This second volume is designed for individuals interested indeepening their understanding <strong>of</strong> some <strong>of</strong> the foundational analysis.The evaluation team then proceeded to establish consultative groups in Kinshasa,Goma and Bukavu, and as <strong>of</strong> May 2010, in Bunia. These consultative groups,numbering about 100 individuals 18 and were chaired by representatives <strong>of</strong> theMinisters <strong>of</strong> Planning and from each <strong>of</strong> the three Provinces. They constituted animportant factor for maintaining the evaluation’s relevance; they allowed theevaluation to maintain an active dialogue with the principal stakeholders 19 . Thesegroups benefited from power point presentations <strong>of</strong> the overall evaluationconclusions, and were able to discuss the development <strong>of</strong> recommendations.All the complementary reports to the synthesis report described above, as well asthe power point slides, are in the public domain, and are available on CD-Rom.2.2 Analytical Framework and Choice <strong>of</strong> <strong>Evaluation</strong> ThemesThis evaluation has four elements that constitute its overall framework:1. The evaluation questions (as described in the previous section and drawnfrom the TOR);2. A conflict analysis (presented in Chapter 3);3. A project sample (the full database is found in Chapter 4); and4. The themes <strong>of</strong> intervention based on the hypotheses developed (presentedfurther down in this chapter).The framework could be represented in the following way:17 This contains a full description, project by project <strong>of</strong> the 51 sampled, the conflict analysis and analysis <strong>of</strong>the mining sector as a source <strong>of</strong> conflict in addition to the links between justice and demobilisation, and adiscussion on methodology.18 The list <strong>of</strong> members <strong>of</strong> the Consultative Groups is provided in Appendix.19 It should be noted that the consultative groups are distinct from the conflict mapping groups.
