Cable TV System
Update
This week is Solar Outage week on
the cable. The schedule of outages is
on LVC's website at http://lucasvalley.
net/solar.html
Sutro Tower, from which we get
most of our local TV digital signals, is
undergoing the final weeks of reconstruction.
The tower has a web site with
frequent progress updates: http://www.
sutrotower.com. They are projecting a
“Mid-October” completion date, with
work continuing into November for the
removal of some of the temporary antennas.
Please be patient a little longer
as we have no control over this part of
the digital conversion.

Minutes of the LVHA
Board Meeting
September 16, 2009
Present were: Denis Ford, Gary Scharlach,
Steve Rule and Scott Eichler.
Absent Keith Dotto.
Approval of Agenda: Gary Scharlach
moved to approve the agenda. It was
seconded by Denis Ford and carried
unanimously.
Approval of Minutes: Gary Scharlach
moved to approve the minutes of the
July meeting. It was seconded by Scott
Eichler and carried unanimously.
Office Manager’s Report: Community
Center: The Friday night
BBQs have been very successful this
year so there will be another one this
Friday, Sept. 18 th . A family movie will
be shown at about 7pm. The Hospice
Eichler Homes Tour will take place this
Saturday Sept. 19 th . There are about
ten homes on the tour. Office: Fourth
quarter statements will go out in the next
few days. Please call the office if you do
not receive one. Miscellaneous: Car
burglaries have been occurring again
and in one case a window was smashed.
The Sheriff recommends motion sensor
lights and of course, lock your cars
and do not leave valuables where they
can be seen. Report suspicious people
and if at all possible get a license plate
number. There have been many reports
of rattlesnakes in yards so be careful
when moving thing around or working
in the garden.
President’s Report: Given by Steve
Rule. Steve reminded homeowners that
school has started and to be mindful of
children when driving. He also thanked
the Pool Committee and Gary Scharlach
for a greatly improved pool season.
Steve asked that neighbors be considerate
of their neighbors when installing
satellite dishes. The FCC mandates
that a homeowners association cannot
disallow satellite dishes. However, the
ARC does ask that owners submit a
design review form so that the location
can be reviewed and that the dish does
not block a neighbors view or be visible
from the street if at all possible. Please
be a good neighbor and discuss it with
your neighbor before installing one.
The FCC.gov website defines rules.
Treasurer’s Report: Given by Denis
Ford. Denis noted that the HOA is in
good shape. The CDs in Vineyard Bank
were transferred to Sonoma Bank for a
1 year CD at 2 %. The Luther Burbank
CD coming due soon will be rolled over
to a six month CD at the same institution.
The TV Reserve will be stated
separately from the General Reserve.
This is a stipulation in the contract
with LVC.
Committee Reports:
Pool Committee: Given by Maggie
McCann. Maggie thanked Vicky
Reisinger, head guard for doing a
fine job in working with the guards
and having guards for the fall season.
There were only two days in
the first week of September that the
pool was not open but that the pool
in now open Monday through Friday
until 4pm and then a lane and the
deep end is available for kids and
adults who are not on the team so
that they can take advantage of the
warm September weather in the valley
after school. Maggie noted that
the Committee had received many
complaints when residents thought
that originally they were not going to
be able to swim after school with the
team using the pool in September.
The Committee recommended that
the team not start until October as it
had in prior years due to the Indian
summers in Lucas Valley.
The Committee hopes to acquire
new uniform signage for next year.
The pool is showing signs of wear
and will need re-plastering in the
next few years.
Chris Schroeder of Synchronized
Swimming of Marin had sent a letter
requesting the use of the pool for
her team. At this time the Board
requests that proposals by groups
to use the pool for long term organized
activities, should be able to
demonstrate that there is a benefit
to the community and that a majority
of the group’s membership is
homeowners.
Watershed Committee: Given by
Rachel Kamman. Rachel said the
Committee had not been meeting for
a few months but that she is taking
over for Mike Elgie who resigned
earlier this year and has started up
again. Rachel is looking into the
remapping by FEMA of creekside
properties which could result in
higher insurance premiums for
creekside owners whose mortgage
companies are requiring flood insurance.
This affects property values.
From the inquiries the Committee
and the LVHA office have had, there
may be as many as 20 affected properties
or more. Rachel’s company,
Kamman Hydrology and Engineering
has looked at the revised maps
and it appears that there may be a
discrepancy on the maps. They have
written a letter to FEMA hoping to
hear a response soon. According to
the revised map the community center
pool and back part of the building
would be under water also. If you
have concerns about your property
please contact Rachel Kamman at
RKamman@LucasValley.net.
The watershed committee will
begin to have monthly meetings
kicking off Tuesday October 6 th , at
the community center. Anyone interested
in watershed activities (those
related to the creek, open space, and
natural resources of the valley) are
welcome to join and shape actions
of the 2009/2010 committee.
Old Business: Playground: Gary
Scharlach explained that the Ad-Hoc
Committee has met a couple times
and that his firm, Phillips Designs has
helped out with some designs for the
playground. One problem is space, in
that the area is so small. New requirements
require much more space around
for example, swings. The concrete curb
around the current configuration will
probably have to be removed
Playgrounds are highly regulated and
consequently very expensive. There are
two ways to do it. 1) have it completely
done by a licensed playground contractor,
or 2) by a group of volunteer homeowners,
just as the first playground was
installed 20 years ago. If it is done by
the second method LVHA may be able
to get a grant through Susan Adams to
cover part of the cost and Tad Jacobs has
offered the use of the equipment from
his company, Treemasters.
A homeowner in the audience said
that she had approached various swim
team parents who are not homeowners
to ask if they would be willing to contribute
as they are frequent users and
she said the response was favorable.
The Committee will come up with drawings
next month. Chris Simpson, in the
audience, volunteered to help with this
project.
Remodel: Steve Rule noted that Patrick
Hunter is expecting three contractors to
provide estimates and experience with
similar jobs in the next couple weeks.
Part of the budget may need to include
an electrical upgrade to the entire panel
depending on what the County requires.
A contingency for sewer pipe upgrades
will be included in the budget. A guard
station is to be included.
The building permit to remodel
the bathrooms is expected to be about
$10,000. The total rough estimate is
about $154,000 including the contingencies.
The project is expected to take
eight weeks and should begin around
November 1 st .
Motion: Steve Rule moved to approve
a worse case scenario budget of
$155,000 for the remodel project of the
bathrooms including a guard station and
contingencies. It was seconded by Scott
Eichler and approved unanimously.
New Business: 2010 Budget: The preliminary
budget for 2010 was reviewed.
Marin Water – A
Problem?
By Katherine Da Silva Jain
Hear about it Oct 22, 7:30 PM at
the LVHA Community Center.
We have 7 pristine reservoirs. We
are blessed with clean, rich water from
these. Best Management Practices
(BMP) have been developed that can
assure that, even in our mainly dry climate,
we can have the water we need.
However, MMWD (Marin Municipal
Water District) plans to spend $452
million (our/ratepayers money) for desalination
to add water from the polluted
bay, downstream from sewage, to our
healthy water.
Please come Oct 22 to LVHA to
learn some answers to questions like:
• Do we need to spend $432 million to
assure there will be sufficient water?
• What are the most cost effective ways
to prevent water shortage?
• How do desal costs compare with
BMP?
• How is Marin behind San Luis
Obispo and others in water efficiency?
• How has desal worked in other communities?
Cost overruns?
• Will the desal facility harm the Bay?
The air? Add to global warming?
• Will global warming bring more or
less rain to the Bay Area?
Rachel Kamman will also be on
hand to share about the LV watershed
community.
For information please contact:
2009 budget with revenue being exactly
the same. Some expenses are higher
while others are lower. The insurance
premiums have been drastically reduced
by about $9,000. The budget for pool
cleaning was increased by $3000 to
$14,000. Recreation funds were increased
to $1,500 and the pool cleaning
expense was increased by $3,000. The
budget for property tax was doubled due
to the increased fees for the sanitary
district. Over all the expense budget is
up about $3,000. It will appear in the
November Vibration.
Motion: Gary Scharlach moved to
approve the 2010 preliminary budget.
It was seconded by Denis Ford and approved
unanimously.
Solar: Dale Miller explained that
the Ad-Hoc Committee working on
bringing solar to the community center
consists of himself, Tad Jacobs and
Herman Chin. They met with five solar
companies. The estimates were for
systems ranging in price from $64,000
to $120,000.
It would save from $4,400 to $6,500
each year. Dale noted that if LVHA is
required to make extensive electrical
modifications during the remodel it may
behoove them to do it under the solar
project because the permit may be less
expensive that way.
ListServ: Dale Miller and Cindy Irish
had volunteered to organize and monitor
a ListServ group. There is no cost to
the Association. They chose the name
LVHA 94903. (The name LVHA is
taken.)
Motion: Gary Scharlach moved to
approve setting up a ListServ for the
community. It was seconded by Scott
Eichler and approved unanimously.
Master Swim Program: Amy Simpson
presented a plan to have a master
swim program at the LVHA pool in the
early morning hours from 5:30 – 7 AM.
It would be part of Lucas Valley Aquatics,
the winter swim team program and
it would be under the auspices of the
US Masters Club so that there would
be insurance coverage. The fee to join
the club is $40 annually. In addition
there would be a monthly fee to cover
the cost of a coach. She suggested they
have their own board made up of just
LVHA homeowners. Amy said that
they already had 30 people signed up,
not all homeowners, but that a majority
are. They would like to begin
November 1 st .
Motion: Scott Eichler moved to approve
the Masters Swim Program as
presented. It was seconded by Gary
Scharlach and unanimously approved.
Dumpster: Gary Scharlach reminded
everyone that the dumpster in the parking
lot is for the community center use
only. He witnessed a person in a Mercedes
and another car with young family
members drive into the parking lot and
they proceeded to empty the contents
of both cars into the dumpster. When
he advised them that the dumpster was
for the center only the woman said “so
fine me” and then drove off. When
the person is caught she will be fined.
If you have items that are reusable
please call Goodwill, Salvation Army,
American Veterans or any number of
other organizations that come through
the valley on a regular basis. If you
have recyclables please dispose of
them properly. Let’s not add anymore
to landfill than necessary.
The current fine policy is $75 but
it was suggested that it be raised to
$100 for the first offense and $250 for
the second offense and the name of
the perpetrator will be published in the
Vibration.
Motion: Denis Ford moved to approve
the new fine schedule of $100 for the
first offense of using the CC dumpster
and $250 for the second offense with the
name published in the Vibration. It was
Masters Swim
Program
On September 15, 2009 the LVHA
Board approved the creation of the
Lucas Valley Aquatics Masters Swim
program. We are very excited to bring
this new program to the Lucas Valley
homeowners as a great way to strengthen
the community.
This program, registered with U.S.
Masters Swimming, will be a coached
workout open to all ability levels, ages
19+. Practices will place at the Lucas
Valley Community Pool Monday-
Friday from 5:30-7:00am and we are
thrilled to be extending the usable hours
of the pool to all homeowners as a result
of the program.
According to the U.S. Master’s
website: “U.S. Masters Swimming
welcomes swimmers of all abilities
who want to improve their overall fitness,
develop better technique, or train
for any type of swimming competition.
If you want to get fit, become a better
swimmer, stay motivated and meet new
friends, U.S. Masters Swimming is
the place to be.” “The motivation and
instruction a coach provides is a powerful
advantage. Research has shown that
interval training, an approach favored
by most coaches, has innumerable benefits
over simple lap swimming so most
Masters swimmers prefer structured
workouts.”
For insurance purposes and consistent
with other Masters Swim programs,
all swimmers must join the U.S. Masters
Swimming program for a $40.00 annual
fee. Additionally, swimmers will pay a
monthly fee of $60.00 ($110/couple*)
to cover the costs of coaching, pool
utilities and other program costs. Non-
LVHA residents will be required to pay
an annual registration fee.
We will be starting with our first
workout on Monday, November 2, 2009
A Case for the Rake
By Lillian Sizemore
Continued on page 7
Minutes continued
It’s a sunny, fall day in Lucas Valley.
I make a delicious lunch and look
forward to dining al fresco. Anticipating
my peaceful repast, and I am met with a
chorus of multiple leaf blowers at work.
There’s one to my left, another down
the hill, yet another farther away, but
equally insistent.
Our neighborhood is renowned
for its natural environment: wild, open
spaces, no street lights, underground
utility wires, solar homes, recycling,
and free stuff in the newsletter. You may
hear a hummingbird flap its tiny wings,
that’s how serene it can be here. Yet
the atmosphere is regularly punctuated
with the high-pitch buzz of small engine
blowers and our lovely hillsides provide
the echo-chamber. When several
neighbors decide it’s maintenance day,
we have an explosion of reverberating
noise pollution that goes on for hours.
Serious Pollution
According to the California Air
Resources Board, gas-powered mowers
and blowers emit high levels of carbon
monoxide, volatile organic compounds
and nitrogen oxides, producing up to
5% of the nation’s air pollution. Each
weekend, about 54 million Americans
mow their lawns, using 800 million
gallons of gas per year and producing
tons of air pollutants. The laborers who
wear these backpack machines absolutely
need to wear ear-protection and
goggles, and breathe toxic exhaust. The
EPA estimates that 17 million gallons of
fuel are spilled each year while refueling
lawn equipment. That’s more than
all the oil spilled by the Exxon Valdez
- every year! With our ever-increasing
awareness of carbon footprints and oil
dependence, we can’t dismiss the harmful
effects, including noise pollution.
Acoustics experts say blower noise is
especially irritating because of its parseconded
by Scott Eichler and approved
unanimously.
Items from Homeowners:
Cell Tower: A homeowner asked if
the Board new of the progress of the
AT&T cell phone tower that was in the
permitting stage and to be installed in
the Lucas Valley Estates by the water
tower. No one on the Board knew of
the progress. It was suggested that
one check on the County website for
information.
Speed Limit: A homeowner asked if
there was any more talk about the speed
limit being changed on Lucas Valley
Road. The Board responded that there
was not as far as they knew. There
have been a couple accidents on Lucas
Valley Road recently and that in some
cases the sun had been blinding. Please
slow down especially at this time of year
when the sun is low on the horizon and
school is in session.
Desalination Plant: Katherine Jain
spoke out against the desalination plant
that MMWD plans on building at the
edge of the bay near the Richmond San
Rafael Bridge. She feels it would be
damaging ecologically. She would like
to have a forum to discuss the project
and educate the public. She will write
an article for the newsletter.
Owl Boxes: Dale Miller noted that
this is the time to clean out the owl
boxes throughout the neighborhood. It
must be done between October 31 st and
Thanksgiving. The community has five
owl boxes but several other homeowners
have boxes also. Hungry Owl will
clean them out for $40 per box.
Motion: Steve moved that the Association
pay for cleaning five boxes. It
was seconded by Gary Scharlach and
unanimously approved.
Adjournment: Gary Scharlach moved
to adjourn the meeting. It was seconded
by Scott Eichler and carried unanimously.
Let's Go Green!
This column was suggested as a way
of giving away an item that was still
usable but no longer wanted, without
having to call Goodwill for just one
item or taking it to the dump to be put
into landfill.
If you have a free usable item to
give away call the office at 472-3202
so that it can be listed in the next issue
of the Valley Vibration.
This month's free items are:
Rake for the 21 st Century
Statistics show that, in fact, leaf
blowing is not more efficient than
raking, and garden professionals also
site an increase in air-borne allergens
and damage to plants. In California,
44 cities have enacted restrictions on
blowers, including Beverly Hills, Santa
Monica, Sacramento, Claremont and
Berkeley.
If you use a blower or hire a crew
who does, consider keeping its use to
a minimum. I found a garden company
in Los Angeles that meets the problem
head on: Whisper Landscape Maintenance
(whisperlandscapemaintenance.
com) uses only zero-emission, solarpowered
garden equipment modified
for noise reduction. Let’s invite them to
give a talk at a homeowner’s meeting.
Our ears and health are worth it.
ARC TIP
If you are installing a satellite TV dish
please be certain to follow the LVHA
Design guidelines (3.13) to minimize
its visual impact from the streetscape
and adjacent property. It's always a
good idea to notify your neighbors of
any installations or changes like this as
a common and neighborly courtesy.
ASK THE ARC
QUESTION: I want to replace my
front door, which is original but in
poor condition. What kind of door is
appropriate for the Eichler design?
ANSWER: Preservation of the original
design is important. An important element
of any house design is the front
door. The original doors were simple
slabs painted a distinctive color complementary
to the main color scheme
of the house. The original Eichler
front door featured unique hardware
consisting of a circular, 6” diameter
Escutcheon plate.
The front door makes a statement
about the house while being a key element
of overall curb appeal. Finding
the right style is paramount to achieving
an overall architectural balance.
Unfortunately, many pre-drilled doors
or blanks sold at big-chain hardware
stores or your local hardware store
don’t blend well with the aesthetic of
an Eichler home. Raised panel doors
are not consistent with Eichlers, nor are
Victorian stained-glass or leaded glass
front doors, which are inappropriate for
the Eichler minimalist contemporary
architecture.
A smooth front wooden or fiber
glass door is recommended. Janice,
at the community center, can provide
you with conveniently located stores
to purchase these doors. Alternatively,
please look on the Internet for midcentury
modern front door websites. There
are many. Simple modern hardware
inset from the door edge is encouraged.
Brushed aluminum, brushed chrome
or stainless steel hardware is appropriate.
As with the Eichler designs, it
is important for the front doors of
American Guild homes to maintain the
integrity of the original character and
design of the home. Because the front
entry is an integral part of the aesthetic
for all the homes in our neighborhood,
it is extremely important that an ARC
Application be submitted for all front
entry doors.
Drainage Culvert
Reminder
Homeowners whose yards abut the
hills, are reminded that it is their responsibility
to clean their concrete V-shaped
drainage culverts at the periphery of
their property. Be sure to clean out
branches and leaves that can cause a
blockage on your property or further
down the line. Serious damage and
flooding can occur from accumulated
debris and one could be liable for damage
to a neighbors property.
Stone Accents American Guild Home
Partially hidden behind a tree, as you make a turn off Lucas Valley Road,
is the recently renovated home at 27 Mt. Muir Ct.
The vast renovation project included a second story expansion, new
garage door, PV solar, insulation of the garage, and a fresh coat of paint. But
the most commented feature added are the stone accents framing the front of
the garage.
Homeowner’s Rob and Lynne Scofield decided to go with a Virginia
Ledgestone similar to one used in a renovation of a 1950s Frank Lloyd
Wright style house in Cambridge, Massachusetts recently featured on This
Old House.
The perfect choice with the beauty of natural stone incorporated into the
