Dale Miller moved to approve the minutes
of the May 14, 2012 BOD meeting.
It was seconded by Greg Kamman and
unanimously approved.
Office Manager’s Report: None given
as Janice was on vacation.
President’s Report: Members welcomed
to meeting by Greg Stilson.
Treasurer’s Report: Given by Greg
Kamman with input from Ron Marinoff.
No update on revenues and expenses
due to lack of information this month.
A question about the discrepancy in the
Net Income on the P&L statement and
the Balance Sheet was raised. There
was no explanation for the discrepancy.
Ron Marinoff stated that Finance
Committee would meet to investigate
continued discrepancies between 2011
year-end tax and financial statements.
Finance Committee will need to complete
this work with input from Office
Manager and LVHA accountant.
The issue of payment for pool use
was raised and discussed. It was noted
that the current pool use and rental
policy exists and needs to be enforced.
BOD will look to Pool and Finance
committees to recommend rental fee
and deposit to be placed prior to rental
to cover any damages or miss-uses of
LVHA facilities.
Items from Homeowners: Shelly
Munson reported that County is planning
curb cuts for improved handicap
access at the intersection of Rubicon
and Idylberry. Shelly expressed a desire
that the County do not use yellow
colored detectable warning “bumps”
or stripping and would prefer a less
vibrant color.
Tim Irish expressed desire that
the names, ages and phone numbers
of Baby Sitters be removed from the
LVHA website (this information is
contained in back issues of the Valley
Vibration, which is available to the general
public via our website). There was
a motion made, seconded, and passed
that the President appoint a committee
of the Board to investigate the issue
of public access to the LVHA website.
committee. Dale Miller was appointed
chair of the committee.
An issue was raised regarding
LVHA’s membership in the North San
Rafael Coalition of Residents (NSR-
CR). We have not been dues paying
members in the recent past. Dale Miller
moved that the LVHA BOD send a letter
to the NSRCR stating that LVHA be
removed as a member from the NSRCR
website. The motion related to NSRCR
was seconded and passed. It was also
recommended that a copy of this letter
be forwarded to the County Board of
Supervisors.
Committee Reports:
ARC: Greg Stilson indicated that there
is an opening available on the ARC
Committee and that nominations would
remain open until the July 2012 BOD
meeting. This will provide new BOD
members Bob and Maggie the opportunity
to review Committee applications,
which they have not seen prior to the
June 2012 meeting.
Public Improvements Committee
(PIC): Gary Scharlach provided a report
covering the following three items.
Gary provided an update and schedule
for remaining work related to the
Landscape Architecture Master Plan
being performed on LVHA facilities.
Gary indicated that the PIC and
Pool Committees recommends that the
children’s pool repairs not be completed
until they can be informed and potentially
guided Landscape Architecture
Master Plan. The children’s pool cover
was replaced.
An update on the proposed work at
Senf Park was provided with reference
to a single contractor’s bid. President
Stilson requested that the PIC obtain
two more bids for the work.
Governing Documents Committee
(CCRs): Shelly and Dale provided an
update on the review of CCRs. The
continued on page 4

New Valley Vibration
June 20 Minutes continued
Committee is currently working on
preparing a version with proposed edits
and changes that will be provided to the
BOD. The Committee will also be providing
the BOD with recommendations
of attorneys that can provide necessary
legal review and input.
Old Business: None.
New Business: The BOD and members
discussed the history and existing CCRs
and Bylaws governing the use of the
LVEA stables for commercial purposes
such as lessons, birthday parties and
camps by members and non-members.
Motion: Bob Schellenberg moved that
the BOD contact LVHA’s attorney and
direct him to draft a letter requesting
that Christine Sheets-Stewart cease
and desist all activities and business
related operations (e.g., horse lessons,
birthday parties and horse camps) being
conducted or planned at the LVEA
stables. It was seconded by Dale Miller
and approved unanimously.
Adjournment of Board Meeting:
The Board meeting was adjourned at
Draft Minutes of the
Executive Meeting
August 23, 2012
Meeting Called to Order: 7:30 pm.
Present were: Greg Stilson, Greg
Kamman, Dale Miller, Maggie McCann
& Bob Schellenberg and the Business
Manager.
The Proposed Contract between
LVHA and Sequoia Aquatics
of Marin for use of the pool was
discussed. Currently the fees for
PG&E reimbursement are calculated
on a percentage basis. The team pays
for a percentage of the PG&E and the
percentage left is then further divided
BBQ will be Friday, July 27 th at 6pm
and the Aug. BBQs will be on the 10 th
and 24 th . An Ice Cream Social will be
held on Aug. 3 rd from 6 – 8 pm at the
pool. Office: The homeowners’ dues
are due July 31st. The Union Bank CD
for $50,000 has matured and was rolled
over for another year. Pool News: The
pool is open Monday - Saturday 1 – 7
pm and Sunday 1 – 6 pm. New umbrellas
have been purchased and a ping pong
table is being purchased. The guards
have been very responsible this year and
have been very helpful with other small
tasks asked of them. There is a leak at
the south end of the pool on the other
side of the fence. German, our pool
cleaning man thinks it may be coming
from the skimmer. Diamond Cut has
been called and will be out next week to
look at it. Miscellaneous: The Linda
Senf Park is being refurbished. There
will be a celebration of Tom Senf’s life
July 18 Minutes continued
done to spruce up the island at Mt. Muir
Court since this is County property. The
homeowners were advised to contact the
County Roads Department and Supervisor
Susan Adams’ office.
President’s Report: Given by Greg
Stilson. Greg reported that the County
will be installing ADA compliant curbs
at crosswalks along Idylberry Road. In
discussing with the County the yellow
truncated dome applications (sheets of
yellow dots) at these locations he found
that there are other colors available.
The ARC was asked to review it and
their recommendation was to use a grey
application instead of the bright yellow.
Greg is working with the County on
getting this approved, however it is not
known whether or not they will be able
to change those already installed.
The County also advised that they
will most likely be removing a cross
walk at Mt. Shasta Drive because the
ADA curb cuts they have made do not
meet the specific ADA requirements.
Because the large PG&E in-ground box
cannot be moved cost effectively the
County feels they have no choice but
to remove the crosswalk.
Treasurer’s Report: Greg Kamman
was not available to give a report. Dale
Miller stated that the Board is required
to review the bank reconciliations. Dale
stated that he felt a letter should go out
to homeowners who are overdue. Greg
Stilson recommended that between the
fifteenth and thirtieth of the second
month of the quarter a letter should
be written and mailed to each overdue
owner. Janice stated that she currently
calls or sends a reminder statement with
an "overdue" stamp.
Items from Homeowners: Tim Irish
stated that the Cable TV and Internet
Committee has not had a meeting in
a very long time and has not been
advocating on behalf of the homeowners.
He also felt that it was the Boards
responsibility to improve the livability
of the community. Tim turned in an
application to serve on the Committee.
Motion: Dale Miller moved to appoint
Tim Irish to the Cable TV and Internet
Committee for a period of two years. It
was seconded by Bob Schellenberg and
unanimously approved.
Shelley Munson asked for an explanation
of the swim team contracts and
the difference between the LVST and
SAM teams. She also inquired about
who was permitted to give lessons.
LVHA Website Access: The committee
appointed to review access to the website
is addressing the issue of access to
personal information on the website and
reviewing possible solutions.
Committee Reports: ARC: Greg
Stilson appointed Bob Schellenberg
as the liaison to the ARC. This will
alleviate the work load on Greg now
that he is President. Bob stated that
he looked forward to working with the
ARC and would attend as many ARC
meetings as possible. He noted that an
agreement had been reached recently
with a homeowner who had appealed
an ARC denial.
Horseowner Committee: Given by
Bob Schellenberg. Bob reported that
there had been an issue between a horse
owner who had moved away from the
area and the Equestrian Committee that
required the use of the LVHA attorney.
The attorney explained that a letter to
vacate by a date agreed upon by both
parties was the best method to handle
the situation. This was done and the
matter resolved. Another horse pasture
issue was also resolved with a letter
from the attorney.
Public Improvements Committee:
Given by Shelley Munson. Shelley reported
that at the last committee meeting
on July 11 th a presentation was made by
the landscape architectural firm engaged
to provide concept drawings for a makeover
of the community center and the
tennis courts. She felt that the company
and concepts they have presented is a
perfect match for Lucas Valley HOA.
She noted that they have a considerable
challenge with the ADA ramp
due to the length it needs to be but that
they have brought some creative ideas
with an understated elegance to the
table. They are also considerate of the
need to phase in the project and budget
conscious.
The committee wants to distill the
information down to a more refined plan
before bringing it before the Board or
the homeowners.
Unfinished Business:
Extenet: Greg Stilson reported that a
notice was just received today from the
County stating that Extenet’s application
for three cell poles along Lucas
Valley Road was basically complete and
that there would be a hearing before the
Planning Commission on Sept. 24 th .
Sequoia Aquatics of Marin (SAM)
Contract: The details of a proposed
contract with Sequoia Aquatics of Marin
were discussed. No action was taken on
the contract.
New Business: Property between the
creek and sidewalk near Dixie School.
This topic was tabled.
ARC Member Applications: The
Board reviewed two applications received
from members for the vacancy
on the Architectural Review Committee.
Greg Stilson stated that both applicants
are well qualified. Motion: Bob Schellenberg
moved that Coralie Langston-
Jones be appointed to serve on the
Architectural Review Committee for a
two year term. It was seconded by Dale
Miller and unanimously approved.
Adjournment of Board Meeting:
Rubicon Court
Block Party
The Rubicon neighbors
held their 20th block party
the last weekend of August
much to everyone's
pleasure - a nice afternoon
with friends and scrumptious
food.
Congratulations to
Christopher Ford
Also Congratulations to Denis and
Jill Ford, Christopher's parents.
As quoted from Aug. 14 Marin IJ:
Although his grandfather is no longer
alive, Christopher Ford is pretty sure
he would have liked the lead character in
Ford's new movie, "Robot & Frank."
That's because Ford looked to
some of the quirks and charisma of his
beloved grandfather, Joseph Peter Donnelly,
as a model for Frank, an aging,
somewhat-senile grump who has a robot
for a caretaker.
"The feel of the character comes
from my grandpa, his humor. He was
always a curmudgeonly kind of guy
but with a big heart," says Ford, 31,
who grew up in Lucas Valley, where
his parents still live, and now calls
Brooklyn home. "He used the phrases
that Frank uses, like 'second-story man'
and 'smashing grab-artist' to describe
people he thought were crooks."
Of course, in Ford's script, Frank,
played by Frank Langella, actually is
a crook. That's where any similarities
stop, Ford notes.
"Robot & Frank" has garnered rave
reviews at various festivals, including
Sundance Film Festival, where it won
the Alfred P. Sloan Prize, which is
given to screenplays with a scientific,
mathematical or technological theme.
"Robot & Frank," which opens
Aug. 24, is Ford's first feature film,
made with his friend and fellow New
York University grad Jake Schreier,
SMART Meters
By Janice Cunningham
Recently I have been having trouble
with my motion sensor light in my
driveway. After replacing it two times it
dawned on me that it might have something
to do with interference from the
SMART meter. When I called PG&E
the SMART representative admitted that
they had been having "a lot" of problems
with the new meters setting off motion
sensors. She also said they affect baby
monitors, garage door openers and alarm
systems. I also mentioned that my new
Samsung TV was acting up at the same
time the motion sensor light went on and
she acknowledged that this too is a common
problem with SMART meters.
PG&E came out and changed the
meter to a lower frequency one but that
did not solve the problem. They came
out again the next day and re-installed
the original SMART meter. She said
they would send out an electrician who
specializes in SMART meter problems
and that he would have to install new
motion sensors. The appointment is set
for later this month.
Apparently the undesired signal
of the SMART meters overpower the
desired signal of the item using the
same frequency. PG&E uses the same
frequency as many electronic household
items because that frequency, 900 - 928
megahertz, is free.
A few days later I was discussing
the problem with a contractor working
on my street and he said he had been
having problems with motion sensor installations
he did on a house nearby and
another house a few blocks away. He
replaced them and moved one thinking
it was heat from the dryer vent setting
it off only to still have problems.
Another resident came home to find
her garage door open. She has no proof as
to what opened it but has her suspicions.
Call PG&E if you are having
"strange" problems with your electronic
appliances - 866 743-0263.
