DEVELOPMENTDELIVERYPage 60 of 68Development stagingIt is important that any proposal to redevelop<strong>Flinders</strong> <strong>Street</strong> <strong>Station</strong> carefully considers the needto stage the development. There are two keypriorities when considering development staging.Firstly, there is an urgent need to respond toincreased transport patronage capacity. Secondly,it is a priority to release value from commercialdevelopment opportunities in order to minimisethe level of public funding.There will also be ongoing transport improvementwork, as set out in the Transport section, whichthe staging solutions will need to support.It is expected that each stage of developmentwould incorporate the associated heritagerestoration and precinct integration works.Existing retail tenanciesThe station is home to a number of retail tenanciesthat contribute to the current activation of the station.Any redevelopment of the station may requirethe temporary or permanent relocation of thesetenancies to achieve the desired stagingof construction.REQUIREMENT46.
