The lighting controlsare integrated with the existing taxiway and runway lightingand operated by Greater Toronto Airports Authority (GTAA)personnel. Full tower backup capability is provided withsecure switchover functions between Nav Canada and GTAAoperations.LOW VIS<strong>IBI</strong>LITY OPERATIONSCATEGORY 3Toronto Pearson International AirportGreater Toronto Airports AuthorityToronto OntarioIn 1995 the Greater Toronto Airports Authority (GTAA continuedthe direction set by Transport Canada and engaged <strong>IBI</strong> <strong>Group</strong>/Giffels Associates Limited to expand the airfield lighting systemat Toronto Pearson International Airport. The GTAA realized anincreased requirement of low visibility operations and directed<strong>IBI</strong> <strong>Group</strong>/Giffels to commission a Category III operation on thesouth 06R/24L Runway.The original design provided by <strong>IBI</strong> <strong>Group</strong>/Giffels included amodular PLC system, enabling the control system to expandwith the growth of the airport. The PLC system was enhancedwith low visibility stop bars, aircraft sensors and monitoringsystems to meet the stringent Category III certificationstandards.The “heads down” procedure during Category III operationrequired the control system to provide control and monitoringstatus, and aircraft detection quickly and accurately. Air TrafficControllers use the ground radar system, aircraft sensors and“stop bars” to control and monitor aircraft access to the activerunways.MILESTONECanada’s first commercial Category III operation commencedon December 28, 1996, where 67aircraft movements were conducted at Toronto PearsonInternational Airport.
