IntroductionThis Profile is provided by <strong>NSW</strong> <strong>Transport</strong> & Infrastructure to support the planning and review of anintegrated bus network in Outer Metropolitan Bus System Contract (OMBSC) <strong>Region</strong>s 6 and 7(<strong>Central</strong> <strong>Coast</strong>).As an in<strong>for</strong>med process of consultation between stakeholders, bus operators and <strong>NSW</strong> <strong>Transport</strong> &Infrastructure is a vital element of planning and reviewing an integrated bus network, this Profile providesstakeholders with relevant in<strong>for</strong>mation about the people, facilities, services and travel patterns within the<strong>Central</strong> <strong>Coast</strong> region.While the in<strong>for</strong>mation in this Profile is the best available at the time of publication, sources are notnecessarily consistent. Readers are there<strong>for</strong>e advised to refer to original data when assessing any possiblelimitations to the in<strong>for</strong>mation contained in this Profile.Sources <strong>for</strong> the in<strong>for</strong>mation provided in this Profile are listed in Appendix 7.2. About Bus Re<strong>for</strong>mBus Re<strong>for</strong>m is about providing an efficient,statewide bus network that is integrated withother modes of transport, sets a standard levelof services and fares, and continues to meet thechanging needs of the community.The 2003 Unsworth Review of Bus Servicesshowed New South Wales did not have aneffective bus network. Most bus routes werebased on original school services and planningbus networks was the sole responsibility of busoperators. Any bus operating contracts that didexist were ‘perpetual’ and had few per<strong>for</strong>mancerequirements.In response to the findings of the UnsworthReview, the <strong>NSW</strong> <strong>Government</strong> launched BusRe<strong>for</strong>m in January 2005 – immediately reducingthe number of bus operating regions in NewSouth Wales from 87 to 27 and, after a tenderingprocess, appointing one bus operator – or aconsortium of operators – to operate bus servicesin each new contract region.As a result, there are now 15 contract regions inmetropolitan Sydney, 10 in outer metropolitanSydney, and two in rural and regional New SouthWales. The boundaries of the new contractregions in New South Wales are defined <strong>for</strong>administrative purposes and, where possible,follow the boundaries of Local <strong>Government</strong>Areas (LGAs) and significant geographic features.Sometimes the boundaries cut across LGAs andother community areas, as well as through somepeople’s travel patterns.Bus operators appointed to each region haveentered a seven-year contract with <strong>NSW</strong> <strong>Transport</strong>& Infrastructure, giving the government morecontrol than it has ever had be<strong>for</strong>e over passengerbus transport services in the state.Bus services in OMBSC 6 (Gos<strong>for</strong>d, Wyong and<strong>Central</strong> <strong>Coast</strong> hinterland) are provided by Busways<strong>Central</strong> <strong>Coast</strong> Pty Ltd and in OMBSC 7 (Entranceto North Gos<strong>for</strong>d) by The Entrance Red Bus ServicePty Ltd.5

Bus contract regions in the <strong>Central</strong> <strong>Coast</strong>OMBSC regions 6 and 7 are contained in the<strong>Central</strong> <strong>Coast</strong> region, approximately 50 kilometresnorth of Sydney.LocationOMBSC 6 encompasses the area from Broken Bayand the Hawkesbury River in the south to thesouthern end of Lake Macquarie in the north andfrom Mangrove Creek in the west to the PacificOcean in the east. OMBSC 7 is situated within thearea encompassed by OMBSC 6 and covers thearea between The Entrance and Tuggerah Lakein the north to North Gos<strong>for</strong>d in the south. Thewestern boundary of OMBSC 7 is marked by thejunction of the Yarramalong and Old MaitlandRoads.Together, OMBSCs 6 and 7 cover an area of1,535,000 hectares (1,535 square kilometres) andare home <strong>for</strong> 300,794 people (2006).SuburbsA list of suburbs in the <strong>Central</strong> <strong>Coast</strong> contractareas (and their populations) is provided inChapter 5 - The Population (page 14).Local <strong>Government</strong> Areas (LGAs)OMBSC 6 includes 72% of the Gos<strong>for</strong>d LGA, 88%of Wyong LGA and 11% of the Lake MacquarieLGA. Services and facilitiesThe education, health, cultural and retail facilities available in OMBSCs 6 and 7 are described onthe following pages.Education and learningIn OMBSCs 6 and 7 combined, there are 59 government primary schools, 16 governmentsecondary schools, 5 government schools <strong>for</strong> special purposes and one government ‘community’school.
