JOINT EVALUATION OF CONFLICT PREVENTION AND PEACE BUILDING IN DRCVOLUME 1For donors, agencies, NGO´s and implementing organisations: Sectors such as SGBV prevention, and humanitarian aid, should be part <strong>of</strong>additional efforts regarding monitoring and evaluation <strong>of</strong> the effects <strong>of</strong>these interventions on the drivers <strong>of</strong> peace and conflict. The mining sector, and those aspects <strong>of</strong> customary land laws shouldbenefit from greater assistance. Organisations working on natural resource governance should moreaccurately distinguish between the informal economy and criminaleconomy nature <strong>of</strong> resource extraction, and reinforce coordination aroundtraceability and international standards regarding social responsibility <strong>of</strong>companies. Organisations working in the mining sector should improve consultation,even coordination, with stakeholders who have already investedsignificantly in this sector, such as the Republic <strong>of</strong> China andmultinationals.These strategies represent an opportunity for dialogue engagement and newforms <strong>of</strong> cooperation with the state. New actors innovating creative approacheshave been on the periphery <strong>of</strong> the relationships that link the government todevelopment and stabilisation programmes.Recommendation 3: Adopt a new relationship with the Government <strong>of</strong> DRC,and create true partnerships at the local levelA clearer definition on the part <strong>of</strong> international organisations on theirrelationship with the central and local government would permit thedevelopment <strong>of</strong> new forms <strong>of</strong> innovative cooperation. These must be part <strong>of</strong> anew approach.For the donors: Increase the volume <strong>of</strong> financing to sectors that contribute towards theformalisation <strong>of</strong> a regulatory framework for the exploitation <strong>of</strong> naturalresources. Increase the volume <strong>of</strong> financing for projects that seek to improve theworking conditions <strong>of</strong> artisanal and small-scale miners, in addition to theliving conditions <strong>of</strong> soldiers and ex-combatants’ families; Increase the volume <strong>of</strong> financing for anti-corruption measures, integritysystems, and <strong>of</strong> transparency, with messages formulated for the benefit <strong>of</strong>local populations. Identify and develop expertise in the natural resource governance sector,in addition to human rights in the mining sector. Prioritise projects that have limited sub-contracting mechanisms, andprojects that emphasise decision-making at the local and territorial levels.
