM at<br />
the LVHA Community Center.<br />
We have 7 pristine reservoirs. We<br />
are blessed with clean, rich water from<br />
these. Best Management Practices<br />
(BMP) have been developed that can<br />
assure that, even in our mainly dry climate,<br />
we can have the water we need.<br />
However, MMWD (Marin Municipal<br />
Water District) plans to spend $452<br />
million (our/ratepayers money) for desalination<br />
to add water from the polluted<br />
bay, downstream from sewage, to our<br />
healthy water.<br />
Please come Oct 22 to LVHA to<br />
learn some answers to questions like:<br />
• Do we need to spend $432 million to<br />
assure there will be sufficient water?<br />
• What are the most cost effective ways<br />
to prevent water shortage?<br />
• How do desal costs compare with<br />
BMP?<br />
• How is Marin behind San Luis<br />
Obispo and others in water efficiency?<br />
• How has desal worked in other communities?<br />
Cost overruns?<br />
• Will the desal facility harm the Bay?<br />
The air? Add to global warming?<br />
• Will global warming bring more or<br />
less rain to the Bay Area?<br />

2009 budget with revenue being exactly<br />
the same. Some expenses are higher<br />
while others are lower. The insurance<br />
premiums have been drastically reduced<br />
by about $9,000. The budget for pool<br />
cleaning was increased by $3000 to<br />
$14,000. Recreation funds were increased<br />
to $1,500 and the pool cleaning<br />
expense was increased by $3,000. The<br />
budget for property tax was doubled due<br />
to the increased fees for the sanitary<br />
district. Over all the expense budget is<br />
up about $3,000. It will appear in the<br />
November Vibration.<br />
Motion: Gary Scharlach moved to<br />
approve the 2010 preliminary budget.<br />
It was seconded by Denis Ford and approved<br />
unanimously.<br />
Solar: Dale Miller explained that<br />
the Ad-Hoc Committee working on<br />
bringing solar to the community center<br />
consists of himself, Tad Jacobs and<br />
Herman Chin. They met with five solar<br />
companies. The estimates were for<br />
systems ranging in price from $64,000<br />
to $120,000.<br />
It would save from $4,400 to $6,500<br />
each year. Dale noted that if LVHA is<br />
required to make extensive electrical<br />
modifications during the remodel it may<br />
behoove them to do it under the solar<br />
project because the permit may be less<br />
expensive that way.<br />
ListServ: Dale Miller and Cindy Irish<br />
had volunteered to organize and monitor<br />
a ListServ group. There is no cost to<br />
the <strong>Association</strong>. They chose the name<br />
LVHA 94903. (The name LVHA is<br />
taken.)<br />
Motion: Gary Scharlach moved to<br />
approve setting up a ListServ for the<br />
community. It was seconded by Scott<br />
Eichler and approved unanimously.<br />
Master Swim Program: Amy Simpson<br />
presented a plan to have a master<br />
swim program at the LVHA pool in the<br />
early morning hours from 5:30 – 7 AM.<br />
It would be part of <strong>Lucas</strong> <strong>Valley</strong> Aquatics,<br />
the winter swim team program and<br />
it would be under the auspices of the<br />
US Masters Club so that there would<br />
be insurance coverage. The fee to join<br />
the club is $40 annually. In addition<br />
there would be a monthly fee to cover<br />
the cost of a coach. She suggested they<br />
have their own board made up of just<br />
LVHA homeowners. Amy said that<br />
they already had 30 people signed up,<br />
not all homeowners, but that a majority<br />
are. They would like to begin<br />
November 1 st .<br />
Motion: Scott Eichler moved to approve<br />
the Masters Swim Program as<br />
presented. It was seconded by Gary<br />
Scharlach and unanimously approved.<br />
Dumpster: Gary Scharlach reminded<br />
everyone that the dumpster in the parking<br />
lot is for the community center use<br />
only. He witnessed a person in a Mercedes<br />
and another car with young family<br />
members drive into the parking lot and<br />
they proceeded to empty the contents<br />
of both cars into the dumpster. When<br />
he advised them that the dumpster was<br />
for the center only the woman said “so<br />
fine me” and then drove off. When<br />
the person is caught she will be fined.<br />
If you have items that are reusable<br />
please call Goodwill, Salvation Army,<br />
American Veterans or any number of<br />
other organizations that come through<br />
the valley on a regular basis. If you<br />
have recyclables please dispose of<br />
them properly. Let’s not add anymore<br />
to landfill than necessary.<br />
The current fine policy is $75 but<br />
it was suggested that it be raised to<br />
$100 for the first offense and $250 for<br />
the second offense and the name of<br />
the perpetrator will be published in the<br />
Vibration.<br />
Motion: Denis Ford moved to approve<br />
the new fine schedule of $100 for the<br />
first offense of using the CC dumpster<br />
and $250 for the second offense with the<br />
name published in the Vibration. It was<br />

Masters Swim<br />
Program<br />
On September 15, 2009 the LVHA<br />
Board approved the creation of the<br />
<strong>Lucas</strong> <strong>Valley</strong> Aquatics Masters Swim<br />
program. We are very excited to bring<br />
this new program to the <strong>Lucas</strong> <strong>Valley</strong><br />
homeowners as a great way to strengthen<br />
the community.<br />
This program, registered with U.S.<br />
Masters Swimming, will be a coached<br />
workout open to all ability levels, ages<br />
19+. Practices will place at the <strong>Lucas</strong><br />
<strong>Valley</strong> Community Pool Monday-<br />
Friday from 5:30-7:00am and we are<br />
thrilled to be extending the usable hours<br />
of the pool to all homeowners as a result<br />
of the program.<br />
According to the U.S. Master’s<br />
website: “U.S. Masters Swimming<br />
welcomes swimmers of all abilities<br />
who want to improve their overall fitness,<br />
develop better technique, or train<br />
for any type of swimming competition.<br />
If you want to get fit, become a better<br />
swimmer, stay motivated and meet new<br />
friends, U.S. Masters Swimming is<br />
the place to be.” “The motivation and<br />
instruction a coach provides is a powerful<br />
advantage. Research has shown that<br />
interval training, an approach favored<br />
by most coaches, has innumerable benefits<br />
over simple lap swimming so most<br />
Masters swimmers prefer structured<br />
workouts.”<br />
For insurance purposes and consistent<br />
with other Masters Swim programs,<br />
all swimmers must join the U.S. Masters<br />
Swimming program for a $40.00 annual<br />
fee. Additionally, swimmers will pay a<br />
monthly fee of $60.00 ($110/couple*)<br />
to cover the costs of coaching, pool<br />
utilities and other program costs. Non-<br />
LVHA residents will be required to pay<br />
an annual registration fee.<br />

It’s a sunny, fall day in <strong>Lucas</strong> <strong>Valley</strong>.<br />
I make a delicious lunch and look<br />
forward to dining al fresco. Anticipating<br />
my peaceful repast, and I am met with a<br />
chorus of multiple leaf blowers at work.<br />
There’s one to my left, another down<br />
the hill, yet another farther away, but<br />
equally insistent.<br />
Our neighborhood is renowned<br />
for its natural environment: wild, open<br />
spaces, no street lights, underground<br />
utility wires, solar homes, recycling,<br />
and free stuff in the newsletter. You may<br />
hear a hummingbird flap its tiny wings,<br />
that’s how serene it can be here. Yet<br />
the atmosphere is regularly punctuated<br />
with the high-pitch buzz of small engine<br />
blowers and our lovely hillsides provide<br />
the echo-chamber. When several<br />
neighbors decide it’s maintenance day,<br />
we have an explosion of reverberating<br />
noise pollution that goes on for hours.<br />
Serious Pollution<br />
According to the California Air<br />
Resources Board, gas-powered mowers<br />
and blowers emit high levels of carbon<br />
monoxide, volatile organic compounds<br />
and nitrogen oxides, producing up to<br />
5% of the nation’s air pollution. Each<br />
weekend, about 54 million Americans<br />
mow their lawns, using 800 million<br />
gallons of gas per year and producing<br />
tons of air pollutants. The laborers who<br />
wear these backpack machines absolutely<br />
need to wear ear-protection and<br />
goggles, and breathe toxic exhaust. The<br />
EPA estimates that 17 million gallons of<br />
fuel are spilled each year while refueling<br />
lawn equipment. That’s more than<br />
all the oil spilled by the Exxon Valdez<br />
- every year! With our ever-increasing<br />
awareness of carbon footprints and oil<br />
dependence, we can’t dismiss the harmful<br />
effects, including noise pollution.<br />
Acoustics experts say blower noise is<br />
especially irritating because of its parseconded<br />
by Scott Eichler and approved<br />
unanimously.<br />
Items from <strong>Homeowners</strong>:<br />
Cell Tower: A homeowner asked if<br />
the Board new of the progress of the<br />
AT&T cell phone tower that was in the<br />
permitting stage and to be installed in<br />
the <strong>Lucas</strong> <strong>Valley</strong> Estates by the water<br />
tower. No one on the Board knew of<br />
the progress. It was suggested that<br />
one check on the County website for<br />
information.<br />
Speed Limit: A homeowner asked if<br />
there was any more talk about the speed<br />
limit being changed on <strong>Lucas</strong> <strong>Valley</strong><br />
Road. The Board responded that there<br />
was not as far as they knew. There<br />
have been a couple accidents on <strong>Lucas</strong><br />
<strong>Valley</strong> Road recently and that in some<br />
cases the sun had been blinding. Please<br />
slow down especially at this time of year<br />
when the sun is low on the horizon and<br />
school is in session.<br />
Desalination Plant: Katherine Jain<br />
spoke out against the desalination plant<br />
that MMWD plans on building at the<br />
edge of the bay near the Richmond San<br />
Rafael Bridge. She feels it would be<br />
damaging ecologically. She would like<br />
to have a forum to discuss the project<br />
and educate the public. She will write<br />
an article for the newsletter.<br />
Owl Boxes: Dale Miller noted that<br />
this is the time to clean out the owl<br />
boxes throughout the neighborhood. It<br />
must be done between October 31 st and<br />
Thanksgiving. The community has five<br />
owl boxes but several other homeowners<br />
have boxes also. Hungry Owl will<br />
clean them out for $40 per box.<br />
Motion: Steve moved that the <strong>Association</strong><br />
pay for cleaning five boxes. It<br />
was seconded by Gary Scharlach and<br />
unanimously approved.<br />

to adjourn the meeting. It was seconded<br />
by Scott Eichler and carried unanimously.<br />

If you are installing a satellite TV dish<br />
please be certain to follow the LVHA<br />
Design guidelines (3.13) to minimize<br />
its visual impact from the streetscape<br />
and adjacent property. It's always a<br />
good idea to notify your neighbors of<br />
any installations or changes like this as<br />
a common and neighborly courtesy.<br />
ASK THE ARC<br />
QUESTION: I want to replace my<br />
front door, which is original but in<br />
poor condition. What kind of door is<br />
appropriate for the Eichler design?<br />
ANSWER: Preservation of the original<br />
design is important. An important element<br />
of any house design is the front<br />
door. The original doors were simple<br />
slabs painted a distinctive color complementary<br />
to the main color scheme<br />
of the house. The original Eichler<br />
front door featured unique hardware<br />
consisting of a circular, 6” diameter<br />
Escutcheon plate.<br />
The front door makes a statement<br />
about the house while being a key element<br />
of overall curb appeal. Finding<br />
the right style is paramount to achieving<br />
an overall architectural balance.<br />
Unfortunately, many pre-drilled doors<br />
or blanks sold at big-chain hardware<br />
stores or your local hardware store<br />
don’t blend well with the aesthetic of<br />
an Eichler home. Raised panel doors<br />
are not consistent with Eichlers, nor are<br />
Victorian stained-glass or leaded glass<br />
front doors, which are inappropriate for<br />
the Eichler minimalist contemporary<br />
architecture.<br />
A smooth front wooden or fiber<br />
glass door is recommended. Janice,<br />
at the community center, can provide<br />
you with conveniently located stores<br />
to purchase these doors. Alternatively,<br />
please look on the Internet for midcentury<br />
modern front door websites. There<br />
are many. Simple modern hardware<br />
inset from the door edge is encouraged.<br />
Brushed aluminum, brushed chrome<br />
or stainless steel hardware is appropriate.<br />
As with the Eichler designs, it<br />
is important for the front doors of<br />
American Guild homes to maintain the<br />
integrity of the original character and<br />
design of the home. Because the front<br />
entry is an integral part of the aesthetic<br />
for all the homes in our neighborhood,<br />
it is extremely important that an ARC<br />
Application be submitted for all front<br />
entry doors.<br />
Drainage Culvert<br />
Reminder<br />
<strong>Homeowners</strong> whose yards abut the<br />
hills, are reminded that it is their responsibility<br />
to clean their concrete V-shaped<br />
drainage culverts at the periphery of<br />
their property. Be sure to clean out<br />
branches and leaves that can cause a<br />
blockage on your property or further<br />
down the line. Serious damage and<br />
flooding can occur from accumulated<br />
debris and one could be liable for damage<br />
to a neighbors property.<br />
