JOINT EVALUATION OF CONFLICT PREVENTION AND PEACE BUILDING IN DRCVOLUME 1Prioritise projects that demonstrate flexibility in their implementation, orthat at least can be re-adjusted mid-way through implementation 8 .Prioritise projects that seek to finance local NGOs not only forimplementation purposes but equally for building technical capacity forlocal development.Increase feedback loops for projects and initiatives, in particular bysimplifying monitoring and evaluation systems, and in augmenting thenumber of studies conducted, and their publicity.For NGOS The Cordaid model for financing local authorities based on resultsachieved should be expanded. Decentralise decision-making towards the field (at least to level ofprovincial capitals) and minimize as much as possible the amount ofexpenses on equipment and salaries, in order to reduce the cleavages withlocal authorities. At the project closure phase, ensure that training of staff and job placementis observed. Move towards a systematic identification of possible risks during projectimplementation, and incorporate these risks into the objective frameworkfor capacity building. Develop local monitoring and evaluation systems that are accessible to thepopulation, in particular grievance mechanisms and conflict mapping 9 . Prioritise programs that promote mentoring or secondment of personnel tolocal organisations (with a clear objective on the secondment and aminimisation of additional ‘gifts’.8 The study noted in almost all the themes evaluated a consistent lack of context analysis and strategiesemanating from the local authorities, in addition to a lack of consideration towards parallel efforts beingundertaken by other organisations. In addition there was a general lack of public and local consultationsprior to activity design and implementation. A major observation made was the need to have more flexibleproject framework sand agreements that allow for changing of activities and budget allocations in order torespond to shifting dynamics in the field.9 Grievance mechanisms, as promoted by the World Bank for extractive industry projects, are gaining favourwith certain NGOs, as reflected in Code of Conduct for the Humanitarian Accountability Project . Thesesystems require minimal effort and investment, ranging from public consultations during the conflictanalysis phase to simple feedback sessions following evaluations conducted at the end of a project cycle.
