Billing Policy<br />
Home Owners Dues<br />
<strong>Lucas</strong> <strong>Valley</strong> Home Owners dues<br />
are $160 per quarter and this amount<br />
is due and payable on the following<br />
dates: January 1, April 1, July 1 and<br />
October 1.<br />
Statements will be sent to home<br />
owners on these dates. You may choose<br />
email billing by emailing the office at<br />
businessmanager@lvha.org.<br />
The use of the pool, tennis courts,<br />
and television channels 2 -13 are included<br />
in the dues.<br />
Non payment of dues will result in<br />
the following actions: If dues are not<br />
paid within 30 days of the due date a late<br />
fee of $15 per quarter will be added to<br />
the invoiced amount. If not paid within<br />
60 days of the due date TV service to<br />
the residence will be terminated and<br />
use of the pool or tennis courts will not<br />
be permitted. If not paid within 90 days<br />
of the due date, the LVHA Board may<br />
place a lien on the property.<br />
TV Reception Problems<br />

contracts with <strong>Lucas</strong> <strong>Valley</strong> Cable<br />
to provide television channels 2 -13 to<br />
all residents. If you have problems with<br />
these channels, call <strong>Lucas</strong> <strong>Valley</strong> Cable<br />

LVHA Board Meeting<br />
June 20, 2012<br />
Present were: Greg Stilson, Bob Schellenberg,<br />

the June 11, 2012 Executive Session.<br />

Office Manager’s Report: None given<br />

No update on revenues and expenses<br />
due to lack of information this month.<br />
A question about the discrepancy in the<br />
Net Income on the P&L statement and<br />
the Balance Sheet was raised. There<br />
was no explanation for the discrepancy.<br />
Ron Marinoff stated that Finance<br />
Committee would meet to investigate<br />
continued discrepancies between 2011<br />
year-end tax and financial statements.<br />
Finance Committee will need to complete<br />
this work with input from Office<br />
Manager and LVHA accountant.<br />
The issue of payment for pool use<br />
was raised and discussed. It was noted<br />
that the current pool use and rental<br />
policy exists and needs to be enforced.<br />
BOD will look to Pool and Finance<br />
committees to recommend rental fee<br />
and deposit to be placed prior to rental<br />
to cover any damages or miss-uses of<br />
LVHA facilities.<br />
Items from <strong>Homeowners</strong>: Shelly<br />
Munson reported that County is planning<br />
curb cuts for improved handicap<br />
access at the intersection of Rubicon<br />
and Idylberry. Shelly expressed a desire<br />
that the County do not use yellow<br />
colored detectable warning “bumps”<br />
or stripping and would prefer a less<br />
vibrant color.<br />
Tim Irish expressed desire that<br />
the names, ages and phone numbers<br />
of Baby Sitters be removed from the<br />
LVHA website (this information is<br />
contained in back issues of the <strong>Valley</strong><br />
Vibration, which is available to the general<br />
public via our website). There was<br />
a motion made, seconded, and passed<br />
that the President appoint a committee<br />
of the Board to investigate the issue<br />
of public access to the LVHA website.<br />

Dale Miller, Bob Schellenberg, and<br />
Doug Charlton were appointed to this<br />
committee. Dale Miller was appointed<br />
chair of the committee.<br />
An issue was raised regarding<br />
LVHA’s membership in the North San<br />
Rafael Coalition of Residents (NSR-<br />
CR). We have not been dues paying<br />
members in the recent past. Dale Miller<br />
moved that the LVHA BOD send a letter<br />
to the NSRCR stating that LVHA be<br />
removed as a member from the NSRCR<br />
website. The motion related to NSRCR<br />
was seconded and passed. It was also<br />
recommended that a copy of this letter<br />
be forwarded to the County Board of<br />
Supervisors.<br />
Committee Reports:<br />
ARC: Greg Stilson indicated that there<br />
is an opening available on the ARC<br />
Committee and that nominations would<br />
remain open until the July 2012 BOD<br />
meeting. This will provide new BOD<br />
members Bob and Maggie the opportunity<br />
to review Committee applications,<br />
which they have not seen prior to the<br />
June 2012 meeting.<br />
Public Improvements Committee<br />
(PIC): Gary Scharlach provided a report<br />
covering the following three items.<br />
Gary provided an update and schedule<br />
for remaining work related to the<br />
Landscape Architecture Master Plan<br />
being performed on LVHA facilities.<br />
Gary indicated that the PIC and<br />
Pool Committees recommends that the<br />
children’s pool repairs not be completed<br />
until they can be informed and potentially<br />
guided Landscape Architecture<br />
Master Plan. The children’s pool cover<br />
was replaced.<br />
An update on the proposed work at<br />
Senf Park was provided with reference<br />
to a single contractor’s bid. President<br />
Stilson requested that the PIC obtain<br />
two more bids for the work.<br />
Governing Documents Committee<br />
(CCRs): Shelly and Dale provided an<br />
update on the review of CCRs. The<br />

Committee is currently working on<br />
preparing a version with proposed edits<br />
and changes that will be provided to the<br />
BOD. The Committee will also be providing<br />
the BOD with recommendations<br />
of attorneys that can provide necessary<br />
legal review and input.<br />
Old Business: None.<br />
New Business: The BOD and members<br />
discussed the history and existing CCRs<br />
and Bylaws governing the use of the<br />
LVEA stables for commercial purposes<br />
such as lessons, birthday parties and<br />
camps by members and non-members.<br />
Motion: Bob Schellenberg moved that<br />
the BOD contact LVHA’s attorney and<br />
direct him to draft a letter requesting<br />
that Christine Sheets-Stewart cease<br />
and desist all activities and business<br />
related operations (e.g., horse lessons,<br />
birthday parties and horse camps) being<br />
conducted or planned at the LVEA<br />
stables. It was seconded by Dale Miller<br />
and approved unanimously.<br />

Executive Meeting<br />
August 23, 2012<br />
Meeting Called to Order: 7:30 pm.<br />
Present were: Greg Stilson, Greg<br />
Kamman, Dale Miller, Maggie McCann<br />
& Bob Schellenberg and the Business<br />
Manager.<br />
The Proposed Contract between<br />
LVHA and Sequoia Aquatics<br />
of Marin for use of the pool was<br />
discussed. Currently the fees for<br />
PG&E reimbursement are calculated<br />
on a percentage basis. The team pays<br />
for a percentage of the PG&E and the<br />
percentage left is then further divided<br />

The LVHA Architectural Review<br />
Committee (ARC) serves to help maintain<br />
various architectural characteristics<br />
of our unique community as outlined in<br />
our CC&Rs, and Design Guidelines.<br />
All projects, including exterior<br />
painting, fencing, roofing, replacement<br />
of entry doors, driveways, siding,<br />
and other projects visible from<br />
the streetscape, are subject to design<br />
review.<br />

Motion: It was moved, seconded and<br />
passed that the fee for use of the pool<br />
from September through February be<br />
$3,100 per month and that an hourly<br />
rate of $25 per hour be set for March<br />
through August.<br />

Office Manager’s Report: Community<br />
Center: The next Friday night<br />
BBQ will be Friday, July 27 th at 6pm<br />
and the Aug. BBQs will be on the 10 th<br />
and 24 th . An Ice Cream Social will be<br />
held on Aug. 3 rd from 6 – 8 pm at the<br />
pool. Office: The homeowners’ dues<br />
are due July 31st. The Union Bank CD<br />
for $50,000 has matured and was rolled<br />
over for another year. Pool News: The<br />
pool is open Monday - Saturday 1 – 7<br />
pm and Sunday 1 – 6 pm. New umbrellas<br />
have been purchased and a ping pong<br />
table is being purchased. The guards<br />
have been very responsible this year and<br />
have been very helpful with other small<br />
tasks asked of them. There is a leak at<br />
the south end of the pool on the other<br />
side of the fence. German, our pool<br />
cleaning man thinks it may be coming<br />
from the skimmer. Diamond Cut has<br />
been called and will be out next week to<br />
look at it. Miscellaneous: The Linda<br />
Senf Park is being refurbished. There<br />
will be a celebration of Tom Senf’s life<br />
on July 29 th from 3 – 6 pm at the home<br />
of Barbara Poole. Some homeowners<br />
on Mt. Muir have asked what can be<br />

done to spruce up the island at Mt. Muir<br />
Court since this is County property. The<br />
homeowners were advised to contact the<br />
County Roads Department and Supervisor<br />
Susan Adams’ office.<br />
President’s Report: Given by Greg<br />
Stilson. Greg reported that the County<br />
will be installing ADA compliant curbs<br />
at crosswalks along Idylberry Road. In<br />
discussing with the County the yellow<br />
truncated dome applications (sheets of<br />
yellow dots) at these locations he found<br />
that there are other colors available.<br />
The ARC was asked to review it and<br />
their recommendation was to use a grey<br />
application instead of the bright yellow.<br />
Greg is working with the County on<br />
getting this approved, however it is not<br />
known whether or not they will be able<br />
to change those already installed.<br />
The County also advised that they<br />
will most likely be removing a cross<br />
walk at Mt. Shasta Drive because the<br />
ADA curb cuts they have made do not<br />
meet the specific ADA requirements.<br />
Because the large PG&E in-ground box<br />
cannot be moved cost effectively the<br />
County feels they have no choice but<br />
to remove the crosswalk.<br />
Treasurer’s Report: Greg Kamman<br />
was not available to give a report. Dale<br />
Miller stated that the Board is required<br />
to review the bank reconciliations. Dale<br />
stated that he felt a letter should go out<br />
to homeowners who are overdue. Greg<br />
Stilson recommended that between the<br />
fifteenth and thirtieth of the second<br />
month of the quarter a letter should<br />
be written and mailed to each overdue<br />
owner. Janice stated that she currently<br />
calls or sends a reminder statement with<br />
an "overdue" stamp.<br />
Items from <strong>Homeowners</strong>: Tim Irish<br />
stated that the Cable TV and Internet<br />
Committee has not had a meeting in<br />
a very long time and has not been<br />
advocating on behalf of the homeowners.<br />
He also felt that it was the Boards<br />
responsibility to improve the livability<br />
of the community. Tim turned in an<br />
application to serve on the Committee.<br />
Motion: Dale Miller moved to appoint<br />
Tim Irish to the Cable TV and Internet<br />
Committee for a period of two years. It<br />
was seconded by Bob Schellenberg and<br />
unanimously approved.<br />
Shelley Munson asked for an explanation<br />
of the swim team contracts and<br />
the difference between the LVST and<br />
SAM teams. She also inquired about<br />
who was permitted to give lessons.<br />
LVHA Website Access: The committee<br />
appointed to review access to the website<br />
is addressing the issue of access to<br />
personal information on the website and<br />
reviewing possible solutions.<br />
Committee Reports: ARC: Greg<br />
Stilson appointed Bob Schellenberg<br />
as the liaison to the ARC. This will<br />
alleviate the work load on Greg now<br />
that he is President. Bob stated that<br />
he looked forward to working with the<br />
ARC and would attend as many ARC<br />
meetings as possible. He noted that an<br />
agreement had been reached recently<br />
with a homeowner who had appealed<br />
an ARC denial.<br />
Horseowner Committee: Given by<br />
Bob Schellenberg. Bob reported that<br />
there had been an issue between a horse<br />
owner who had moved away from the<br />
area and the Equestrian Committee that<br />
required the use of the LVHA attorney.<br />
The attorney explained that a letter to<br />
vacate by a date agreed upon by both<br />
parties was the best method to handle<br />
the situation. This was done and the<br />
matter resolved. Another horse pasture<br />
issue was also resolved with a letter<br />
from the attorney.<br />
Public Improvements Committee:<br />
Given by Shelley Munson. Shelley reported<br />
that at the last committee meeting<br />
on July 11 th a presentation was made by<br />
the landscape architectural firm engaged<br />
to provide concept drawings for a makeover<br />
of the community center and the<br />
tennis courts. She felt that the company<br />
and concepts they have presented is a<br />
perfect match for <strong>Lucas</strong> <strong>Valley</strong> HOA.<br />
She noted that they have a considerable<br />
challenge with the ADA ramp<br />
due to the length it needs to be but that<br />
they have brought some creative ideas<br />
with an understated elegance to the<br />
table. They are also considerate of the<br />
need to phase in the project and budget<br />
conscious.<br />
The committee wants to distill the<br />
information down to a more refined plan<br />
before bringing it before the Board or<br />
the homeowners.<br />
Unfinished Business:<br />
Extenet: Greg Stilson reported that a<br />
notice was just received today from the<br />
County stating that Extenet’s application<br />
for three cell poles along <strong>Lucas</strong><br />
<strong>Valley</strong> Road was basically complete and<br />
that there would be a hearing before the<br />
Planning Commission on Sept. 24 th .<br />
Sequoia Aquatics of Marin (SAM)<br />
Contract: The details of a proposed<br />
contract with Sequoia Aquatics of Marin<br />
were discussed. No action was taken on<br />
the contract.<br />
New Business: Property between the<br />
creek and sidewalk near Dixie School.<br />
This topic was tabled.<br />
ARC Member Applications: The<br />
Board reviewed two applications received<br />
from members for the vacancy<br />
on the Architectural Review Committee.<br />
Greg Stilson stated that both applicants<br />
are well qualified. Motion: Bob Schellenberg<br />
moved that Coralie Langston-<br />
Jones be appointed to serve on the<br />
Architectural Review Committee for a<br />
two year term. It was seconded by Dale<br />
Miller and unanimously approved.<br />

As quoted from Aug. 14 Marin IJ:<br />
Although his grandfather is no longer<br />
alive, Christopher Ford is pretty sure<br />
he would have liked the lead character in<br />
Ford's new movie, "Robot & Frank."<br />
That's because Ford looked to<br />
some of the quirks and charisma of his<br />
beloved grandfather, Joseph Peter Donnelly,<br />
as a model for Frank, an aging,<br />
somewhat-senile grump who has a robot<br />
for a caretaker.<br />
"The feel of the character comes<br />
from my grandpa, his humor. He was<br />
always a curmudgeonly kind of guy<br />
but with a big heart," says Ford, 31,<br />
who grew up in <strong>Lucas</strong> <strong>Valley</strong>, where<br />
his parents still live, and now calls<br />
Brooklyn home. "He used the phrases<br />
that Frank uses, like 'second-story man'<br />
and 'smashing grab-artist' to describe<br />
people he thought were crooks."<br />
Of course, in Ford's script, Frank,<br />
played by Frank Langella, actually is<br />
a crook. That's where any similarities<br />
stop, Ford notes.<br />
"Robot & Frank" has garnered rave<br />
reviews at various festivals, including<br />
Sundance Film Festival, where it won<br />
the Alfred P. Sloan Prize, which is<br />
given to screenplays with a scientific,<br />
mathematical or technological theme.<br />
"Robot & Frank," which opens<br />
Aug. 24, is Ford's first feature film,<br />
made with his friend and fellow New<br />
York University grad Jake Schreier,<br />
who directed.<br />

Recently I have been having trouble<br />
with my motion sensor light in my<br />
driveway. After replacing it two times it<br />
dawned on me that it might have something<br />
to do with interference from the<br />
SMART meter. When I called PG&E<br />
the SMART representative admitted that<br />
they had been having "a lot" of problems<br />
with the new meters setting off motion<br />
sensors. She also said they affect baby<br />
monitors, garage door openers and alarm<br />
systems. I also mentioned that my new<br />
Samsung TV was acting up at the same<br />
time the motion sensor light went on and<br />
she acknowledged that this too is a common<br />
problem with SMART meters.<br />
PG&E came out and changed the<br />
meter to a lower frequency one but that<br />
did not solve the problem. They came<br />
out again the next day and re-installed<br />
the original SMART meter. She said<br />
they would send out an electrician who<br />
specializes in SMART meter problems<br />
and that he would have to install new<br />
motion sensors. The appointment is set<br />
for later this month.<br />
Apparently the undesired signal<br />
of the SMART meters overpower the<br />
desired signal of the item using the<br />
same frequency. PG&E uses the same<br />
frequency as many electronic household<br />
items because that frequency, 900 - 928<br />
megahertz, is free.<br />
A few days later I was discussing<br />
the problem with a contractor working<br />
on my street and he said he had been<br />
having problems with motion sensor installations<br />
he did on a house nearby and<br />
another house a few blocks away. He<br />
replaced them and moved one thinking<br />
it was heat from the dryer vent setting<br />
it off only to still have problems.<br />
Another resident came home to find<br />
her garage door open. She has no proof as<br />
to what opened it but has her suspicions.<br />
