Report<br />

of the meeting of the trinational jury on 11/12 January 2008 in Berlin<br />

The meeting started on Friday 11 January, 2008 at 10.00 am<br />

Mr Kleine, deputy chairperson of EUROPAN Germany greets those present and<br />

apologises for the<br />

chairperson, Ms Sandeck, who very much regrets that she is unable to take<br />

part in the jury meeting due to illness. Mr Kleine explains the significance of<br />

the EUROPAN competition for young architects in the whole of Europe and the<br />

specialness of this year’s trinational jury meeting, in which not only the projects<br />

submitted for the German locations, but also the projects for Warsaw in<br />

Poland and Gyór in Hungary are to be judged. Throughout Europe, EUROPAN 9<br />

saw more than 1,750 projects submitted at 73 different locations; in Germany,<br />

there were 137 proposals for a total of seven locations, in Warsaw 19 and in<br />

Gyór 21 projects.<br />

In September and October 2007, in an initial jury phase, special committees<br />

met at the individual sites and decided on a preliminary selection from among<br />

the projects submitted. Members of the jury were represented in each of the<br />

special committees. Mr Kleine explains, that it is the jury’s task to assess the<br />

43 pre-selected works independent of the location involved. He points out that<br />

the awarding of the prizes and runners-up prizes must be decided based on the<br />

quality of the works, however, he also clearly states that it is EUROPAN<br />

Germany’s wish that prizes and runners-up prizes be awarded at all of the<br />

sites.<br />

Mr Kleine <strong>report</strong>s on the Cities and Juries Forum that took place in Catania/<br />

Sicily at the beginning of December 2007 where the problems faced at each of<br />

the sites was discussed comparatively using the pre-selected projects in thematic<br />

groups together with projects at other European sites. He suggests that<br />

the individual members of the jury who took part in the special committees and<br />

workshops in Catania bring the aspects talked about there into the present discussion<br />

as part of the information-gathering round.<br />

The competition works are arranged in this <strong>report</strong> according to the thematic<br />

groups, keeping to the same order, these have been hanged up as an exhibition<br />

1 Forming the jury<br />

Mr Kleine confirms that the jury are all present. Mr Claus, Mr Hirsch and<br />

Ms Sandeck had to cancel their participation in the meeting of the jury<br />

and are replaced by Mr Gunther, Ms Heinisch and Mr Kleine. At the proposal<br />

of Mr Kleine, Dr Merk is voted in as the chairperson with no dissentient<br />

2 Opening the meeting of the jury<br />

Dr. Merk thanks the jury for the trust it has placed in her and takes the<br />

chair. The members of the jury assure those present that they<br />

– have not had any exchange of views with the competition participants<br />

concerning the tasks and the solution to these and that they shall not do<br />

so during the meeting;<br />

– have not received any information about competition works up to the<br />

date of submittal;<br />

– will treat the advisory meetings of the special committee as confidential;<br />

– have kept anonymity;<br />

– will refrain from commenting on presumed authors.<br />

The chairperson points out the personal obligation of the jurors to<br />

assess the works objectively, basing their decisions solely on the public<br />

offer.<br />

3 Information round/<strong>report</strong> of the local technical committee<br />

The chairperson suggests having an information round first, during<br />

which the sites and the pre-selected works will be introduced and the<br />

jury members will <strong>report</strong> on the discussions that took place in the local<br />

special committees and on the Cities and Juries Forum in Catania. In the<br />

order of the thematic groups, the sites and the pre-selected projects will<br />

be introduced using a beamer presentation and discussed in detail.<br />

Extensions in question – limiting<br />

ROSTOCK Fischermen and tanners’ quarter<br />

The Hanseatic town of Rostock intends to further stabilise and develop its town<br />

centre as part of its overall urban planning. Here, residential utilisation also<br />

plays a decisive role for new user groups and the stabilisation of or increase in<br />

the number of inhabitants living in the town centre. With the competition, concepts<br />

are to be worked out for the reuse of an extensive piece of land which,<br />

although it is mainly wasteland, is nevertheless a historically important former<br />

commercial and residential area directly at the edge of the old town which<br />

should be developed into an urban, central and ecologically oriented residential<br />

site. Below the old town, a new and smaller town district is to emerge, which<br />

deliberately sets itself apart from the image of the old town. Here, an expedient<br />

concentration of the buildings in favour of generous landscaped areas along<br />

the Unterwarnow and along the town walls is desired.<br />

The special situation of the area at the water should be emphasised and should<br />

be something that can be clearly experienced in the open spaces.<br />

Local mutations – infiltrating<br />

BABENHAUSEN eastern entryway into the town<br />

As the US Army has relinquished the site, the hundred-year old barracks are to<br />

be converted back to civilian life. Because of its former function, the site is isolated<br />

spatially from the rest of the town at the present time, whereby it dominates<br />

the situation at the eastern edge of the town due to the size of its surface<br />

area. Together with the commercial wasteland situated opposite it, the area is<br />

to be integrated into the overall situation as part of a restructuring process and<br />

should thus form the new entryway into the town from the east. A positive revaluation<br />

and address formation should contribute to developing a residential and<br />

commercial site, which evolves its own identity. In addition to its function as an<br />

entryway into the town, in future, the area should reflect the town’s self-image<br />

as a location for sustainable energy technologies and employment and confer<br />

this to the whole town.<br />

GYÓR Sziget<br />

The main theme is taken up at three levels at this site: territorial, urban and<br />

local. The district of Sziget (island) is one of the most sensitive zones in the<br />

town. This district developed its specific character in the course of the 19th<br />

century. Different nationalities and religious minorities were banished from the<br />

town and formed the multi-cultural background against which a provincial<br />

milieu was able to emerge. This was followed in the 20th century by the settlement<br />

of industry, something which is on the retreat at the present time, as production<br />

is being relocated to other areas. Although Sziget has become a district<br />

with its own atmosphere, it is lacking in public places with urban functions and<br />

a lively urban neighbourhood. The site proposed for a building project is located<br />

in an industrial area that is in the middle of a breaking up.<br />

STRAUBING Völkl premises<br />

The manufacturer of sports products, Völkl, is not only an example of the development<br />

of indigenous manual work into an innovative-productive industrial<br />

operation. Völkl is also associated with sport, leisure and ‘youth culture’. On<br />

the site of the former manufacturing plants which have mostly been standing<br />

unoccupied since the relocation of operations to the edge of the town, a piece<br />

of the town’s history is still present, and the revitalisation and restructuring of<br />

this site within a super-ordinate urban construction concept is what is aimed<br />

at. The transformation from an industrial to a services society and the demographic<br />

perspectives of dwindling population figures of an ever older social<br />

community presents challenges for the sustainable development of town centre<br />

areas, especially here in this contact area between commercial and residential<br />

utilisations. Taking into consideration the existing building stock that is<br />

worth keeping and by including and/or developing existing green structures,<br />

a multifunctional quarter should emerge, which enables an innovative,<br />

new form of urbanity. Here, the structuring and design of the<br />

public space as well the improvement of the functional and architectural<br />

qualities in the necessary repair of the town is regarded as a substantial<br />

factor for a sustainable, positive development of the town centre’s residential<br />

and working environment.<br />

WARSAW Czyste<br />

The area under consideration includes a zone traditionally used by<br />

industry, the railway and for residential purposes with a low concentration<br />

of warehouses, production plants as well as retail trade, offices and<br />

residential buildings. Green surfaces and a park stretch along the<br />

expanse of Brylowksa Street. The old gasworks comprise several protected<br />

buildings for which a new utilisation can be proposed. A good link<br />

to the public transport system is guaranteed by the local street network<br />

and the immediate vicinity of the railway station. The proximity to<br />

Warsaw’s inner city offers adequate prerequisites for the development of<br />

multi-functional utilisation options and for the creation of public spaces.<br />

The aim is to develop a new residential quarter with a private atmosphere<br />

and the creation of an attractive public space which integrates the<br />

existing park and offers secure pedestrian footpaths to the neighbouring<br />

quarters.<br />

Local mutations – intensifying<br />

SELB northern innercity<br />

In the town of Selb, which is threatened by shrinkage and excessive<br />

aging, a new structure for the northern town centre is to be provided<br />

with residential and leisure qualities that include this aspect in their<br />

design: the guarantee of mobility, barrier-free access as well as a harmonious<br />

programme of cultural facilities are part of the urban construction<br />

requirements. Particular value is placed on a comprehensive concept<br />

for the open spaces, which links individual areas of the town with<br />

one another and provides the town with new qualities for pedestrians. As<br />

such, a coherent traffic concept, which makes economic and ecological<br />

sense is to be developed for the area.<br />

The architectural part of the design comprises both the conversion of<br />

existing apartments in accordance with disabled-friendly standards and<br />

the planning of new cost-effective residential building types which<br />

enable, in an innovative way, barrier-free living to the same extent for<br />

young families as for older people and the disabled. The design of the<br />

residential surroundings and a differentiation of the exterior spaces are<br />

an important component in the design task.<br />

Oppotunities of public space – walking<br />

BERLIN Südkreuz<br />

The Südkreuz area is infrastructurally very well integrated into the<br />

urban and regional context. The inner access to the area, however, is<br />

insufficient, even pedestrian and cycle paths break off at the area’s<br />

boundaries. The existing traffic surfaces (railway, car) only pass through<br />

the area at the present time, the railway station is used by city train passengers<br />

to change trains, but not as a final destination and it is hardly<br />

used at all for intercity rail transport.<br />

In order to do away with this island situation, a super-ordinate development<br />

concept for access to the area is needed, one that includes both<br />

the publicly-owned properties and the numerous private wasteland<br />

areas. The ‘Schöneberg Loop’ is being planned in order to link the area up to<br />

the urban context; the ‘loop’, a pedestrian and cycle path, should start from the<br />

‘bottleneck’ at the Yorck bridges and lead via Südkreuz back to Gleisdreieck/<br />

Potsdamer Platz/Tiergarten. The integration of public spaces including already<br />

existing parks and sport facilities should thus join up the mosaic-like structure<br />

of the quarter to a cohesive whole and connect this to the inner city.<br />

DONAUWÖRTH Parkstadt<br />

The town district of Parkstadt came into being from the end of the fifties up to<br />

the seventies as a planned area of the town to expand the settlement capacities<br />

of the town’s core located to the south-west. The area is located on the ridge of<br />

the “Schellenberg” mountain, part of the foothills of the forested peaks of the<br />

Franconian Jura, elevated approx. 100 metres above the actual town centre.<br />

The town quarter, which was designed at the drawing-board, has shortcomings<br />

in practice, above all with respect to public spaces. The open park structure<br />

does not offer a central point of orientation and the street areas are lacking in<br />

qualities that make people want to spend time there. One important project<br />

over the coming years is therefore the redesign and revaluation of the central<br />

area of Parkstadt, which already has important infrastructural facilities, but<br />

nevertheless has been unable to develop a function as a centre. A point of identification<br />

for the town district and an area where people can encounter one<br />

another and spend time should be created which adequately serves the public<br />

functions. The traffic access situation should be improved and the network of<br />

pathways should be adapted. The aim is to adjust the area to the changing<br />

needs and demands of the residents under the aspect of sustainability and to<br />

further develop the public space as a communicative place for encounters.<br />

SPREMBERG Georgenberg<br />

The town of Spremberg has a diverse urban construction and topographic<br />

appearance. The historical, compact town centre is surrounded by two arms of<br />

the River Spree. The watercourses and the existing green belt separate the<br />

parts of the town that emerged later than the town centre. In the course of<br />

urban renewal, the interlacing of the town centre residential areas is afforded<br />

great significance. The Stadtpark am Georgenberg (the town park) situated between<br />

the railway station and the town centre must be developed in a modern<br />

way, in line with its hinge effect. The Stadtpark/Georgenbergpark is a diffuse<br />

place which consists of the park, its monuments, the Bismarck Tower, the<br />

cemetery, the open-air stage, the fairground and the pond with swans. In the<br />

previous urban development, neither the functional nor the spatial linking up of<br />

the individual objects was given any notice. The task at hand is to bring the<br />

area to life and to increase the qualities that encourage people to spend time<br />

there by a better interlinking and revival of the places in it. By guiding the<br />

pedestrian flow between the historical town centre and the railway station, the<br />

Georgenberg is to be revaluated in its significance as an infrastructural access<br />

element and make a contribution to the improved interlinking of the areas.<br />

The extensive information round ended at 1.30 pm.<br />

4 Discussion of basic principles<br />

After the lunch break, the chairperson Dr. Merk suggested that super-ordinate<br />

criteria for judging the competition entries at the different sites be defined in a<br />

discussion of basic principles.<br />

After detailed discussion, the jury decides, in addition to the questions concerning<br />

the specific solution approaches for the task set at each site, to apply the<br />

following criteria for judging the competition works:<br />

The jury decides to choose the projects that demonstrate approaches<br />

that are continuative with respect to the above-mentioned criteria in a<br />

first round and with a simple majority of the votes. The 43 works will be<br />

discussed with regard to the specific theme set and the relevancy of this<br />

theme when applied to the competition area. Following these discussions,<br />

an application will be made for every work for its continuation in<br />

Ms Poeverlein explains that, for the German sites, a total of seven prizes and<br />

seven runners-up prizes have been awarded and Europan Germany is aiming to<br />

distribute the total amount of prize money awarded, on the basis of the principles<br />

and guidelines for competitions (GRW). The chairperson asks the members<br />

of the jury to once again check the decisions they have reached up to now<br />

and, if necessary, to file applications for the awarding of further prizes or runners-up<br />

prizes. She points out that the possibility also exists of awarding an<br />

honourable mention, for example, for outstanding partial solutions.<br />

After an individual round, the following return applications are filed and voted<br />

jurors each take on works, for the purposes of formulating the written<br />

This design shows a clear structuring of the area into a green zone<br />

which encourages the opening up of the town wall, and a constructed<br />

progressive line structure with its point of focus at the water, while also<br />

making the accessibility of the town to the water its main theme. In a<br />

further, necessary review, this diagrammatic basic structure can easily<br />

be made dynamic without losing its individuality, but rather reinforcing it as an<br />

independent urban proposal. A greater differentiation of the residential bars<br />

with respect to how the lengths and heights are designed, the alignment, parallelism<br />

and different forms for the open areas is desired in order to interweave<br />

the stubborn principle more intensely with an even more attractive and<br />

more accessible design of the waterside and to understand it as an offering to<br />

the whole town.<br />

Adding on to single-storey buildings to give them an accentuated four-storey<br />

form which is opposed to the down-sloping terrain initially seems unusual, but,<br />

in the context of the open spaces and the differentiated housing, residential<br />

and design proposals, conveys a very plausible approach.<br />

The idea, characterised by urban construction aspects and with its courtyard<br />

house, linked rows of houses and the apartment building which brings in new<br />

aspects, offers sufficient and manifold proposals and the prerequisite for a<br />

required mix.<br />

FM 914 sinking cities<br />

Particularly in face of the worldwide discussion about an increasing sea level,<br />

“Sinking Cities” constitutes the active formulation of a building site which<br />

changes with the weather and sees this fact as potential. The design here<br />

questions the supposed safety of a real estate property on secure ground and is<br />

replaced in favour of a changing environment with a new relationship to water,<br />

theoretically as a residential adventure. The residential units, however, do not<br />

exploit the potential of their relation to the open space. This could be designed<br />

more forcefully and more provocatively. The proposals for the design of the<br />

open spaces, which react to the changing water levels and could provide a unique<br />

public realm still have to be developed.<br />

UR 300 elevated village<br />

With the creation of residential groups, in order to create inner courtyards, a<br />

clear structure in the urban construction of the eastern surface areas is generated.<br />

Only the Gerberbruch axis leads into the area from the old town. The<br />

area directly in front of the town wall is clearly inferior to the eastern area in<br />

its urban construction because it does not convey clearly defined statements.<br />

A green area between these new buildings to the west and the town wall means<br />

that the distance to the historical old town is respected and the visual axis to<br />

the Petrikirche (church) is maintained and extended. In the area on the banks<br />

of the Warnow, an attractive and generous green belt will be created with a<br />

clear orientation towards the water, a public path and incorporated public<br />

amenities.<br />

What is noticeable is the penetration of the area in its middle axis by a water<br />

canal that flanks the footpaths and forms a central area. All in all, an area,<br />

which has qualities that invite people to linger there is created by the naturefriendly<br />

concept in the partial area along the banks of the Warnow. The same<br />

treatment of the towards the connecting street is regarded with criticism.<br />

Also regarded with some criticism is the design of the public and semi-public<br />

spaces which cannot be concealed, not even by the atmospheric perspectives.<br />

The reduction of the street that goes along the canal in the middle of the quarter<br />

to its function as an access point and measures to calm the traffic overlook<br />

the opportunity for an urban proposal for the open spaces complementary to<br />

the generous natural open area on the banks of the Warnow.<br />

The fragmented building structure of contemporary architecture plays with the<br />

texture and style of the old town. The 2 to 4-storey residential groups play an<br />

exemplarily subordinate role in relation to the old town. Through a differentiated<br />

development of the buildings, extremely diverse structures emerge which<br />

allow very different residential forms (apartments, maisonettes).<br />

The design defines the small alleyways in the town quarter and, ultimately,<br />

redefines the overall structure of Sziget. By maintaining the industrial<br />

building fabric and by adding to this with a flexible, carpet-like residential<br />

structure, an interesting interaction is created between the large<br />

and the small. This leap in scale is bridged by means of residential<br />

towers which are connected to the public functions.<br />

The deserted factory buildings are to be reutilised to serve public functions<br />

(sport, multifunctional spaces, local supplies, restaurants) and will<br />

be arrayed along a curving line to follow the building fabric. These<br />

closed spaces will be interrupted by paths that permeate the entire area,<br />

giving the exterior spaces a strong identity. The exterior spaces, which<br />

are seemingly haphazard, and yet clearly positioned due to the existing<br />

buildings and the predefined roads and pathways, lend the quarter an<br />

additional quality that is true to scale.<br />

WS 248 wetside<br />

The concept assumes that the industrial building fabric is to be almost<br />

completely demolished, as it was not erected until the 20th century. In<br />

its place, it is proposed that a nature area be reintroduced/reinstituted<br />

on the former floodplain as water lily-like forms. The area will be filled<br />

with these circular forms and, by leaving out several buildings, the<br />

emerging intermediate spaces will be defined as public areas. The project<br />

introduces a new, unusual character to the area, which is totally<br />

foreign to the existing, adjacent structure. The dynamics of the units<br />

nevertheless reflect the rhythm of the Sziget district. These forms stand<br />

out due to their functional flexibility. Alternating cross-sections and different<br />

arrangements of the volumes within the structures enable identifiable,<br />

versatile spaces.<br />

Due to the unusual form, the public rooms will be defined in a novel way.<br />

They deliberately forgo the conventional central character and, instead,<br />

create flowing spaces. The oblique surfaces that resemble segments of<br />

a circle underline the fact that a certain group of users (students,<br />

researchers and professors) are being addressed.<br />

DG 112 DONGIOVANNI<br />

The authors have decided to accentuate the diffuse suburban former<br />

commercial area with the strong figure of a largely visible gatehouse.<br />

This building has been designed with a keen eye on the townscape, but<br />

at the same time, interrupts its relationship to its environment. It opens<br />

up a wide view across the town and, in turn, also simultaneously draws<br />

the attention of people crossing the bridge towards the building.<br />

The concentration on the large form with underground garages and<br />

shops, sport facilities and restaurants, as well as the elevated plateau<br />

for access purposes mean a great deal of work for building and maintenance,<br />

but allow respective green areas and open spaces to recreate<br />

themselves in diverse ways.<br />

The jury appreciated the large gesture that the design provides with an<br />

honourable mention because it provides an opportunity for discussion<br />

about an urban construction feature by another dimension in the town<br />

Gyór, however, they found the details of the project inadequate.<br />

XY 139 urban cocktail<br />

This project picks up on the scale and morphology of the surroundings in<br />

a playful and intelligent manner and develops a mixed utilisation quarter<br />

with its own identity and a high residential quality. It emphasises local<br />

features and creates diverse intermediate spaces which have an inviting<br />

and open atmosphere.<br />

A closer look at the design makes clear that the arrangements are not of an<br />

arbitrary nature, but, with their “patchwork strategy”, they very precisely<br />

reflect the contextual disarray of the surroundings and lend power to their qualities<br />

without falsely harmonising or “straightening” them. The fragmentary<br />

nature and polymorphism enable a phase-by-phase realisation. What has been<br />

discussed with some controversy, is whether the design is rather meant as a<br />

strategic contribution that advocates “fewer rules achieve more” and an open<br />

development from “case to case”, or whether it deals with morphological<br />

arrangements which are prescribed and not open for negotiation. The fact that<br />

precisely this debate is kicked off at this site with these means is seen as a<br />

quality however and, what is more, it is also indisputable that this project represents<br />

in both interpretations a courageous, unconventional approach that is<br />

dealt with virtuously and precisely.<br />

MM 321 Warsaw<br />

The author of this design is obviously fascinated by the poetic qualities of this<br />

“terrain vague” and therefore does not propose a complete re-planning of the<br />

competition area, but four groups of buildings in the forms of rows which act<br />

like fragments flushed from the cut caused by the railway to the edge of the<br />

city. Not only a hard border between city and wasteland, but a transition zone,<br />

an area of porousness is intended. The author attempts to anchor the rows of<br />

buildings more tightly to the site by placing them parallel to the existing building<br />

lines. The four groups are joined up by glass bridges designed as large<br />

public conservatories with Mediterranean plants, or by rows of tower blocks<br />

that should create both space and identity. A mixed utilisation is planned for<br />

the building which includes, in addition to offices and shops, child day-care<br />

centres and common areas, although residential utilisation should dominate.<br />

The position of the sun, lighting and shadow as well as the appropriate plants<br />

are investigated in detail. The lack of private open spaces is seen with some<br />

criticism, while the concentration of parking spaces in two strips and the exclusive<br />

access of the Pradzynskiego are seen as positive because, in this way, the<br />

intermediate spaces can be kept as homogeneous areas with vegetation. The<br />

ring railway tracks will be laid underground thus removing a barrier within the<br />

“terrain vague”.<br />

All in all, the jury is won over by the sensitive creation of space, which balances<br />

the openness and indefiniteness on the one hand, as well as order and proportionateness,<br />

in an uninhibited way; moreover, the design enables a phase-byphase<br />

realisation and programmatic adjustment in the face of changing conditions.<br />

AR 002 four rooms<br />

The project regards the town as an archipelago – every island is distinguished<br />

by its own composition and its own character. The town district of Czyste is<br />

dealt with as one of these islands. The already existing diversity of forms and<br />

functions is seen as motivation to introduce a new organising principle into the<br />

area.<br />

Four long elevated building bars structure the space diagonally to the existing<br />

street. This solution connects the neighbouring building and open space structures<br />

in a way that is respectful.<br />

This strategy can have both model character for growth in the city within<br />

clearly defined boundaries and can represent an expedient upgrading of<br />

modern terraced housing estates (of which there are many in Poland and Warsaw).<br />

However, the new construction of elevated housing rows, which copy this type<br />

of housing from the sixties without criticism, is discussed very controversially<br />

by the jury.<br />

By comparison, the treatment of open space within the archipelago is<br />

seen overall as positive, especially the proportionateness and quality of<br />

the park in front of the gasometer.<br />

The diversity of the architectural typologies and functions of the “infills“,<br />

which tend to have an interchangeable character between the<br />

rows of houses which are seen as permanent organisational structures,<br />

fall back on the genius loci of Czyste.<br />

EE 560 Warsaw, Czyste<br />

The gasworks area is to be made more compact by building new structures<br />

which reinforce the existing structures with their orthogonal grid<br />

pattern and the dimension of the individual elements. In-between solitary<br />

buildings, a quiet, flowing space emerges with a regular rhythm.<br />

The proposal for the project area stands in complete contrast to this: a<br />

monumental, folded structure is proposed which resembles the public<br />

park in its size and basic form. In conjunction with the park area, it<br />

forms an angle which surrounds the gasworks.<br />

The structure consists of two-storey bridges made of steel and glass<br />

which cross one another and form a continuous roof structure which is<br />

accessible on foot. These draw reference from the industrial past in their<br />

materiality. For pedestrians, a huge viewing platform opens up, which<br />

enables new views of Warsaw and its skyline, as well as into the intermediate<br />

spaces of the artificial hill. Views into the distance contrast with<br />

close-ups.<br />

The ground floor is dedicated to office utilisations, the “branches” of the<br />

structure are filled with apartments whose conventional floor plans do<br />

not adequately continue the urbanistic daringness.<br />

As to what extent the structure is suitable for providing qualitative,<br />

generation-specific and person-specific living is discussed with some<br />

controversy in the jury. The lack of cultural and public facilities is criticised,<br />

both inside the building and on the roof garden. Despite this, the<br />

project shows a new way of articulating spaces for Warsaw and opens up<br />

a new debate about the question of artificiality and nature in the city.<br />

MW 993 Babenhausen’s green core<br />

The author develops three quarters from out of the large-scale existing<br />

situation, each of which have the potential of creating their own identity.<br />

The size of the quarter is oriented towards the dimensions of<br />

Babenhausen’s town districts and thus defuses any competition between<br />

the new town district and the town centre.<br />

Due to the clear and well-structured formation of boundaries, a new<br />

“green centre” comes into being between the different parts of the quarter,<br />

which cleverly generates sustainable links to the town centre, in the<br />

open space and to the nearby artificial lake.<br />

Formalities are proposed to secure the quality of these boundaries and<br />

are typologically identified.<br />

As a framework for the successive further development and as a sign of<br />

new qualities for the former barracks site, the construction of attractive<br />

residential buildings at these boundaries allows for a rhythmical pace<br />

for the development measures in the core of the partial areaa and therefore<br />

also demonstrates robustness with respect to possibly changing<br />

utilisations and needs.<br />

The concept structures the existing buildings and manages without a<br />

radical tabula rasa. The quality of the “green core” can be emphasised<br />

more by the author, whereby the “Monte Scherbelino” is a charming<br />

detail from the deconstruction of disposable buildings.<br />

Unfortunately, the opportunity of using water as a landscape element in Babenhausen<br />

is far too tentative and has been considered without the decided inclusion<br />

of the nearby lake.<br />

The three new quarters have been dedicated to the functions of living in the<br />

east, commerce in the south-west and mixed utilisation with services in the<br />

barracks area which is listed under the protection of historical buildings. Here,<br />

it is of interest that the respective boundaries towards the central green area<br />

are formed from different living concepts which are also adapted to the area’s<br />

character (workshops, town villas, terraced houses). One aspect which is seen<br />

in a positive light is the possibility of also placing convenience stores in the<br />

“innovation field” and to connect them to the bypass. As such, this also offers<br />

the opportunity of providing the new area with local supply outlets.<br />

AZ 751 a gardener‘s theory …<br />

This design guides the water from the northerly located Hassel lake (artificial)<br />

as a consistent image-generating element into the design area and, with a<br />

canal that is cut off by a marina at the southern end, creates a unique quality.<br />

The possibility of experiencing the water is brought to life by a footbridge system<br />

which provides access to a “water city”, and this is emphasised by the deliberate<br />

accentuation of the end points of a canal that runs in a north-south<br />

direction.<br />

The proposed connection to the town centre by way of the green strip in an<br />

east-west direction which is surrounded by detached and terraced houses was<br />

treated by the jury with some criticism.<br />

The historical barracks area is provided with an amorphous series of buildings<br />

which are suggestive of an “old town” and are too concentrated for Babenhausen,<br />

coming from the B26 and going northwards - this was criticised by the<br />

jury: the utilisation of the buildings here remains just as unclear as the functionality<br />

of the proposed structure.<br />

The quality of the design lies in the emphasis and development of the water<br />

theme which gives the new quarter its own profile.<br />

AP 123 readymade<br />

This work picks up very coherently on the existing buildings of the former ski<br />

factory for its guiding concept and sees it as an already nearly completely finished<br />

structure (“readymade”). The proposed architectural and artistic elements<br />

in this area strongly upgrade the site optically and functionally, whereby<br />

attention is paid to making sure that the substance also continues to appear<br />

“original” in the future.<br />

Elaborate conversions are done without. The surrounding galleries are<br />

assessed as an interesting approach here, however, on the ground, they seem<br />

pretentious. They cannot really be regarded as a realistic measure there. The<br />

new utilisation of the large halls enables a variety of proposals which do justice<br />

to the overall idea (for example, sport, youth hotel, offices, workshops, band<br />

building, maisonette apartments).<br />

The residential buildings in the northern part in two long rows create a definite<br />

focus as a strict, block-type building element, but must be questioned in view<br />

of the given urban construction context.The orientation of the northern housing<br />

row is not advantageous with respect to lighting and the use of open spaces.<br />

The central green space acts as a ribbon-like link between the areas used for<br />

buildings. The arrangement of fixed sport areas in the biotope is problematic in<br />

the form it has been presented in.<br />

UR 334 “come together!”<br />

This work is characterised from an urban construction point of view by its division<br />

into a cultural-commercial area on the Völkl premises and a residential<br />

quarter in the north. The “come together” exists in the form of a continuous<br />

pedestrian pathway with a central green zone in the middle. By adding to<br />

the existing Völkl buildings, the authors have succeeded in creating a<br />

convincing closure of the central green zone towards the south.<br />

The two access ways in the east and west open up the area invitingly due<br />

to their funnel-shaped design.<br />

The planned reutilisation of the parking space on the ground floor is,<br />

however, unconvincing. The uniformly remodelled façades of the Völkl<br />

buildings require an overall concept that does not really correspond with<br />

a diverse, fragmented utilisation. The residential quarter in the north<br />

has sensibly aligned and organised buildings with floor plans that can be<br />

used well and coherent access which also takes the existing topography<br />

into consideration.<br />

The authors allow for the existing orchard and network the footpaths<br />

coherently along the former railway tracks.<br />

This work enables a step-by-step introduction to the realisation and<br />

gives the area a new image.<br />

ZK 977 catalog for dwelling on the time<br />

This work stands out through two strategically interesting approaches.<br />

In the area under consideration, the existing stock is to be activated by<br />

“hot spots” with the aim of encouraging and intensifying different kinds<br />

of social activity. In the project area, the work devises different, segmented<br />

elements that complement the existing stock, while also forming a<br />

new spatially attractive quarter by being combined independently. Here,<br />

the playful treatment of the elements is a strategy that not only promises<br />

flexibility, but also represents an interesting artistic approach. Even<br />

if one can accuse the design of having a certain arbitrariness, the urban<br />

planning and conceptual charm of the work outweighs this.<br />

PO 007 THE LUXURY OF EMPTINESS<br />

This work is a good contribution towards the future reorganisation of the<br />

northern town centre of Selb and creates new residential and leisure<br />

space qualities. This applies to both the area under consideration, which<br />

is to be transformed into an attractive town park that is a sustainable<br />

element for the revaluation of living in the town centre and, at the same<br />

time, provides an impulse for social activities.<br />

The proposal for the project area qualitatively and appropriately provides<br />

answers to the demographic development in Selb and takes into consideration<br />

the increased demand for living in the old town which is suitable<br />

for senior citizens.<br />

LG 034 Tissue of lies<br />

The approach this project takes of picking out the loop as a theme by<br />

upgrading the existing and developing the new symbolic places along the<br />

path is convincing and is met with acceptance. These intensifications in<br />

the form of acupunctures activate the surrounding area and have the<br />

potential to actively influence these.<br />

The intellectual approach of releasing oneself from the plan and proposing<br />

a literary stroll along the Schöneberg Loop in the form of a book<br />

first of all seems strange, however, in the course of reading becomes<br />

increasingly enjoyable and turns out to be a brilliant strategy. The to<br />

some extent self-ironic treatment demonstrates an intense analysis and<br />

leads to an intelligent concept which delivers precise proposals for<br />

selected special places along the promenade. The proposed programmatic<br />

and architectural interventions demonstrate high quality standards<br />

which should be developed further and gone into in more detail.<br />

The “extro“ of the book supplies a possible strategy for implementing<br />

the loop: “First of all the event, then the way there. Events must be the initial<br />

impulse. The path then follows faster as an urgent desire”.<br />

This project stands out due to its radicalness. The existing complex situation is<br />

contrasted with a simple and convincing spatial intervention, a straight line<br />

links the Gleisdreieck station to the Südbahnhof railway station in the form of a<br />

bridge construction over the railway tracks.<br />

It thus includes a previously inaccessible space and opens up a new view of the<br />

city and the existing division is set in scene and artistically exaggerated. Due to<br />

the up and downswing of the bridge, different spatial situations emerge over<br />

the city and under the trees, something that offers potential as a daytrip destination<br />

for tourists. The aim expressed in the idea is unfortunately not fulfilled<br />

by the proposed bridge design.<br />

The jury criticised the schematic presentation, the starting and finishing points<br />

seem arbitrary, the connection to the existing bridges has to be reworked and<br />

the construction has to be made more precise.<br />

Altogether a fascinating idea that draws attention to the hidden potential of the<br />

railway ditches and wasteland and opens up perspectives which are absolutely<br />

worth following up on.<br />

DW 628 recharging space<br />

The main theme of the work is the integration of a central ‘spine’ which, as a<br />

north-south oriented pathway system that links up open spaces, connects the<br />

various residential areas of Parkstadt with one another and convincingly interlinks<br />

the public utilisations and places. The integration of the topography in<br />

this strategy leads to interesting open space situations. The problematic intermediate<br />

space between the existing residential towers is activated using<br />

various utilisation proposals, the ground floors are opened up towards this area<br />

and are given a community utilisation The concept of “recharging space” offers<br />

an informal and flexible guiding idea for the activation of the public space in<br />

Parkstadt, Donauwörth.<br />

LB 369 bridge & door<br />

The clearly structured conceptual approach, which is developed logically from a<br />

precise analysis, a clear description of the problem in the form of assumptions,<br />

an urban construction concept, right up to selective architectural/open space<br />

planning interventions, was judged positively.<br />

The analysis does not limit itself to existing urban construction-spatial defects,<br />

but also brings in cultural aspects. In the following, a story is told in which a<br />

dialog is created between a constructed environment and its users.<br />

The urban construction concept is convincing, despite seeming arbitrary in<br />

some places, and parts of the fairground meadow, such as the children’s farm<br />

in particular, are viewed with some criticism.<br />

The four selected elements along Bahnhofstrasse fulfil their task as transition<br />

points and link up the town park. The spatial break that cuts through Bahnhofstrasse<br />

is cleverly overcome and, using infrastructural and plastic design interventions,<br />

new pathways are created and new open spaces made accessible. The<br />

railway station area is structured functionally, Bahnhofstrasse finds its logical<br />

end point, the old railway station building is relieved from its function through a<br />

connecting, roofed over extension and is open for new social, cultural and private<br />

commercial utilisations. Using an elegant pedestrian bridge, the way<br />

which Bahnhofstrasse cuts through the high plateau is overcome, and the existing<br />

green strips above the town are connected to one another. The elements<br />

proposed for the town park, such as the vineyard and passageway, are based on<br />

actual historical elements, the proposed visual relationships (once again) open<br />

up new views of Spremberg’s townscape. The proposed cone in the Georgen-<br />

strasse area is discussed with some controversy and is found to be overexaggerated.<br />

The jury assessed the overall concept, which accentuates the general<br />

context using clear interventions, as convincing.<br />

JS 303 Moving closer (Auf Tuchfühlung)<br />

This work proposes creating a new network of roads and pathways with<br />

the aim of closely interlinking the railway station square with the historical<br />

old town. This network of roads and pathways is not limited to the<br />

area under consideration, but attempts to bring into being a wider context,<br />

for example, in the form of a proposed bridge which crosses over<br />

the lower-lying Bahnhofstrasse as part of the network of paths, thereby<br />

linking the Stadtpark to the Georgenberg park. The threadlike structures<br />

of the roads and pathways give the planning area a distinguished form,<br />

even if the theme of cloth-making applied to finding a form for all of the<br />

elements is a little overdone. The design of the square in front of the<br />

railway station seems schematic, the proposed buildings constructed in<br />

rows at the rear area of the former cloth factory is not convincing.<br />

The decision to fit terraced seating into the existing topography of the<br />

hillside situation in front of the open air-stage is seen as a possible<br />

solution which, by enabling a new design of the fairground, could work<br />

to give more emphasis to the green belt of the Spreeaue meadow landscape.<br />
