12. COMMERCIAL OPERATIONSThe objective is to ensure that commercial operations allowed on the <strong>Reserve</strong> do not adverselyaffect the environment or the use <strong>of</strong> the <strong>Reserve</strong> by the public <strong>and</strong>, as far as possible, assist inpeoples' enjoyment <strong>of</strong> the <strong>Reserve</strong>.Commercial concessions may be granted on CALM l<strong>and</strong>s or waters to provide appropriate facilities<strong>and</strong> services for visitors. Proposals are carefully considered by CALM <strong>and</strong> require approval by theNPNCA <strong>and</strong> the Minister. Concessions must be consistent with the purpose <strong>of</strong> the <strong>Reserve</strong> <strong>and</strong> protectits values. Facilities or services which exist or can be developed elsewhere to adequately meet visitorneeds should not be provided on l<strong>and</strong>s <strong>and</strong> waters managed by CALM. Commercial concessions, ifexcessive, can detract from the conservation values <strong>of</strong> the <strong>Reserve</strong>, while limited concessions canenhance public access <strong>and</strong> enjoyment.Apart from the restaurant <strong>and</strong> kiosk (Section 11. Leases), only one concessionairre currentlyoperates on <strong>Matilda</strong> <strong>Bay</strong> <strong>Reserve</strong>, providing a recreational activity in the form <strong>of</strong> pedal water craft. Itmay be possible to allow other commercial operators on the <strong>Reserve</strong>. Any new operations will requireapproval from the NPNCA <strong>and</strong> the Swan River Trust. The <strong>Department</strong> <strong>of</strong> Marine <strong>and</strong> Harbours isresponsible to issue licenses for marine activities.ACTIONS1. Establish <strong>and</strong> manage commercial operations in accordance with CALM Policy Statement No 18,Recreation, Tourism <strong>and</strong> Visitor Services. Concessions on the <strong>Reserve</strong> may be provided if they areconsistent with the purpose <strong>of</strong> the <strong>Reserve</strong> <strong>and</strong> its conservation values, <strong>and</strong> with the Swan RiverStrategy.2. Ensure that concession holders fulfil the concession's conditions.3. Only consider commercial concessions on leases that are consistent with the objectives <strong>of</strong> thismanagement plan, values <strong>of</strong> the adjoining nature reserve <strong>and</strong> marine park <strong>and</strong> the conditions <strong>of</strong>the lease.4. Liaise with the University <strong>of</strong> Western Australia <strong>and</strong> the Cities <strong>of</strong> Perth <strong>and</strong> Subiaco to ensure that,as far as possible, commercial operations on their l<strong>and</strong> do not conflict with the objectives for the<strong>Reserve</strong>.29
