Connections between Flinders Street Stationand the CBDAccess from the station northward into the CBDgrid still constitutes the majority of pedestrianmovements within the precinct. Pedestrians mustnavigate a heavily trafficked Flinders Street atdefined, signalised crossing points – ElizabethStreet, Degraves Street and Swanston Street.Swanston Street provides the main northerly crossingin front of the clocks and this crossing also linkswith a level access tram stop in Flinders Street.The Elizabeth Street signalised crossing enjoys anall-directions pedestrian phase across the wholeroad space, partly to serve the important mid-roadtram terminus at the southern end of Elizabeth Street.Degraves Street has a poorly used at-grade crossingcomplemented by an underground road passageand an arcade with shop tenancies leading directlyfrom the station to the main CBD laneway spine.At peak periods all of these crossings are at or nearcapacity, with growing rail, tram and bicycle useexpected to exacerbate congestion. Extra capacityand comfort could be obtained by the followingmeans:··Increasing capacity and comfort at the existingaccess points, which in the case of the at-gradecrossings and the tram terminus in ElizabethStreet would give greater pedestrian priorityin road space allocation; and··Providing alternative access points acrossFlinders Street into the CBD. In particular theremay be additional opportunities as far west asQueen Street, associated with a possible newwestern station concourse.Whatever CBD access propositions are suggested,it should be remembered that at-grade pedestrianmovement best supports street life and universalaccess. For instance, the Degraves Street underpasstends to discourage users and detract from thesignificance of the historic central station entryopposite. Underground arcades may be admissible,but over-road pedestrian bridges have beenavoided in Melbourne due to their adversevisual impact and their negative effect on streetlevel activation.reQUIREMENTs35. Improve and supplement pedestrian accessfrom the station northward to the CBD,considering connection to adjoining tramstops and the possibility of a new westernconcourse. S236.
